Published: July 29, 2026 Page 3 of 68 Statement of Explanation Resolution Establishing Parameters for the Sale of Not To Exceed $7,500,000 General Obligation Promissory Notes - Andy Albarado/Brad Viegut 1 This Resolution formally establishes the authorization and structure for the sale of 2 not to exceed $7,500,000 in General Obligation Promissory Notes to finance the construction 3 and improvement of highways in Chippewa County. On July 14, 2026, the County Board 4 approved the initial Resolution 12-26 and Resolution 13-26 and determined that highway 5 improvements serve a valid public purpose and that borrowing through promissory notes is the 6 appropriate mechanism permitted under Wisconsin Statutes. To ensure the borrowing is 7 completed in a timely and legally compliant manner, this Resolution establishes the process for 8 selling the Notes and delegates necessary authority to the County Board Chair (Authorized 9 Officer). This Resolution was drafted by the County’s bond counsel, Quarles & Brady LLP, using 10 financial information and guidance provided by the County’s financial consultant, Robert W. 11 Baird & Co. Inc. 12 13 This Resolution accomplishes several key actions, including authorizing the issuance and 14 sale of the Notes, confirming that the Notes will be sold to Robert W. Baird & Co. Inc. as the 15 Purchaser, authorizing the County Board Chair to accept the final purchase proposal that 16 satisfies the conditions set forth in the Resolution. This Resolution also pledges the County’s full 17 faith and credit, establishes required tax levies to repay the Notes, directs the creation and 18 management of a segregated debt service fund, and ensures compliance with federal tax laws 19 so that the interest on the Notes remains tax-exempt. This Resolution further authorizes the 20 preparation of the Preliminary Official Statement and continuing disclosure obligations, 21 ensuring transparency and compliance with federal securities regulations. 22 23 Finally, this Resolution sets specific parameters governing the sale of the Notes, including 24 a maximum principal amount of $7,500,000, a minimum purchase price of 98% of par (face 25 value-principal amount of the Notes), limits on the Purchaser’s compensation and costs of 26 issuance, maximum interest cost of 4.75%, permitted variations in maturity amounts, and 27 provisions governing optional or mandatory redemption. Establishing these parameters in 28 advance ensures that the Notes are sold within acceptable financial limits while allowing the 29 Authorized Officer flexibility to work with the County’s bond counsel and financial consultant to 30 complete the transaction efficiently. Page 4 of 68 Resolution No. Resolution Establishing Parameters for the Sale of Not To Exceed $7,500,000 General Obligation Promissory Notes - Andy Albarado/Brad Viegut 31 WHEREAS, on July 14, 2026, the County Board of Supervisors of Chippewa County, 32 Wisconsin (the "County") adopted, by a vote of at least ¾ of the members-elect, an initial 33 resolution (the "Initial Resolution") authorizing the issuance of general obligation promissory 34 notes in an amount not to exceed $7,500,000 for the public purpose of paying the cost of the 35 construction and improvement of highways (the "Project"); and 36 37 WHEREAS, on July 14, 2026, the County Board of Supervisors of the County also adopted a 38 resolution providing that the general obligation promissory notes authorized by the Initial 39 Resolution be issued and sold as a single issue of notes designated as "General Obligation 40 Promissory Notes" (the "Notes") for the purpose of paying the cost of the Project; and 41 42 WHEREAS, the County Board of Supervisors hereby finds and determines that the Project 43 is within the County's power to undertake and therefore serves a "public purpose" as that term 44 is defined in Section 67.04(1)(b), Wisconsin Statutes; and 45 46 WHEREAS, the County is authorized by the provisions of Section 67.12(12), Wisconsin 47 Statutes, to borrow money and issue general obligation promissory notes for such public 48 purposes; and 49 50 WHEREAS, none of the proceeds of the Notes shall be used to fund the operating 51 expenses of the general fund of the County or to fund the operating expenses of any special 52 revenue fund of the County that is supported by property taxes; and 53 54 WHEREAS, it is the finding of the County Board of Supervisors that it is necessary, 55 desirable and in the best interest of the County to sell the Notes to Robert W. Baird & Co. 56 Incorporated (the "Purchaser"); and 57 58 WHEREAS, the Purchaser