This is the large primary lot on the North side of the courthouse. Due to the large size of the project and the initial quotes we received at the time, the original plan was to replace this lot in two phases for a total cost of $900,000. In the 2025 budget the County Board approved $400,000 via Resolution 21-24 for Phase I and in 2026 the County Board approved $500,000 via Resolution 18-25 for Phase II. The original scope of the project was to replace Parking Lot A which included replacement of the asphalt (mill and repave) as well as concrete work including the restoration of light pole bases, manhole structures, replacement of curb and gutter, and sidewalks. In addition to the Parking Lot A project, it was anticipated that in 2027 we would also need to replace Parking Lot B (to the East of the Courthouse by the handicap entrance) as that lot is also deteriorating. That project was estimated at approximately $200,000. The Facilities & Parks Director recently met with the Highway Department staff to discuss both projects and to prepare for the Parking Lot A project, as the Highway Department will be doing the milling and paving for the project. During this analysis, it was determined that the cost of replacing Parking Lot A would be substantially lower than the budgeted cost. It was also determined that it would be more efficient and cost effective to undertake both projects together. This is from a replacement construction perspective, as well as for future maintenance and snowplowing activities. In addition, it was determined that both Parking Lots A and B could be completed for a lower cost than the original projection for Parking Lot A alone. I have directed staff to move forward and replace Parking Lots A & B simultaneously in 2026, which will allow both lots to be combined together. As a result, the concrete sidewalk will be eliminated between the two parking lots (also eliminating a future cost)and we will maintain a public walkway (on asphalt). This will improve snow removal activities and we will not lose any parking spaces. In addition to replacing Parking Lots A & B, we determined that we would able be able to complete the cul- de-sac area between the Courthouse and Sheriff’s Office with the same funds that have already been approved in the 2025 and 2026 budget. The total expected costs of Parking Lots A, B, and the cul-de-sac is $745,000. This includes all asphalt milling and replacement, sub-contracted concrete work, and the associated prep work and restoration. Adequate funds have already been approved in the CIP to complete this project. I want to thank the Facilities & Parks and Highway Departments for collaborating on this project. As a result, we are able to increase the scope of the project and complete all three projects for less than what has already been budgeted. Sincerely, Andy Albarado County Administrator Page 8 of 31 Statement of Explanation Facilities & Parks Division Dashboard Review - Scott Nabbefeld 1 Director Nabbefeld will review the dashboard with the Committee. Page 11 of 31 Parks Master Plan Report The first Parks Master Plan was done by collecting data with surveys and analyzation of conditions of the parks and campgrounds. This was all accomplished by contracting an outside company to create a 10-year plan. The developed plan was implemented in 2015 and went through 2025. The plan was followed closely so that the parks and campgrounds received many upgrades. The plan has been well received by campers and users of the parks. Now, we are working to create a new Master Plan for the parks. The initial thought was to mirror the first plan by creating another 10-year plan. After many planning meetings, we have concluded that it would be more beneficial to develop a 5-year plan instead. This would allow us to maintain the amenities that were added in the 10-year plan and continue to provide the level of service that we have maintained for our guests. By shifting to a 5- year plan, we will focus on the maintenance of the playgrounds, restrooms, shower houses, parking lots, boat launches and dock, campsites, beaches, etc. Below is the Master Plan for 2027: The following years in the plan are still in the planning stage. We anticipate having the 5- year plan completed before the end of the year and presented to the Facilities and Parks Committee at the November meeting. Page 12 of 31 Statement of Explanation Proposed 2026 Facilities & Parks Budgets - Scott Nabbefeld 1 The proposed 2027 budget will be discussed with the Committee for their comments 2 and approval.
