Chairperson Friday, Supervisor Coble, Supervisor Wortner, Supervisor Bergeson, Supervisor Joy 4) Verification of proper notice: Chairperson Friday verified. 5) Approve agenda: Coble motion to approve/Second by Wortner. Motion carried with 5 yes. 6) Public comment, limited to 15 minutes (in-person attendees only, limited to 3 minutes per person with no time donations from others, agenda items only), please be prepared to come forward to the table, speak clearly into the microphone, start by stating name/address & agenda item(s) to be addressed: No public comment. 7) Announcements: a. Chairperson Friday sent in her application to become a Town Advocacy Council Ambassador. b. Tyco/JCI and DNR updates are on website. c. Clerk Okins reminded residents of the upcoming General Election 11/05/24, with polls open from 7am-8pm. In-person Absentee Voting dates are 10/22, 10/24, 10/29, 10/31 from 10am-2pm. 8) Minute approval a. 9/17/2024 Regular Board Meeting: Approved via unanimous consent. b. 10/10/2024 Special Board Meeting/Budget Workshop: Approved via unanimous consent. 9) Reports a. Fire Department: Chief Folgert gave report. b. Constable: Chairperson Friday gave report. c. Building Inspector: Chairperson Friday gave report. d. Marinette County Board: No representative in attendance. 10) Treasurer Report/Investment Report/Budget YTD vs Actual/Budget Amendments: Approved via unanimous consent. a. Approve vouchers & payment of bills: Coble motion to approve (with exception of Treasurer and Chairperson reviewing MSA bill first, then pay if accurate)/Second by Joy. Motion carried with 5 yes. 11) Fire truck funding from capital outlay: Coble motion to approve moving $50,000 from capital outlay toward fire department’s new engine/Second by Joy. Motion carried with 5 yes votes. 12) ERS annual donation: Friday motion to increase the ERS donation to $7,500/year beginning in 2024/Second by Wortner. Motion carried with 5 yes. 13) Marinette County Elderly Services donation request: No action taken. 14) Town Attorney status, hourly fee: Coble motion to approve David Spangenberg as official Town Attorney at $250/hour rate/Second by Wortner. Motion carried with 5 yes votes. 15) 2025 landfill testing and reporting proposal: Joy motion to approve/Second by Bergeson. Motion carried with 5 yes votes. 16) Proposed 2025 Budget review/discussion: Coble motion to approve as presented/Second by Wortner. Motion carried with 5 yes votes. 17) Plan Commission/Comprehensive Plan update a. Resolution adopting public participation procedures: Joy motion to approve/Second by Coble. Motion carried with 5 yes. b. Resident/Property Owner Survey: Survey will be available to all Town residents through 11/12/24. 18) Approval of Class B Beer and Class B Liquor license for Krossroads Pub & Grub, LLC located at W3109 State Hwy 64, Marinette, WI 54143: Joy motion to approve/Second by Bergeson. Motion carried with 5 yes. 20) Ad hoc committee updates: a. Capital Improvement Plan – Chairperson Joy, Vice Chairperson Friday: Chairperson Friday and Supervisor Joy are continuing to work on CIP. b. CDBG-CV – Chairperson Friday, Treasurer Maney: Required Public Hearing for CDBG will be held on 10/28/24 at 5:30pm. i. HVAC update: Construction starts 10/16/24, will be back in compliance at 1 st payroll billing. c. Ordinance/Policy Review – Chairperson Friday, Vice Chairperson Wortner i. Buildings & Grounds – Chairperson Coble, Vice Chairperson Bergeson: Coble and Bergeson updated that CDBG construction starts on 10/16 and that Drees Electric will complete fire department replacement lighting (under $5,000) early November. b. Recycling Center – Chairperson Bergeson, Vice Chairperson Coble: Fire Department and Recycling Center will collaborate on having old bulbs picked up by LRI. c. Roads & Ditches – Chairperson Wortner, Vice Chairperson Joy i. Resident concern re: Rader Road west of Green Gable intersection: Wortner updated that DunRite will be repairing and blacktopping before winter, will be under $5,000. 22) Upcoming Meetings a. CDBG Public Hearing, Monday, October 28, 2024 at 5:30 p.m. b. Budget Hearing/Special Town Meeting/Regular Board Meeting, Tuesday November 19, 2024 at 6pm. 23) Motion to Adjourn: Wortner motion to adjourn at 6:45pm/Second by Bergeson.