intends to submit a note purchase proposal to the County (the 59 "Proposal") offering to purchase the Notes in accordance with the terms and conditions to be 60 set forth in the Proposal; and 61 62 WHEREAS, in order to facilitate the sale of the Notes to the Purchaser in a timely manner, 63 the County Board of Supervisors hereby finds and determines that it is necessary, desirable and 64 in the best interest of the County to delegate to the Chairperson (the "Authorized Officer") the 65 authority to accept the Proposal on behalf of the County so long as the Proposal meets the 66 terms and conditions set forth in this Resolution by executing a certificate in substantially the 67 form attached hereto as Exhibit A and incorporated herein by this reference (the "Approving 68 Certificate"); 69 70 NOW, THEREFORE BE IT RESOLVED by the County Board of Supervisors of the County that: 71 72 Section 1. Proceeds of the Notes; Segregated Borrowed Money Fund. In no event shall monies in the Borrowed Money Fund be used to fund operating 206 expenses of the general fund of the County or of any special revenue fund of the County that is 207 supported by property taxes. Monies in the Borrowed Money Fund may be temporarily 208 invested in Permitted Investments. Any monies, including any income from Permitted 209 Investments, remaining in the Borrowed Money Fund after the purpose or purposes for which 210 the Notes have been issued have been accomplished, and, at any time, any monies as are not 211 needed and which obviously thereafter cannot be needed for such purpose(s) shall be 212 deposited in the Debt Service Fund Account. 213 214 Section 8. No Arbitrage. All investments made pursuant to this Resolution shall be 215 Permitted Investments, but no such investment shall be made in such a manner as would cause 216 the Notes to be "arbitrage bonds" within the meaning of Section 148 of the Code or the 217 Regulations and an officer of the County, charged with the responsibility for issuing the Notes, 218 shall certify as to facts, estimates, circumstances and reasonable expectations in existence on 219 the date of delivery of the Notes to the Purchaser which will permit the conclusion that the 220 Notes are not "arbitrage bonds," within the meaning of the Code or Regulations. 221 222 Section 9. Compliance with Federal Tax Laws. (a) The County represents and covenants 223 that the projects financed by the Notes and the ownership, management and use of the 224 projects will not cause the Notes to be "private activity bonds" within the meaning of Section 225 141 of the Code. The County further covenants that it shall comply with the provisions of the 226 Code to the extent necessary to maintain the tax exempt status of the interest on the Notes 227 including, if applicable, the rebate requirements of Section 148(f) of the Code. The County 228 further covenants that it will not take any action, omit to take any action or permit the taking or 229 omission of any action within its control (including, without limitation, making or permitting any 230 use of the proceeds of the Notes) if taking, permitting or omitting to take such action would 231 cause any of the Notes to be an arbitrage bond or a private activity bond within the meaning of 232 the Code or would otherwise cause interest on the Notes to be included in the gross income of 233 the recipients thereof for federal income tax purposes. The County Clerk or other officer of the 234 County charged with the responsibility of issuing the Notes shall provide an appropriate 235 certificate of the County certifying that the County can and covenanting that it will comply with 236 the provisions of the Code and Regulations. 237 238 (b) The County also covenants to use its best efforts to meet the requirements and 239 restrictions of any different or additional federal legislation which may be made applicable to 240 the Notes provided that in meeting such requirements the County will do so only to the extent Page 9 of 68 Resolution No. Resolution Establishing Parameters for the Sale of Not To Exceed $7,500,000 General Obligation Promissory Notes - Andy Albarado/Brad Viegut 241 consistent with the proceedings authorizing the Notes and the laws of the State of Wisconsin 242 and to the extent that there is a reasonable period of time in which to comply. 