MINUTES Special Board Meeting May 1st, 2024 Public Present: Dustin Wolff (via zoom) 1) Call to Order: The meeting was called to order at 5pm 2) Roll Call: Members present: President Amy Grandaw Trustee Ginger Deschane Trustee Jeff Dorschner Trustee Jeff Baumann Trustee George Gocht Trustee Cory Siebert Also present: Clerk/Treasurer Kaitlin Deschane 3) Adoption of Agenda: Motion by Trustee Ginger Deschane, seconded by Trustee Cory Siebert, to adopt the agenda as presented. Ayes: 6, Nays: 0. Motion Passed. 4) Resolution Approving Boundary and Project Plan to Create Tax Incremental District #2: Motion by Trustee Jeff Dorschner, seconded by Trustee Ginger Deschane, to approve Resolution #305 to approve the Tax Incremental District. Discussion: Joint Board of Review and Plan Commission reviewed the plan. Some highlights of the plan are Page 6 of the project plan shows the boundary map located east of highway 141. Page 5 shows the 12% equalized value of the Village of Crivitz equating to a maximum value of 14 million, the proposed boundary has a value of under 7 million. Page 24 The proposed development is to build 35 single family homes in the TID with a multi-family component. The TID has potential to bring in 10 million over 20 years but the TID can be closed when there is no outstanding debt. The village is potentially borrowing 3 million to for projects included in the TID. The TID and project plan follows the “but for” test due to the need for utility expansion otherwise the development could not be build.
