CITY OF CHIPPEWA FALLS
BOARD OF PUBLIC WORKS
MEETING MINUTES
MONDAY, SEPTEMBER 21, 2026 – 5:30 PM
The Board of Public Works met in City Hall on September 21, 2026 at 5:30 pm. Attending were
Mayor Jason Hiess, Vice-President Tom Hubbard, Director of Public Works Brandon Cesafsky,
and Alderman Tim Normand. Absent was Mike Tzanakis. Also attending was were
David Melsness, Tim Bartels, and Corrisa Seely of Xcel Energy.
1. Motion by Normand, seconded by Hubbard to approve the minutes of the August 24,
2026 Board of Public Works meeting. All present voting aye. MOTION CARRIED.
2. Item number 2 was discussion about an HPE/Xcel Energy easement across City property.
Cesafsky explained that during the prior Board of Public Works meeting it was
recommended the Council approve this easement after review and edits from Director
Cesafsky. Reviewing the document, Cesafsky had a few areas where he requested
changes to eliminate the risk for the City in this agreement and put it on HPE. Due to
Xcel not doing three party leases, Xcel stated they could not make the changes and the
risk for unknown underground contamination would be on the City. Tim Bartels and
David Melsness of Xcel Energy spoke about the project and explained the policy in
regard to three party leases. David also covered the project and stated there would be 4-5
underground transmission lines installed in the 120 ft. area. Alderman Normand asked
about aboveground power to which Xcel replied that it would not be cost effective. There
was further conversation about the risk associated with the project and Cesafsky stated
that if HPE would execute a Memorandum of Understanding (MOU), which assigned the
risk associated with the project to HPE and not the City, he would be in favor of that and
wouldn’t have an issue with the Xcel easement. Corrisa with Xcel stated that a memo
could be recorded calling out the document so that the City has a recorded document for
this agreement.
Motion by Cesafsky, seconded by Hiess to recommend Cesafsky work with the City
attorney to draft an MOU with HPE, that assigns risk for the easement project to HPE
and that Council approve this MOU and easement document with Xcel. All present
voting aye. MOTION CARRIED.
3. Item number 3 was another easement conversation for the siphon projects. Cesafsky
explained that Xcel energy is providing power to the siphon which historically has not
had power and has had the alarm system powered through a telephone line. With the
siphon upgrade, Cesafsky explained that we are adding dedicated power to the site.
David Melsness of Xcel provided the overview of the project stating that Xcel has been
providing power through a vacated alley and that Xcel would like to see this on a formal
easement document. Cesafsky stated that he has no issues with this easement and that the
City is requesting this service from Xcel.
Motion by Hiess, seconded by Hubbard to recommend Council approve the lease with
Xcel Energy which crosses the Duncan Creek to reach our siphons. All present voting
aye. MOTION CARRIED.
4. Adjournment
Motion by Normand, seconded by Hubbard to adjourn. All present voting aye.
MOTION CARRIED. The Board of Public Works meeting adjourned at 6:18 pm.
Brandon Cesafsky
Secretary, Board of Public Works

contingent upon the final design of the project. Additional discussion ensued relative to the expenditure