243 244 Section 10. The facsimile signature of either of the officers executing 255 the Notes may be imprinted on the Notes in lieu of the manual signature of the officer but, 256 unless the County has contracted with a fiscal agent to authenticate the Notes, at least one of 257 the signatures appearing on each Note shall be a manual signature. In the event that either of 258 the officers whose signatures appear on the Notes shall cease to be such officers before the 259 Closing, such signatures shall, nevertheless, be valid and sufficient for all purposes to the same 260 extent as if they had remained in office until the Closing. The aforesaid officers are hereby 261 authorized and directed to do all acts and execute and deliver the Notes and all such 262 documents, certificates and acknowledgements as may be necessary and convenient to 263 effectuate the Closing. The County hereby authorizes the officers and agents of the County to 264 enter into, on its behalf, agreements and contracts in conjunction with the Notes, including but 265 not limited to agreements and contracts for legal, trust, fiscal agency, disclosure and continuing 266 disclosure, and rebate calculation services. The 270 principal of and interest on the Notes shall be paid by the County Clerk or the County Treasurer 271 (the "Fiscal Agent") unless a fiscal agent or mandatory redemption agent is specified in the 272 Approving Certificate. If deemed necessary, the County hereby authorizes the Chairperson and 273 County Clerk or other appropriate officers of the County to enter into either a fiscal agency 274 agreement or mandatory redemption agreement with a financial institution to be named in the 275 Approving Certificate. 276 277 Section 13. Persons Treated as Owners; Transfer of Notes. The County shall cause books 278 for the registration and for the transfer of the Notes to be kept by the Fiscal Agent. The person 279 in whose name any Note shall be registered shall be deemed and regarded as the absolute 280 owner thereof for all purposes and payment of either principal or interest on any Note shall be 281 made only to the registered owner thereof. All such payments shall be valid and effectual to 282 satisfy and discharge the liability upon such Note to the extent of the sum or sums so paid. Payment of 298 interest on the Notes on any interest payment date shall be made to the registered owners of 299 the Notes as they appear on the registration book of the County at the close of business on the 300 Record Date. 301 302 Section 15. Utilization of The Depository Trust Company Book-Entry-Only System. In 303 order to make the Notes eligible for the services provided by The Depository Trust Company, 304 New York, New York ("DTC"), the County agrees to the applicable provisions set forth in the 305 Blanket Issuer Letter of Representations, which the County Clerk or other authorized 306 representative of the County is authorized and directed to execute and deliver to DTC on behalf 307 of the County to the extent an effective Blanket Issuer Letter of Representations is not 308 presently on file in the County Clerk's office. 309 310 Section 16. Condition on Issuance and Sale of the Notes. The issuance of the Notes and 311 the sale of the Notes to the Purchaser are subject to approval by the Authorized Officer of the 312 principal amount, definitive maturities, redemption provisions, interest rates and purchase 313 price for the Notes, which approval shall be evidenced by execution by the Authorized Officer 314 of the Approving Certificate. 315 316 The Notes shall not be issued, sold or delivered until this condition is satisfied. Official Statement. The County Board of Supervisors hereby directs the 321 Authorized Officer to approve the Preliminary Official Statement with respect to the Notes and 322 deem the Preliminary Official Statement as "final" as of its date for purposes of SEC Rule 15c2- 323 12 promulgated by the Securities and Exchange Commission pursuant to the Securities and 324 Exchange Act of 1934 (the "Rule"). In connection with 327 the Closing, the appropriate County official shall certify the Preliminary Official Statement and 328 any addenda or final Official Statement. The County Clerk shall cause copies of the Preliminary 329 Official Statement and any addenda or final Official Statement to be distributed to the 330 Purchaser. 331 332 Section 18. Undertaking to Provide Continuing Disclosure. The County hereby covenants 333 and agrees, for the benefit of the owners of the Notes, to enter into a written undertaking (the 334 "Undertaking") if required by the Rule to provide continuing disclosure of certain financial 335 information and operating data and timely notices of the occurrence of certain events in 336 accordance with the Rule. The Undertaking shall be enforceable by the owners of the Notes or 337 by the Purchaser on behalf of such owners (provided that the rights of the owners and the 338 Purchaser to enforce the Undertaking shall be limited to a right to obtain specific performance 339 of the obligations thereunder and any failure by the County to comply with the provisions of 340 the Undertaking shall not be an event of default with respect to the Notes). 