VI. Reports
1. Sequential Intercept Model (SIM) Mapping Update – Rose Baier
The Sequential Intercept Mapping (SIM) event has been scheduled for August 13th
and 14th at Market on the River. Baier encouraged those who cannot attend to send
individual in their place. This will be an important event resulting in action plans that
will be overseen by the CJCC in the next year.
2. Program Updates:
Recovery Court – Tiffany Berg
There are currently 15 participants being served in Recovery Court with 1 new
referral. Staff were able to implement a 2nd recovery/sober living house; it has 4
bedrooms and 1 resident currently. Baier thanked the Corporation Counsel and
others involved in getting the process established for the second house so
quickly. The collaboration involved allowed CJS to secure the house, which is
extremely difficult. Baier submitted a federal grant application for $709,000
which would support funding for peer support services, residential treatment,
counseling services, training for recovery team, recovery capital support, and
sober living support. If awarded it would run from October 2026-September
2030. Baier and Berg recently presented on the multi-track court, and how
comprehensive community services can align with recovery court at various
venues, including the State Wisconsin Treatment Court Conference.
First Time Offender (FTO)/Front-End Intervention Treatment (FIT) Program –
Kayce Lawcewicz
Staff are preparing for Country Fest and expecting a high number of referrals for
FTO. FIT has 21 active participants currently. Lawcewicz noted an increase of
participants in higher risk categories. Baier submitted the pre-application for the
$119,000 TAD Grant. The full application will be due this fall and will be
competitive. It will then be non-competitive for the next five years.

Pre-Trial Program – Kaitlin Horstman
Staff are working with around 210 cases. Reportedly utilizing transportation funds
more to assist participants with getting to court dates. Baier reported the DOJ will
not be continuing the pre-trial grant after 2028 which will require ongoing
budgetary conversations. Judge Gibbs advocates for the pretrial monitoring
program as evidence reflects a decline in Failure to Appear warrants. Baier
reported the warrants have been tracked since 2017 and the have been reduced
from 723 in 2017 to 409 in 2025. Captain Maki also noted that it appears jail bed
numbers have been lower since pretrial and ADA Yohnk indicated the
communication and information, they get from pretrial staff is very valuable. It
was agreed there will need to be ongoing communication about how to sustain
the program. The majority of the grant funds a full-time position. Several CJS
staff will be attending the National Association of Pretrial Services Conference in
August with grant funds.
Re-Entry Program – Rose Baier
Opioid Funds support the re-entry programs which supply participants with
classes, hygiene kits, backpacks, and transportation needs. This is going well.
Walter continues to provide a reentry class in the jail.
3. Take a Stand Against Meth/Crime Stoppers Updates – Rose Baier
Seeking volunteers for various summer events including the fair and National Night
Out. It was reported that the bean bag tournament for the Crime Stoppers earned
close to $8,000. Baier encouraged the TASAM Committee to work on having more
town halls in the next year.
4. National Network of Criminal Justice Collaborating Councils (NNCJCC) – Rose Baier
Chippewa County CJCC is a member of the NNCJCC association, and they can offer
information sharing and technical assistance if requested. There will be an annual
meeting in North Carolina that is valuable to attend.