Revenues, Disbursements, Water and Wastewater
Committee #1 - Revenues, Disbursements, Water and Wastewater met on Tuesday, September 9, 2026 at
8:30 am in the Council Chambers, City Hall, 30 West Central Street, Chippewa Falls, WI.
Committee Members present: Rob Kiefer, Paul Nadreau and Dan Dixon.
Mayor/Other Committee Members present: John Monarski, Jody Marr, and Tim Normand.
Others present: City Attorney Sam Bach-Hanson (remotely); Finance Manager/Treasurer Lynne Bauer; Parks,
Recreation and Forestry Director John Jimenez; Brooke Petska and Lenny Larson (remotely) of ISG; and City
Clerk Bridget Givens.
Call to Order: 8:30 am
1. Discuss ISG’s proposal for facility assessment and CIP services. Possible recommendations to
the Council.
Brooke Petska and Lenny Larson of ISG provided an overview of their proposal and scope of services
for the City’s Facilities Assessment and Capital Improvement Plan (CIP). Additional information was
provided relative to an add-on dashboard feature which would allow their report to become interactive.
This could be added at a later date if desired.
Pricing was not included with the initial submission and it was questioned if the City would proceed
with an RFP, though not required, for this service. Following discussion, it was noted that the City has
an established relationship with ISG who is currently conducting the CIP for the Wastewater Treatment
Plant. Additionally, they have put in a significant amount of work getting the City to this point in the
process. Inquiry was made as to a funding source for the proposal, and it was noted that funding would
have to come from reserves.
A pricing breakdown was then distributed to the Committee members and details thereon were
discussed. Parks, Recreation, and Forestry Director Jimenez opined that the pool should be excluded
from the ISG assessment as that work has already been done. Following additional review of the
pricing, the Committee was in favor of proceeding with the following Scope of Services:
Facilities Assessment
Water System Infrastructure Assessment
Cost Estimating
Facilities Condition Assessment Report
Facilities and WWTP CIP
Motion by Kiefer/Dixon to recommend Council approve ISG’s proposal for facility assessment and
CIP services as presented in the amount of $140,600 with utilities paying their share of the costs with
the City’s portion coming from reserves. All present voting aye, except Nadreau who abstained,
motion carried.
2. Discuss funding for the wastewater phosphorus optimization project. Possible
recommendations to the Council.
Due to the required reduction in phosphorus levels, ISG was contracted to complete the design for an
optimization project. The recommended new system will analyze phosphorus levels in real-time and
immediately inject what is needed into the system. There will be anticipated cost savings from
reductions in the City’s use of ferric chloride, and there may be an opportunity to bring leachate back in
the future.
Motion by Kiefer/Dixon to recommend Council approve funding for the Wastewater Phosphorus
Optimization Project in the amount of $500,000 with reimbursement to come from Wastewater bonding
proceeds. All present voting aye, motion carried.
3. Discuss proposed 2027 GFL rates for garbage and recycling services for City-owned
buildings/property. Possible recommendations to the Council.
A few years ago, garbage and recycling services were consolidated into one contract. GFL submitted
2027 rates with an increase of 5% over 2025 rates. Additional discussion ensued relative to the
purchase of new receptacles in the downtown area. It was noted that GFL would honor the same
pricing for the receptacles if we increase to a 45-gallon container in the future.
Motion by Kiefer/Nadreau to recommend Council approve the 2027 GFL rates for garbage and
recycling services for City-owned buildings/property. All present voting aye, motion carried.

Motion by Marr/Monarski to approve the minutes from September 17, 2026. All present voting

4. Discuss request to change the hiring range for the Water Operator Position. Possible
recommendations to the Council.
Human Resource Generalist Loff informed the Committee of an open Water Operator position and
the need to post. Loff presented Director of Public Works/Utility Manager Cesafsky’s request to
post a wage range of Water Operator OIT at $26.93/hour to Water Operator Level II of
$30.26/hour. This would allow more flexibility with hiring and the option to place the starting wage
at any point between the bottom and top levels, depending on the candidate’s certifications and
experience.
Motion by Monarski/Marr to recommend Council approve posting the wage range for the open
Water Operator Position at $26.93 - $30.26 per hour. All present voting aye, motion carried.
5. Discuss request to change the requirements of the Wastewater Treatment/Collection System
Operator position. Possible recommendations to the Council.
Loff explained the Wastewater Treatment/Collection System Operator position has been posted since
December 2025. The current position description allows candidates six months from hire to obtain a
CDL. Cesafsky wishes to update the position description to require a CDL upon hire indicating this
change would be in keeping with what the Street Department currently requires and could help reduce
the number of unqualified applicants.
Motion by Monarski/Marr to recommend Council approve the request to change the requirements of
the Wastewater Treatment/Collection System Operator position to require a CDL upon hire. All
present voting aye, motion carried.
6. Discuss amendments to the Time Away From Work and holiday pay policies related to work
schedule changes at the Street Department. Possible recommendations to the Council.
Loff explained that the new Street Department schedule of 10-hour shifts Monday – Thursday makes
two Friday holidays unnecessary as the department already has those days off. The proposed
change is for the Street Department to be paid for eight, 10-hour holidays which is consistent with
their new schedule. The change keeps the number of holiday hours paid out at 80 hours per year, per
employee.
Motion by Monarski/Marr to recommend Council approve the changes to the Time Away From Work
- Holiday Pay Policy for the Street Department as presented. All present voting aye, motion

deviation from past department processes but has become an industry standard of late.