341 342 To the extent required under the Rule, the Chairperson and County Clerk, or other officer 343 of the County charged with the responsibility for issuing the Notes, shall provide a Continuing 344 Disclosure Certificate for inclusion in the transcript of proceedings, setting forth the details and 345 terms of the County's Undertaking. 346 347 Section 19. The Chairperson and County Clerk are 355 authorized to agree to such additional provisions as the bond insurer may reasonably request 356 and which are acceptable to the Chairperson and County Clerk including provisions regarding 357 restrictions on investment of Note proceeds, the payment procedure under the municipal bond 358 insurance policy, the rights of the bond insurer in the event of default and payment of the 359 Notes by the bond insurer and notices to be given to the bond insurer. In addition, any 360 reference required by the bond insurer to the municipal bond insurance policy shall be made in 361 the form of Note provided herein. 362 Section 21. Andy Albarado 1 This resolution provides background on the current health insurance plan and 2 establishes the maximum 2027 health insurance costs and anticipated 2027 health insurance 3 plan design for Chippewa County. Chippewa County’s self-funded health insurance plan is 4 administered by AmeriBen. The current monthly 2026 cost includes the total costs for the 5 medical, ancillary, administrative costs, and HRA funding. Plan participants have one network 6 through Anthem Blue Preferred, which includes providers such as Marshfield Clinic, Mayo Clinic 7 Health Systems, Oak Leaf and more. 8 9 In July 2026, Chippewa County’s benefit broker, Brown & Brown, provided the County 10 with a recommendation for a rate increase of 4.2% for Chippewa County’s 2027 health plan 11 cost. 12 13 The County Administrator authorized a 5% increase to be built into 2027 department 14 budgets. The 5% increase is consistent with prior years, as claims remain high. The 5% increase 15 will assist in maintaining a steady fund balance to cover potential shortfalls. This information 16 was distributed to department heads in June 2026 as part of each department’s 2027 Position 17 Based Budget (PBB) Report. 18 19 No additional plan changes are recommended for 2027. Page 39 of 68 Resolution No. Resolution to Establish Health Insurance Plan Funding for 2027 - Andy Albarado 20 WHEREAS, upon reviewing Chippewa County health insurance plan claims data through 21 June of 2026, Chippewa County’s broker, Brown & Brown, recommended in July 2026 that a 22 cost increase of 4.2% from the 2026 plan year rates be built into Chippewa County’s 2027 23 budget process; and 24 25 WHEREAS, Position Based Budget (PBB) Reports were sent to all Chippewa County 26 Department Heads in June 2026 that included an overall 5% increase from the 2026 health plan 27 costs to be built into 2027 department budgets; and 28 29 WHEREAS, the County Administrator and Department of Administration (DOA) health 30 insurance team recommend no change to the employee health insurance premium 31 contributions as indicated below[TB1.1]. 32 33 • Employee Only: 3.1% of the total premium equals $30 per month 34 • Employee Plus Spouse: 6.6% of the total premium equals $150 per month 35 • Employee Plus Child(ren): 6.5% of the total premium equals $124 per month 36 • Full Family: 6.6% of the total premium equals $212 per month; and 37 38 WHEREAS, beginning January 1, 2026, through December 31, 2026, the monthly cost and 39 contribution amounts for the County’s Health Insurance Plans for all full-time general municipal 40 employees and all public safety employees represented by the WPPA collective bargaining 41 agreement, are as follows in Graph #1: 42 43 and; 44 Page 40 of 68 Resolution No. Resolution to Establish Health Insurance Plan Funding for 2027 - Andy Albarado 45 WHEREAS, the 2027 monthly health insurance plan rates include the total costs for 46 medical claims, ancillary and administrative costs, and Health Reimbursement Account (HRA) 47 funding for the Plan Options; 48 49 NOW, THEREFORE BE IT RESOLVED, that beginning January 1, 2027, the employer 50 contribution amounts for the County’s health insurance plans for all full-time employees