POLICY The District Attorney’s Office fulfills its mission statement by providing strong leadership in victim advocacy, domestic abuse prosecutions, child abuse prosecutions, sex abuse prosecutions, substance abuse prosecutions, drug and alcohol abuse prevention programs and a youth court program. In addition, the District Attorney’s office prosecutes criminal cases brought to it by various local and state agencies, including but not limited to the Department of Justice, Department of Industry, Labor and Human Relations, Department of Agriculture and the Department of Human Services. The District Attorney’s Office prosecutes county and state traffic violations, ordinance violations, Children in Need of Protective Services (CHIPS) cases, child support cases and any and all other criminal matters brought under the Juvenile Code. The Deferred Acceptance of a Guilty Plea (DAGP) agreements are offered to defendants accused of domestic violence, accused of failing to pay child support and Operating after Revocation. The Intoxicated Driver Intervention Program (IDIP) is offered to defendants accused of criminal OWI offenses. These diversion programs contain a component of education, counseling and/or treatment. The District Attorney’s Office contracts with an agency to act as a diversionary agent in the collection of worthless checks. The Victim/Witness program provides information to Chippewa County law enforcement and referral and support to citizens who have been victims of or witnesses to crimes. The Victim/Witness Coordinator and staff maintain contact with victims and witnesses to update them on case progress in the juvenile and criminal justice systems. The Victim/Witness Coordinator and staff assist persons seeking restraining orders and injunctions. The mission of the Victim/Witness Office is to ensure that people affected by crime are treated with fairness and respect. The Victim/Witness staff will endeavor to uphold or restore the dignity of victims and witnesses throughout the court process. The Victim/Witness staff enacts and enforces consistent and fundamental rights for crime victims while providing the victims with access to comprehensive and quality services. The Victim/Witness staff strives to support, improve and replicate promising practices in victims’ rights and services; and advocate for public policy and resources to enhance victims’ rights and services. Due to that addition, we are looking at the need for another legal secretary. We were given $50,000 towards a legal secretary in 2024. Unfortunately the additional $25,000 that was to be put towards that position in 2025 was reduced to $5000.00 needed for other fiscal priorities. In 2026, we were awarded a part-time legal secretary. The goal would be to continue to move forward with making that position full-time. Page 50 of 93 2027 Budget Synopsis – Chippewa County Sheriff’s Office & Emergency Management  Increase in Levy from 2026 to 2027 is $359,240 o Personnel costs increased $359,240 from 2026 to 2027 per the 2027 PBB reports. (The 2025 to 2026 yearly increase was $540,902 per the 2026 PBB reports and largely due to the renegotiated WPPA contracted wages.)  New to budget in 2027 The County Board approved $376,850 for 2027 CIP projects: o $165,600 Body Worn Camera replacements - done every five years, last done in 2022 with donated funding from PESI. o $80,000 Duty Weapon refresh - to order 50 Glock firearms (9mm caliber) with holsters, sights and weapon lights. There is the potential to receive $12,000 back through the Glock Buy-Back Program at the rate of $240 per firearm (50) = $12,000. o $66,000 Sheriff Dept/Jail Equipment – replacement of handheld PBTs for Preliminary Breath Tests, LiveScan Fingerprint Machine, Jail Pod Control Computer and portable blood pressure machine. Four desktop scanners for administrative personnel were also approved. o $65,250 Evidence Storage Room Upgrade & New Telecom Cameras. Additional information for future planning  The Telecommunications Center (dispatch) is currently operating at half-staff and pulls existing staff from the Jail and Patrol divisions to assist with the shortage. Several former Telecom employees advised they didn’t want to work so many hours and could potentially be called in when shifts become vacant at the last minute. This staffing issue will try to be mitigated/resolved for the rest of 2026 by implementing VOLSP but there’s currently no estimate for how long this issue might carry into 2027 or beyond.  The Sheriff’s Office keeps incurring rising costs for inmate medical expenses (except for a slight decrease in 2023): ACTUAL EXPENSES 2022 2023 2024 2025 2026 $443,038 $426,700 $483,677 $513,909 $480,000 (est) Page 51 of 93 The budgeted amounts over those years have also increased but are never quite enough to cover anticipated/estimated inmate medical bills: BUDGETED 2022 2023 2024 2025 2026 $383,825 $388,825 $388,825 $420,085 $452,220  The mental health services contract for the Jail is partially paid for by the Jail Assessment Fund and has been reevaluated to gradually move mental health into the operating budget. As a result, the 2027 budget will split the mental health costs 25/75% with 25% (estimated at $20,112) coming from Jail Assessment and 75% (estimated $60,324) paid from inmate medical. This will in turn increase the budgeted expenses for the Jail’s inmate medical costs but hopefully allow Jail Assessment funds to accumulate.  The Jail does not expect any contracted/long term boarding of other counties’ inmates in 2027. As a result, the budget will be relying solely on revenues received from WIDOC Orders for Sanctions ($60/day) and WIDOC Felony Payable Holds ($40/day).  Additional 2027 Budget Requests – one additional Administrative Assistant position and another Patrol position. Emergency Management Division  The EM Director advised that RACOM submitted a 5-year quote for $614,822.16 for the county’s radio system maintenance contract but it does NOT include the 911 system. The quote is for 2026- 2031 (currently there is not a maintenance contract in place) and breaks down to $122,964.43/year. If there aren’t any better options/bids the EM Division will have to pay for two years of service in 2027 for a total amount of $246,928.86. See attached RACOM quote provided.  In 2026 New Addressing Sign fees increased to $97 sign and Sign Replacement fees stayed the same at $35. There’s also about 200 NEW ROADS that need to have names created for them and signs purchased. This is largely in part due to multiple residences being built over time along one main access road that was never named to begin with. Instead, those original addresses on that unnamed road all stemmed from the main road/highway that their road essentially branched off of. Starting in 2027, the Uniform Addressing division is hoping to be able to start naming those roads and begin ordering/installing about 50 of those new road signs each year. Potential costs of those signs vary from about $28-$55 each depending on vendor availability. The EM Director and Uniform Addressing Page 52 of 93 division would like to have a non-lapsing budget line/account number established in hopes of being able to have funds on hand throughout the entire year to be able to purchase road/address signs as this would assist them with quicker turnaround time on address/road sign installs/replacements.  The ESRI licensing fees have been split between the two departments of EM that utilize them with Emergency Management having two of the standard desktop licenses ($1,575 each = $3,150) budgeted to 52600 and Uniform Addressing having one standard desktop license ($1,575) budgeted to 52609. These licenses are critical to the operations of Emergency Management (EM), and the work done with these licenses feeds data into all public safety channels including the Master Addressing Database for the county and all municipalities, and data consumed and created feeds the county tax records, parcel data, and road centerlines. This data is used by several county departments as well as every public safety agency to include law enforcement, fire departments, and emergency medical services.  Sheriff Hakes advised that on the 2027 Personnel Based Budgeting Reports the LTE-GIS Technician (975 hrs) position was not listed and should be added back in. He also noted that the 911 GIS Coordinator wage scale should be bumped up from a 13-pay grade as it does a lot of the same tasks as the GIS Coordinator position that is at a pay grade of 17.
