MINUTES OF THE PLAN COMMISSION SPECIAL MEETING CITY OF CHIPPEWA FALLS WEDNESDAY, SEPTEMBER 9, 2026 – 6:30 PM The Plan Commission met in City Hall on September 9, 2026 at 6:30 pm. Present were Commissioners Tom Hubbard, Greg Misfeldt, Mike Tzanakis, Ross Wilson, Beth Arneberg, Chad Trowbridge, Tim Normand, Secretary Brandon Cesafsky, and Mayor Jason Hiess. Absent was Dan Varga. Also attending was City Planner Brad Hentschel, City Inspector Paul Lasiewicz, City Engineer Bill McElroy, and Mark Lake of Wangard. 1. Motion by Tzanakis, seconded by Normand to approve the minutes of the August 10, 2026 Plan Commission meeting. All present voting aye. MOTION CARRIED. 2. Director Cesafsky provided the background on the Summit Ridge Phase II plat stating that the plat closely follows the preliminary plat with the exception of making the lots larger. Cesafsky explained that this resulted in CDPG loosing a few lots from the original design. Cesafsky also discussed the drainage easement restrictions that he recommends be added to the plat. Cesafsky said this will help the City manage drainage complaints in the future with this development and provides the property owners with clear expectation about how the drainage swales are to be maintained. Motion by Hubbard, seconded by Tzanakis to recommend Common Council approve the final plat for Summit Ridge Phase II with the addition of the drainage easement restrictions outlined by Cesafsky. All present voting aye. MOTION CARRIED. 3. Cesafsky provided the background on the preliminary plat for Akorn Acres and stated that the Engineering Department has reviewed the north right-of-way lines to ensure a roadway can be constructed that will work for future development to the north. There was discussion about stormwater management and how that affects the surrounding areas. Cesafsky stated that we will review that as part of the process and will follow the stormwater ordinance to ensure they are not discharging more than what the site does currently. Cesafsky stated that he would like the same drainage easement requirements added to this plat. Motion by Tzanakis, seconded by Hubbard to recommend Common Council approve the preliminary plat of Akorn Acres with the drainage easement requirements outlined by Engineering. All present voting aye. MOTION CARRIED. 4. City Planner Hentschel explained the process and request from Dave’s Drive-In to be annexed into the Business Improvement District (BID). Hentschel explained that a recommendation from Plan Commission to hold a public hearing will be needed. The Plan Commission would then hold a public hearing after a class two notice and would thereafter make a recommendation to Common Council. Hentschel also explained the advantages of being in the BID. Motion by Cesafsky, seconded by Arneberg to recommend the approval of the request to be added to the BID and for Plan Commission to conduct a public hearing. All present voting aye. MOTION CARRIED. The Plan Commission reviewed the request from Katia Hauser to rezone Parcels 22908-3243-76292002 and 22908-3243-76292003 from R-1C to R-3A. Cesafsky provided a brief overview of the lots and location. Cesafsky stated that he believes single family would be best suited for these parcels and that multifamily would not fit in with the nice single family lots around the property. City Planner Hentschel stated that a quick calculation of the area showed that if approved, this rezone could allow up to 55 units to be built on these two lots. There were multiple comments about that now working for this area. Motion by Hiess, seconded by Cesafsky to recommend the denial of the request to rezone the parcels due to spot zoning and lack of representation on the item to explain what the development plans are. All present voting aye. MOTION CARRIED. 6. Cesafsky provided the background on the three lot CSM provided by Wangard. Cesafsky stated that staff had issues with the CSM and the public dedications that were included with the process. Cesafsky said that City staff would like this to be platted so the City can better assess the plan to ensure it is properly laid out and planned. Cesafsky stated that they have concerns about the cul-de-sac in a commercial area without proper planning and that he would like to see more access control and a roundabout be installed to ensure the safety of traffic. Cesafsky said that they process to do a three lot CSM on over 5 acres of land would need to go through a public hearing and that staff wasn’t opposed to a two lot CSM which included Lot 3 and no dedications. Mark Lake spoke about the project and explained the need to expedite the sale of the property. Lake stated that they would be in favor of a two lot CSM consisting of Lot 3 and no public dedications and that he could have that done soon. Mayor Hiess said that he would like to see the two lot CSM approved and that the CSM is ultimately recommended to Common Council. Motion by Hiess, seconded by Misfeldt to recommend denying the request to alter the Ordinance Section 18.22 and to approve a two lot CSM consisting of Lot 3 and the remaining land without dedication of infrastructure to the public. All present voting aye. MOTION CARRIED. 7. Adjournment Motion by Normand, seconded by Hubbard to adjourn. All present voting aye. MOTION CARRIED. The Plan Commission meeting adjourned at 7:15 pm. Brandon Cesafsky, Secretary Plan Commission