shall 51 be equal to an overall 5% increase from the health plan cost in the 2026 budget, based on the 52 current approved staffing as detailed on the Position Based Budgeting (PBB) Reports provided 53 to Department Heads in June 2026; and 54 55 BE IT FURTHER RESOLVED, that the County Administrator recommends the plan design 56 and estimated total monthly costs illustrated in Graph #2 for the 2027 health insurance plan; 57 58 and; 59 60 BE IT FURTHER RESOLVED, that no later than December 8, 2026, the County Administrator 61 will provide a report to the County Board that provides the actual total cost for the County’s 62 health insurance plan beginning January 1, 2027, for all full-time employees, if, after receiving 63 the final stop loss premiums in November it is determined that health plan costs are more than 64 what is stated in the financial impact section below; and 65 66 BE IT FURTHER RESOLVED, that all full-time general municipal employees will continue to 67 receive an HRA in the amount of $500 per person, up to 4 maximum per family ($2,000); and 68 69 BE IT FURTHER RESOLVED, that all full-time public safety employees covered under the Page 41 of 68 Resolution No. Resolution to Establish Health Insurance Plan Funding for 2027 - Andy Albarado 70 WPPA collective bargaining agreement will receive the same premiums, plan design and HRA as 71 all full-time general municipal employees; and 72 73 BE IT FURTHER RESOLVED, that HRA funds shall be prorated due to mid-year elections, 74 qualifying events, or termination continuation with distributions on a quarterly basis; and 75 76 BE IT FURTHER RESOLVED, that the 2027 monthly retiree contribution amounts for the 77 County’s Health Program Plan for retirees currently on the plan prior to December 31, 2022 are 78 illustrated in Graph #3: 79 80 81 Forwarded to the County Board by the Executive Committee. 82 83 Financial Impact 84 85 2027 Budget per June 2026 PBB (Personnel Based Budget) - $9,198,396 86 87 2027 Estimated Employee and COBRA/Retiree Contributions - $615,800 88 89 Signatures 90 Approved as to Form: 91 County Administrator Finance Director Corporation Counsel 92 Page 42 of 68 Statement of Explanation Resolution to Convert One LTE Environmental Health Specialist to One Part-Time Environmental Health Specialist Position in the Department of Public Health as Part of the 2027 Budget - Andy Albarado/Brittnay Fortuna 1 Passage of this resolution will convert one (1) Limited Term Employee (LTE) 2 Environmental Health Specialist position into one (1) part-time Environmental Health Specialist 3 position within the Environmental Health Division of the Department of Public Health, effective 4 January 3, 2027. The LTE Environmental Health Specialist, who currently works approximately 5 19 hours per week, will transition into a part-time position. Upon this transition, the LTE 6 Environmental Health Specialist position will subsequently be eliminated. 7 8 The position supports the Department’s expanding environmental health responsibilities, 9 including water laboratory operations, water quality monitoring, recreational water monitoring, 10 Food Safety and Recreational Licensing (FSRL) inspections, and environmental health outreach 11 and education. 12 13 The Public Health Water Laboratory opened in 2023 to provide in-house bacteria testing 14 and expanded services in 2026 to include nitrate and surface (beach) water testing. Since 15 opening, demand for laboratory services has increased. 16 17 During 2023 and 2024, the water laboratory processed 124 private bacteria samples. In 18 2025, the laboratory processed 185 private bacteria samples while collecting 134 private nitrate 19 samples for analysis by an external laboratory. Beginning in January 2026, the Department 20 expanded laboratory services to process both bacteria and nitrate samples for private well 21 owners. Through the second quarter of 2026, the laboratory has already processed 136 22 bacteria samples and 128 nitrate samples for private homeowners. 23 24 The Department also assumed responsibility for the Wisconsin Department of Natural 25 Resources (DNR) Transient Non-Community Well Water (TNC) Program in 2023. The number of 26 regulated facilities increased from 172 in 2023 to 189 by the end of 2025. During the 2025 27 program year, Department staff collected 320 bacteria samples and 207 nitrate samples 28 through the TNC program. 29 30 Recent revisions to Wisconsin’s lodging regulations (Wisconsin Administrative Code §§ 31 ATCP 72.15 - Health and Safety Standard and 72.16 – Water Supply; Water Systems and 32 Plumbing) have further increased the Department’s workload by requiring all licensed Tourist 33 Rooming Houses served by private wells to submit annual bacteria and nitrate water samples. 