the ordinance but have found other requirements to be cost prohibitive. Mr. Daniels has
attempted to reach out to various resources for assistance with additional training or possible

2. Discuss options for Council iPad replacement. Possible recommendations to the Council.
Utility Office Manager Trainor noted that the Council iPads were purchased in 2021 with revenues from
franchise fees. Trainor reviewed the current status of all City iPads including available storage, monthly
cost, and whether or not current users wish to pursue other options. Trainor presented replacement
costs and identified potential savings if all City devices use AT&T FirstNet.
New iPads will cost $350-$400 for either 128GB or 256GB of storage. Laptops would run approximately
$1,400 plus another $80 per year for security features and VPN.
Motion by Nadreau/Normand to recommend Council approve the purchase of 256GB iPads for the
seven Council Members, and one for Parks and Recreation, with referral to Committee #1 for funding.
All present voting aye, motion carried.
3. Discuss options for the Casper Park Maintenance Building. Possible recommendations to the
Council.
Parks, Recreation and Forestry Director Jimenez advised that he reached out to the DNR to determine
what restrictions may be in effect for the property, as proceeds from a Land and Water Conservation
Fund (LWCF) Grant were used for acquisition. Discussion ensued relative to potential placement of a
new building and demolition of the current building. A preliminary sketch was shared and Jimenez noted
that a warming house was proposed as part of the initial application for the grant. It is unknown if this
condition would be required for any new construction. Following additional discussion, the Committee
indicated that without direction from the DNR, decisions cannot be made.
Another meeting will be scheduled on September 28, 2026 to further discuss this item.
No action taken.

Motion by Normand/Nadreau to approve the minutes of the July 6, 2026 Committee #4 Meeting. All
present voting aye, motion carried.
2. Discuss the City’s Capital Improvement Planning process. Possible recommendations to the
Council.
Councilor Marr provided an overview of the work done by Committee #4 in an attempt to create a
roadmap to develop a comprehensive Capital Improvement Plan (CIP). Marr indicated she was in favor
of pursuing a comprehensive facility assessment that includes detailed cost estimates and
recommendations for updating and maintaining the City’s facilities. Fire Chief Douglas noted that as a
Department Head, he has responsibilities in relation to his building; however, that is not his area of
expertise. He also shared his support in hiring a consultant to conduct a facilities assessment.
The Committee then heard from Brian Reilly of Ehlers who provided details on their proposal to develop
a long-term financial plan for the City, indicating that the CIP becomes a key component in developing
the financial plan. A complete CIP will allow for Ehlers to determine strategies for structuring debt and
give Council an opportunity to look beyond the immediate budget year and consider the City's overall
capital needs.
ISG provided information relative to their ability to help determine the capital needs of the City; prioritize
those needs; obtain estimates; and differentiate between routine maintenance, repair, and major
infrastructure projects. The timeline was reviewed noting the entire process between both Ehlers and
ISG would take approximately one year.
Concerns relative to the need to obtain additional bids for the services being provided by ISG and what
the City could reasonably borrow each year to fulfill the needs identified in the CIP were raised.
Motion by Marr/Normand to recommend Council enter into a negotiated contract agreement with ISG
to compile a full facility assessment and CIP of all City-owned infrastructure, excluding the library, with
this and Ehlers’ Financial Management Plan to be completed by the end of next July with funding to be
determined by Committee #1. All present voting aye, except Nadreau who voted no, motion
carried.
Motion by Normand/Nadreau to postpone action to a later date on Items 3 and 4 below. All present
voting aye, motion carried.

Council.
4. Discuss the possibility of adding a storage building in Irvine Park for vehicle attachments.
Possible recommendations to the Council.
5. Discuss draft Fire Department Training Room Rental Agreement. Possible recommendations to

Chief Tonnancour reviewed the draft agreement including rates and the inclusion of charges for AV
equipment. He noted that Section 3 will be updated to include language that the $100 security deposit
will be required via check or money order which will be held by the Public Safety Administrative
Specialist.
Motion by Normand/Nadreau to recommend Council approve the Fire Department Training Room
Rental Agreement including the additions to Section 3. All present voting aye, motion carried.
