PROCEEDINGS – August 14, 2023 TOWN OF CHASE BOARD OF SUPERVISORS MEETING 1. Call to Order and Roll Call Town Board Chairman, Gary Van Lannen called the meeting to order at 7:30 p.m. in the Chase Town Hall, located at 8481 County Road S, Pulaski WI 54162. Notices were posted in the three town display boxes, which are located at the Town Recycling Center, North Chase Citgo, and South Chase Saloon. Board Members present: Chairman - Gary Van Lannen, Supervisor - Dennis Kroll, Supervisor – Jeff Van Enkevort, Clerk – Jeromy Delebreau, Deputy Clerk – Cindy Kroll, Treasurer – Mae Micolichek 2. Recite the Pledge of Allegiance to the Flag The Pledge was recited. 3. Approve the Agenda A. Change in Sequence – Van Enkevort stated that he would like to move #6J before #6A. B. Removal of Items – None. 4. Approve Prior Meeting Minutes 5. Present and Approve Bills for Payment Motion by Van Enkevort/Kroll to change the sequence of agenda, approve prior meeting minutes, and bills for payment. The motion was called and carried 3-0. 6. Discuss Committee and Department Reports: a. Financial Report – Treasurer Mae Micolichek Micolichek read the financial report. b. Public Works – Norbert Reinhard Reinhard stated that they have been patching roads and working on the parking lot at the Stone Barn. c. Building Inspector – Bobbie Krozell Van Enkevort stated that 8 permits were issued in July for 2 new home, 1 accessory buildings, and 2 misc. There were also 14 emails and 10 calls. d. Park Commission – Jeff Van Enkevort Van Enkevort stated the Craft Sale is September 10 from 10 am to 3 pm. They are looking for volunteers. e. Animal Control – Joe Gracyalny None f. Planning Commission – Dennis Kroll Kroll stated there was one rezone for Walter Christiansen from Agricultural to Residential and the rezone was approved. g. Pulaski Fire Department – Gary Van Lannen None. h. NEW Rescue – Dennis Kroll Kroll stated there was no meeting. i. Oconto County Economic Development (OCED) – Norb Reinhard Jr. Reinhard stated that they went through the yearly audit and discussed next year's budget. j. Oconto County Policing Officer – Officer Garrett Baeton stated that they had another great turnout for Night Out. 7. Public Comments (No Action Taken) None. 8. Discuss and Act on Rezone for Walter Christiansen, 2118 Holowinski Road, Parcel #012- 020201634, Agricultural to Residential. Motion by Van Enkevort/Kroll to approve Rezone for Walter Christiansen, 2118 Holowinski Road, Parcel #012-020201634. Motion was called and carried 3-0. 9. Discuss and Act on Badger Books from ARPA for $8540.95. Motion by Kroll/Van Enkevort to approve Badger Books from ARPA for $8540.95. Motion was called and carried 3-0. 10. Discuss and Act on Concrete Slab for Fuel Tank from ARPA funds for $3,500. Motion by Kroll/Van Enkevort to approve Concrete Slab for Fuel Tank from ARPA funds for $3,500. Motion was called and carried 3-0. 11. Discuss and Act on Recycling Contract with Norsec. Motion by Van Enkevort/Kroll to approve Recycling Contract with Norsec. Motion was called and carried 3- 0. 12. Discuss and Act on Price Increase for Solid Waste. Motion by Van Enkevort/Van Lannen to increase solid waste costs by $1.00 per bag starting in October. Motion was called and carried 3-0. 13. Convene to Closed Session pursuant to Wis. Statue 19.85(1)(c) – Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility – Town Clerk Salary. Motion by Van Enkevort/Van Lannen to go into closed session. Motion was called and carried by roll call vote, Kroll – Yes, Van Enkevort – Yes, Van Lannen – Yes. Van Lannen invited Jeromy Delebreau into closed session. 14. Convene back into Open Session. Motion by Van Enkevort/Van Lannen to go back into open session. Motion was called and carried by roll call vote, Kroll – Yes, Van Enkevort – Yes, Van Lannen – Yes. 15. Discuss and Act on Clerk Salary. Motion by Van Enkevort/Kroll to increase the Clerk Salary by $50 per month. Motion was called and carried 3-0. 16. Discuss and Act on Operator Licenses A. Damon Stachura – North Chase Citgo Motion by Van Enkevort/Van Lannen to approve Operator License for Damon Stachura for North Chase Citgo. Motion was called and carried 3-0. 17. Announcements and General Information. 18. Adjournment to Monday, September 11, 2023. Van Lannen adjourned the meeting at 8:06 pm until September 11, 2023.