34 As of the second quarter of 2026, Chippewa County licenses 169 lodging facilities (hotels, 35 motels, TRHs), including 145 Tourist Rooming Houses. 36 37 Growth has also occurred across the Department's Food Safety and Recreational Licensing 38 Program. As of the end of 2025, the Department regulated 773 licensed facilities. As of the 39 second quarter of 2026, that number has increased to 826 active licensed facilities. In addition, 40 Environmental Health staff completed 23 pre-inspections during the first quarter of 2026 and Page 43 of 68 Resolution No. Resolution to Convert One LTE Environmental Health Specialist to One Part-Time Environmental Health Specialist Position in the Department of Public Health as Part of the 2027 Budget - Andy Albarado/Brittnay Fortuna 41 57 additional pre-inspections during the second quarter to accommodate new businesses, 42 ownership changes, and licensing requests. 43 44 Overall inspection activity continues to increase. In 2025, Environmental Health staff 45 completed 637 inspections, including routine inspections, follow-up inspections, re-inspections, 46 and pre-inspections. Through the second quarter of 2026, staff have already completed 470 47 inspections and are projected to complete approximately 800 inspections by the end of the 48 year. 49 50 Converting the Environmental Health Specialist position from LTE to part-time and 51 increasing the position from 19 to approximately 24 hours per week will provide additional 52 capacity to meet increasing regulatory requirements, laboratory demand, inspection activity, 53 and community outreach efforts while improving continuity of services and retaining an 54 experienced employee trained in water laboratory operations and environmental health 55 inspections. 56 57 The part-time Environmental Health Specialist position will continue to be funded 58 primarily through a fee-for-service model. Revenues generated through water quality testing, 59 Food Safety and Recreational Licensing inspection fees, and other Environmental Health 60 services will help offset the increased personnel costs associated with the position. As 61 laboratory testing and inspection activities continue to grow, corresponding program revenues 62 are expected to increase. 63 64 Additionally, the Food Safety and Recreational Licensing Program maintains a non-lapsing 65 fund balance of approximately $178,485, which may be utilized, if necessary, to support 66 program operations and ensure continued delivery of environmental health services. 67 68 Water quality continues to be identified as a priority by Chippewa County residents and is 69 reflected within the County's Strategic Plan. Transitioning the Environmental Health Specialist 70 position to part-time will strengthen the Department's ability to respond to growing 71 environmental health demands and expand education and outreach efforts to protect the 72 health of Chippewa County residents. Page 44 of 68 Resolution No. Resolution to Convert One LTE Environmental Health Specialist to One Part-Time Environmental Health Specialist Position in the Department of Public Health as Part of the 2027 Budget - Andy Albarado/Brittnay Fortuna 73 WHEREAS, the Chippewa County Department of Public Health currently employs one LTE 74 (975 hours) Environmental Health Specialist to support water laboratory operations and 75 Environmental Health programs; and 76 77 WHEREAS, the Department's environmental health responsibilities have expanded 78 significantly through increased water quality testing, implementation of the Wisconsin 79 Department of Natural Resources Transient Non-Community Well Water Program, expanded 80 Food Safety and Recreational Licensing responsibilities, and increased inspection activity; and 81 82 WHEREAS, the County Water Laboratory has expanded from providing bacteria testing in 83 2023 to providing bacteria, nitrate, and surface water testing in 2026, resulting in continued 84 increases in laboratory workload; and 85 86 WHEREAS, recent changes to the Wisconsin Administrative Code require Tourist Rooming 87 Houses served by private wells to submit annual bacteria and nitrate water samples, further 88 increasing Department’s environmental health responsibilities; and 89 90 WHEREAS, the Department has experienced continued growth in licensed facilities, 91 inspection activity, and water quality services, creating an ongoing operational need for 