Board of Review Adjourn to late date: The board met at 5:30 this evening to adjourn the board of review to a later date. Zeller read an e-mail from Assessor Jef Muellver, that there are no unusual delays this year, but high volume of construction activity and late spring and April rains have impacted the completion of the rolls. Jef will contact the clerk soon to schedule the Board of Review sometime in June. 3. Understanding and Agreement between the Town of Townsend and the Northern Lakes Archers: Don Solberg said their committee agrees to the terms of the agreement and he and Zeller signed the agreement. 4. Resolution 06-2026 to Refund Taxes on 17799 Red Maple Lane: A communications tower was built on Jeffrey and Vicky Radish’s property in 2019 and was assessed as personal property through 2024. Under Act 12, personal property assessments were eliminated, and the tower’s value should have been included only in the real estate assessment. Because the assessor was not notified by the State, the tower’s value remained on the real estate assessment for 2024 and 2025. This constitutes a palpable error under Wis. Stat. 74.33, and the resulting overpayments will be refunded to the Radishes: $1,756.12 (2024) and $1,871.79 (2025). DeMoulin moved to approve Resolution 06-2026; seconded by Evans - M/A. 5. 2026 road projects: Resurfacing is planned for Valley View, Red Maple Lane, Sandy Ridge Ln, and Aspen Lane cul-de-sac. Kathleen Marsh said she spoke with Little Tipsey’s restoration contractor. A small upper-level leak severely damaged the main floor of the 1898 building. As repairs continue to bring the building up to code and reopen, an outdoor concert is being planned for Memorial Weekend. Correspondence: Dama Plumbing & Heating notified the town that a septic system they are installing requires boring under the road to reach the drainfield. Zeller drafted a right-of-way agreement for the landowner to sign, and the project was approved. The town was notified by the Oconto Recreation Committee that its grant application to improve Veterans Memorial Park has been approved. The grant award is $12,154.87.
