Supervisor Wortner joined meeting at 6:02pm. 7) Announcements: 3 of 9 informational sessions have been completed by Chairperson Friday. 6 additional upcoming meetings, residents encouraged to attend- 9/24/25 and 10/9/25 at 10am, 1pm, and 6pm. 8) Minute approval a. Public Hearing + Regular Board Meeting 8-19-2025: Approval via unanimous consent. b. Special Board Meeting 8-21-2025: Motion to approve (Wortner/Joy). Chairperson Friday abstain- not present for 8/21/25 meeting. Motion carried- 3 yes. 9) Reports a. Fire Department: Chief Folgert gave report. Fire Department is currently selling fundraiser raffle tickets. Winner to be drawn on Monday, November 10 th. b. Constable: Chairperson Friday gave report. c. Building Inspector: Chairperson Friday gave report. 41 permits YTD. 10) Treasurer Report/Investment Report/Budget YTD vs Actual/Budget Amendments: Approval via unanimous consent. Motion to approve vouchers and payment of bills (Joy/Wortner). Motion carried- 4 yes. a. Approve Marinette County tax collection service: Motion to approve (Coble/Joy). Motion carried- 4 yes. 11) Open sealed quotes for revaluation with possible award: 1 sealed quote received from Accurate out of Menasha, WI. 3 services quoted, all are a “3 year blend”: 1) Market adjustment $81,600 2) Market adjustment and exterior reval $159,600 3) Market adjustment with interior and exterior reval $237,600. Tabled. Chairperson Friday will follow up for clarification on assessment services and bring findings back to the full board. 12) Plan Commission/Comprehensive Plan update: Chairperson updated the Comprehensive Plan is nearing completion. Open House and Public Hearing will be held on 10/21/25. 13) Standing Committee updates: a. Buildings & Grounds – Chairperson Coble, Vice Chairperson Bergeson: Coble updated town is continuing to make progress on repairs, as a result of the CDBG work. HVAC update – Supervisor Joy: Joy updated on a training session with Automated Controls for the HVAC system. He stated the system is overkill for our needs. Adjustments were made, but continued high utility bills are expected. b. Recycling Center – Chairperson Bergeson, Vice Chairperson Coble: Coble updated that a sign will be made, reminding residents that they cannot take electronics once they’ve been brought to RC. c. Roads & Ditches – Chairperson Wortner: Wortner confirmed Town Hall parking lot repairs and Schacht Rd work are complete. 14) PFAS contamination updates a. DNR: Update on website, under water tab. Chairperson Friday attended the DNR Listening Session on 9/11/25. Slides are also updated to website, under the water tab. b. Tyco/JCI: Update on website, under water tab. c. EPA Superfund designation: Update on website, under water tab. Update includes most recent site inspection report. d. Tyco Litigation: No update. Still in litigation. 15) Upcoming Meetings a. Kayla Okins, Clerk 09/18/2025 3 MEETING MINUTES Town of Peshtigo Special Board Meeting/Budget Workshop Tuesday, September 23, 2025 at 5 p.m. 1) Call to order: Chairperson Friday called the meeting to order at 5:00pm. 2) Roll call: All present. Chairperson Friday, Supervisor Coble, Supervisor Wortner, Supervisor Bergeson, Supervisor Joy 3) Verification of proper notice: Chairperson Friday verified. 4) Approve agenda: Motion to approve (Joy/Coble). Motion carried- 5 yes. 5) Budget Workshop (the following may be discussed/acted upon in no particular order) a. 2026 Fee Schedule: Approved with no changes. b. 2026 RC Fee Schedule: Approved with no changes. c. 2026 Employee Compensation: Changes made- all to go into effect 01/01/2026: i. Katherine Brandt: Motion to give COLA increase, plus 10 hours of PTO (Friday/Coble). Motion carried- 5 yes. ii. Brendan Kaempf: Motion to increase to $21/hour (Friday/Wortner). Motion carried- 5 yes. iii. Jeff Maney: Motion to increase to $24/hour (Wortner/Friday). Motion carried- 5 yes. iv. Keith Swallow: Motion to increase to $30/hour, 5 sick days per year (no carryover), and 3 weeks of paid vacation (with ability to carryover 1 week/year) (Wortner/Friday). Motion carried- 5 yes. d. Town Hall New Flooring: Chairperson Friday updated that the election room carpet is complete. Quotes on hand for carpeting the remainder of building, if needed/wanted by board within next couple of months. e. Revaluation: Motion to accept Accurate Assessment quote for full interior and exterior revaluation to be completed in 2026, for a total of $204,000 (Friday/Coble). Motion carried- 5 yes. f. Road Maintenance Plan: No further discussion at this time. g. Replacement of 2005 Chevy 3500: No further discussion at this time. h. Proposed 2026 Town Budget: Reviewed. Training: x Chief Folgert and Asst. Chief Seils attended fire investigation training conducted by an agent from the DCI – Fire Marshall’s office. x Last Monday evening’s training drill was conducted at 180 Auto Towing and Recovery. Several vehicles and a school bus were used for extrication training. Nine firefighters participated. Fire Prevention, Education and Community Involvement: x Participated in the Peshtigo Historical Days parade with three trucks on Sept. 27th. x Two students received rides to school in a fire engine as part of National Fire Prevention Week activities. Their names were drawn during Fall Family Funfest at The Forgotten Fire Winery on October 5th. x No new requests received for free smoke alarms. These are still available to town residents. Fund Raising & Donations: x Tickets are still available for our Fall Sports Raffle to help with the purchase of equipment for the new fire engine. Ten prizes are available. Raffle tickets are $20 each or six for $100. x TOPFD Supporter T-Shirts are now being sold for $25 each to help raise funds for the purchase of equipment for our new engine. x $500 Donation received from Cans for Kids 5 x $500 Donation received from Jill Bedwell in memory of her mother, Sheri Behnke. x New Humminbird graph for our rescue boat was donated and installed by Lakeside Powersports and A & K Bait & Tackle. Personnel: x One firefighter has been removed from our roster due to inactivity over the past two years. x One firefighter remains on light duty for several more months due to a non-work-related injury. x Andrew Glaszcz has completed Entry Level Firefighter training through NWTC. x Our roster is down to 20 volunteer firefighters. We are currently accepting applications.
