Chippewa County Highway Committee Regular Meeting September 23, 2026 Chippewa County Courthouse, Room 302 10:00 AM 1. Call to Order The Chair called the meeting to order at 10:00 AM 2. Roll Call Members Present: James Flater, Peter Gehring, Matthew Peterson, Joseph Roshell, George Rohmeyer, Jr. Members Absent: Others Present: Chris Elstran, Shane Birtzer, Fred Anderson, Joe Gutowski, Andy Albarado, Marla Prissel, Paul Krumenauer, Dennis Bachman, Chuck Hassemer 3. Members of the Public Wishing to Be Heard (Comments will be limited to 5 minutes per speaker.) Dennis Bachman – Spoke in support of ongoing efforts to improve farming withing the highway right-of-way in the county. Paul Krumenauer – Reported to the committee that he had received an email that appeared to be from the City of Chippewa Falls but was later determined to be a spoofed message. 4. Dashboard Review Elstran reviewed the Highway Department dashboard. B. Financial Reports Elstran gave reports on highway funds, county aid bridges, highway construction, and bridge construction. C. WCHA Northwest/West Central Districts Fall Commissioners & Committee Members Meeting Elstran invited committee members to the upcoming District Fall Commissioners & Committee Members Meeting which will be held Monday, October 5, 2026 at the St. Croix County Highway Department. 2. Farming in ROW Update — Chris Elstran Elstran reviewed several locations where inconsistencies in highway right-of-way distances may lead to confusion. 3. County Bridge Project Update — Fred Anderson Anderson gave an update on the status for all the County’s bridge projects. 4. County Construction Project Updates — Shane Birtzer Birtzer provided an overview of the County construction project schedule. The schedule is published on the Highway Department website and will be updated regularly throughout the construction season. 5. ATV Route Approvals CTH X (Cadott Village Limits to 270th Street) — Chris Elstran Elstran reviewed the application for the approved ATV/UTV route on CTH X. 6. Business Items 1. Ordinance to Amend Section 58-39(c) of the Chippewa County Code of Ordinances Designating All-Terrain and Utility Terrain Vehicle Routes — Chris Elstran This item was reviewed by the committee and will be forwarded to the County Board for review at the October 13, 2026 meeting.