92 additional Environmental Health Division staffing capacity; and 93 94 WHEREAS, the current LTE Environmental Health Specialist position is staffed at 95 approximately 19 hours per week, and the Department has determined that increasing the 96 position to approximately 24 hours per week Environmental Health Specialist position is 97 necessary to meet the growing demands of water laboratory operations, water quality 98 monitoring, Food Safety and Recreational Licensing inspections, and environmental health 99 outreach and education; and 100 101 WHEREAS, the Environmental Health Program operates under a fee-for-service model 102 whereby revenues generated through water quality testing and Food Safety and Recreational 103 Licensing inspections help support program operations, and the Food Safety and Recreational 104 Licensing Program maintains a non-lapsing fund balance of approximately $178,485 to provide 105 financial stability should additional support be necessary; 106 107 NOW, THEREFORE BE IT RESOLVED, that effective January 1, 2027, one (1) LTE 108 Environmental Health Specialist position is hereby eliminated and replaced with one (1) part- 109 time (1,044+) Environmental Health Specialist position within the Chippewa County 110 Department of Public Health; and 111 112 BE IT FURTHER RESOLVED, that the current LTE Environmental Health Specialist may 113 transition into the part-time Environmental Health Specialist position effective January 3, 2027; Page 45 of 68 Resolution No. Resolution to Convert One LTE Environmental Health Specialist to One Part-Time Environmental Health Specialist Position in the Department of Public Health as Part of the 2027 Budget - Andy Albarado/Brittnay Fortuna 114 and 115 116 BE IT FURTHER RESOLVED, that the part-time Environmental Health Specialist position 117 shall continue supporting the Department's environmental health responsibilities, including 118 water laboratory operations, water quality monitoring, environmental health outreach and 119 education, food safety inspections, recreational licensing inspections, and other environmental 120 health services; and 121 122 BE IT FURTHER RESOLVED, that funding for the part-time Environmental Health Specialist 123 position shall continue to be supported primarily through Environmental Health fee revenues 124 generated from water laboratory testing and Food Safety and Recreational Licensing Program 125 activities. As service demand continues to increase, additional fee revenue is expected to offset 126 the increased personnel costs associated with this position. Should additional funding be 127 necessary, the Department may utilize the Food Safety and Recreational Licensing Program's 128 non-lapsing fund balance in accordance with County financial policies. Should program 129 revenues no longer be sufficient to support the part-time Environmental Health Specialist 130 position, the position may be eliminated by the County Administrator. 131 132 Forwarded to the County Board by the Executive Committee. 133 134 Financial Impact 135 136 The conversion of one LTE Environmental Health Specialist position to one part-time (1,044+) 137 Environmental Health Specialist position will result in an estimated increase of $15,157 in 138 wages and benefits. 139 140 Current LTE Salary & Fringe $35,958 141 Proposed PT Salary & Fringe $51,115 142 Net Increase $15,157 143 144 Funding is supported through Environmental Health fee revenues (water laboratory services, 145 Food Safety and Recreational Licensing inspections, and related fee-for-service activities). 146 Food Safety and Recreational Licensing non-lapsing fund balance (approximately $178,485) 147 148 Signatures 149 Approved as to Form: 150 County Administrator Finance Director Corporation Counsel 151 Page 46 of 68 Page 47 of 68 Page 48 of 68 Page 49 of 68 Page 50 of 68 Page 51 of 68 Page 52 of 68 Page 53 of 68 Page 54 of 68 Page 55 of 68 Page 56 of 68 Statement of Explanation Resolution to Create One Part-Time Social Worker Position in the Department of Human Services, Mental Wellness & Recovery Division as Part of the 2027 Budget - Andy Albarado/Bobbie Jaeger 1 The Department of Human Services is requesting the creation of one (1) part-time Social 2 Worker position within the Mental Wellness & Recovery Division to address the increasing 3 demand for Adult Protective Services (APS) and Adult at Risk responsibilities. 4 5 Under Wisconsin Statute 46.90, each county board is required to designate an Adult at 6 Risk Agency responsible for receiving, screening, investigating, and responding to reports 7 involving abuse, neglect, self-neglect, and financial exploitation of vulnerable older adults. The 8 Chippewa County Board has designated the Department of Human Services as the county’s 9 Adult at Risk Agency. These statutory responsibilities require timely assessment and 10 intervention to ensure the safety and well-being of vulnerable adults. 11 12 Chippewa County’s population continues to age, with approximately 21% of residents 13 now age 65 or older. As the aging population has grown, the number of screened-in Adult at 14 Risk referrals has increased by 39.3% between 2018 and 2025. During this same period, staffing 15 dedicated to Adult Protective Services remained unchanged at 2.0 FTE social workers. 16 17 This sustained increase in workload has placed significant demands on existing staff and 18 limits the department’s ability to maintain timely response times while continuing to provide 19 comprehensive case management and protective services. The requested part-time Social 20 Worker position will help align staffing with current service demands, support compliance with 21 state statutory requirements, and strengthen the department’s ability to protect vulnerable 22 adults in Chippewa County. 23 24 The position is proposed as a part-time position (1,044 hours) in recognition of current 25 fiscal constraints while still providing meaningful additional capacity to address increasing 26 caseloads. The position will be funded entirely through County levy beginning with the 2027 27 budget. 28 29 Approval of this resolution will enhance the department’s ability to meet its statutory 30 obligations, improve service delivery, and proactively respond to the needs of Chippewa 31 County’s growing older adult population. Page 57 of 68 Resolution No. Resolution to Create One Part-Time Social Worker Position in the Department of Human Services, Mental Wellness & Recovery Division as Part of the 2027 Budget - Andy Albarado/Bobbie Jaeger 32 WHEREAS, pursuant to Wisconsin Statute 46.90, the Chippewa County Board has 33 designated the Department of Human Services as the county’s Adult at Risk agency, responsible 34 for receiving, screening, investigating, and responding to reports involving vulnerable older 35 adults; and 36 37 WHEREAS, the population of individuals age 65 and older now represents approximately 38 21% of Chippewa County’s total population and is projected to continue increasing in the 39 coming years; and 40 41 WHEREAS, the demand for Adult Protective Services has increased substantially, with 42 screened-in Adult at Risk referrals increasing from 14.9% in 2018 to 54.2% in 2025; and 43 44 WHEREAS, despite this significant increase in workload, staffing assigned to Adult 45 Protective Services has remained unchanged at 2.0 full-time equivalent (FTE) social workers; 46 and 47 48 WHEREAS, maintaining adequate staffing is essential to ensure timely response to reports, 49 compliance with state statutory responsibilities, protection of vulnerable adults, and continued 50 delivery of quality services to Chippewa County residents; and 51 52 WHEREAS, the Health & Human Services Board has reviewed the current workload and 53 staffing needs and recommends the creation of an additional part-time Social Worker position 54 within the Mental Wellness & Recovery Division; 55 56 NOW, THEREFORE, BE IT RESOLVED, that the Chippewa County Board of Supervisors 57 hereby authorizes the creation of one (1) part-time Social Worker position (1,044 hours) within 58 the Department of Human Services, Mental Wellness & Recovery Division; and 59 60 BE IT FURTHER RESOLVED, that the position shall be funded entirely through County levy 61 beginning with the 2027 budget; and 62 63 BE IT FURTHER RESOLVED, that the purpose of this position is to address the increasing 64 demand for Adult at Risk services resulting from the county’s aging population, increased 65 referral volume, and statutory responsibilities under Wisconsin Statutes Section 46.90. 66 67 Forwarded to the County Board by the Executive Committee. 68 69 Financial Impact 70 71 Funded entirely with County tax levy 72 Wages and Benefits $41,969 to $45,494 Page 58 of 68 Resolution No. Resolution to Create One Part-Time Social Worker Position in the Department of Human Services, Mental Wellness & Recovery Division as Part of the 2027 Budget - Andy Albarado/Bobbie Jaeger 73 74 Signatures 75 Approved as to Form: 76 County Administrator Finance Director Corporation Counsel 77 Page 59 of 68 Page 60 of 68 Page 61 of 68 Page 62 of 68 Page 63 of 68 Page 64 of 68 Page 65 of 68 Page 66 of 68 Page 67 of 68 Page 68 of 68
