6. Reports
1. ADRC Staff Presentation: Success Story - Stephanie Rasmussen
Disability Benefit Specialist, Stephanie Rasmussen, presented on a consumer with severe anxiety causing
memory impairment. In October, the consumer sought assistance for SSI reinstatement. Social Security
mistakenly mailed her a 15-page disability packet, causing undue stress upon the consumer. Stephanie
offered reassurance that she did not need to complete the large packet and worked with social security to
ensure nothing had gotten mixed up on their end. After the SSI reinstatement, Stephanie next assisted the
consumer with becoming connected to an attorney to establish an ABLE account, along with other
resources including housing, energy assistance, FoodShare, and a LifeLine phone.
2. ADRC Manager Program and Financial Report - Sarah Zielke/Paul Brenner
Manager Sarah Zielke highlighted numerous items from her program report. Bronson Stelzer began in
April as the new Dementia Care Specialist. Sarah noted there is currently one opening for a nutrition site
aide due to an upcoming retirement. She also reported that the nutrition van was included in the Highway
Department fleet upgrade this year and is now operational. ADRC staff continue completing daily time
and task reporting in 15-minute increments to allow for Medicaid claim reimbursement, and this
reporting will soon transition to the PeerPlace data tracking system. In recognition of Older Americans
Month, Sarah acknowledged the contributions older adults make to the community.
Fiscal Manager Paul Brenner reported that budget expenditures remain on track for this point in the year.
Transportation spending continues to show lower utilization, and discussions are ongoing regarding ways
to increase utilization, including the possibility of offering grocery and fitness/wellness transportation
trips.
3. ADRC Advocacy Report - Sarah Zielke
Manager Sarah Zielke informed the board the Patient Representative Bill was passed in March and will go
into effect in June. This bill will allow for discharge and admission to a lower level care facility by a
hospital-appointed representative versus waiting for a court-appointed guardian which can delay the
process. There are ongoing ethical concerns and efficacy concerns yet to be addressed.
4. ADRC Strategic Plan Update - Sarah Zielke
Manager Sarah Zielke provided status updates on their three strategic goals:
1. To further expand staff knowledge on community resources, staff participated in a poverty simulation,
met with local hospice agencies, and partnered with UW-Extension and the Mental Wellness & Recovery
division to learn more about end-of-life planning resources.
2. To increase community awareness of the ADRC's offerings, a new "contact us" form was added to the
ADRC website, program outreach such as wellness groups and Medicare & You workshops have
continued, and staff partnered with Public Health for an emergency preparedness needs assessment.
3. To enhance a healthy work environment, staff have participated in potlucks and will soon be hosting
their annual team "org day" to reinforce connections.
7. Business Items

ADRC Manager Program and Financial Report - Bobbie Jaeger/Paul
Brenner
1 DHS Director, Bobbie Jaeger, provides updates on agency programs, services, and other
2 activities; Fiscal Manager Paul Brenner will present financial information.
Manager’s Report to the ADRC Board
Bobbie Jaeger
July 9, 2026
1. Staffing Updates (if any)
a. We are hiring for a Site Aide driver position for the nutrition program to transport
home-delivered meals from Bloomer to Cornell three days per week. The first round
yielded two applicants. Neither of which were interested in interviewing for the
position. Kayla worked with Kathy in HR to rewrite the job description and have since
reposted it. This will close out on June 28th.
2. Senior Farmers Market Voucher Program – Breanna to update green info
a. As of June 30 —just 30 days into the program—we have successfully allocated 82% of
available vouchers to Chippewa County residents for the purchase of local produce.
Demand has been strong, with 113 walk-in applicants, 139 online submissions, and 16
received by mail. The program is progressing well and remains on track to reach full
distribution to income-eligible older adults in the coming weeks.
3. Community Foundation of Chippewa County
a. We are grateful to receive a $30,810 Health Grant from the Community Foundation of
Chippewa County. This generous funding will allow us to expand our home-delivered
meal routes, helping us reach more individuals in need throughout our community. The
grant will also be used to purchase additional equipment to better maintain safe food
temperatures during delivery, ensuring that meals arrive fresh, safe, and ready to enjoy.
This investment strengthens our ability to provide reliable, high-quality service to those

ADRC Advocacy Report - Bobbie Jaeger
1 The ADRC is required to advocate on behalf of and empower our consumers to be their
2 own advocates. Per the state contract for ADRCs, the governing board role includes: “Be an
3 advocate for older adults and adults with physical or intellectual/developmental disabilities in
4 the ADRC service area.” This report identifies issues that relate to our consumers. The report is
5 not all inclusive but will address federal, state, and local concerns.

Federal Fiscal Year 2027 - Older Americans Act Funding
Update as of 6/16/26
Last week, the House Appropriations Committee released recommended funding levels for the
FY2027 Labor, Health and Human Services, and Education Funding bill.
The mark-up included analyzing and making recommendations on funding for the
Administration for Community Living, which houses Older Americans Act programs and
services. This is a crucial first step in creating the budget for FFY27 OAA programs and services.
They recommended increased funding in several Older Americans Act (OAA) program areas,
including Title III C Nutrition programs (home-delivered and congregate), Title VI Native
American Aging programs, and the Title VII Long-Term Care Ombudsman program.
Several other ancillary programs received an increase: AmeriCorps, including Senior programs,
Community Development Block Grants, and the Low Income Home Energy Assistance Program.
All other OAA programs were recommended for level-funding.
The appropriations process now moves to the Senate as that chamber advances its own version
of the FY 2027 appropriations bill, which is expected to occur in July.
For FFY2026, we received an average of a 6% decrease in Older Americans Act funding across
all OOA programs with the largest decrease in funding in NFCSP (12% decrease from 2025 to
2026).

Statement of Explanation
2027 Copays and Contributions - Kayla Colbenson
1 Preparation of the 2027 Budget requires estimating our revenues from fees and
2 donations. Co-pay or Fee is established for the Transportation Program. Suggested donations
3 are established for Older Americans Act programs.
4
5 The recommendation to the board is to maintain the suggested donations and co-pay rates for
6 2027.
7
8
9
Suggested contribution amounts were increased in August 2025. Since implementation, contribution
revenue has not shown a sustained increase, and the current suggested contribution amounts remain
comparable to neighboring counties. Given these factors, consider maintaining the current suggested
contribution amounts for 2027 and exploring additional community support and awareness
opportunities to strengthen program donations.

1 The 2027 ADRC Budget is presented by Bobbie Jaeger and Paul Brenner through a
2 PowerPoint presentation and handouts. Challenges and opportunities in the budget are also
3 presented.
4
5 The recommendation to the ADRC Board is to approve the 2027 budget to forward to the
6 Chippewa County Administrator.

Older Americans Act funding for aging programs decreased an
average of 6% in FFY 2026. FFY 2027 funding levels have not
yet been finalized.
Demand for services – estimated 60+ population will be
over 27% of the total Chippewa County population, with
just shy of 30% estimated by 2040

• Total personnel expenses are projected to decrease by 1.3% in 2027.
• Health & Fringe costs increased 7.7%, reflecting rising benefit costs.
• These increases were partially offset by staff turnover and the reduction of the Dementia Care

2027 & Beyond
Identify opportunities for reducing isolation and loneliness among
our consumers through existing or new programs and partnerships
Ensure services reach Chippewa County residents with the greatest
need, knowing resources are limited
Create opportunities to ensure people can get the info they need -
whether they use technology or not - by making access simple and
convenient for all
Seek new and proven ways to help people learn how to prevent and
plan for a crisis
Adapt to the needs and services of the aging population, considering
the complexity of cases and programs
