Minutes Committee #4 Recycling, Computerization, Buildings and Intergovernmental Services Committee #4 met on Monday, July 6, 2026 at 2:00 pm at City Hall, Council Chambers, 30 West Central Street, Chippewa Falls, WI. Committee Members present: Jody Marr, Paul Nadreau, and Tim Normand. Mayor/Council Members present: John Monarski and Chuck Hull. Others present: Finance Manager/Treasurer Lynne Bauer; Director of Public Works/Utility Manager Brandon Cesafsky; Police Chief Ryan Douglas; Police Lt. Korry Boos; Fire Chief Brian Tonnancour; Parks, Recreation, and Forestry Director John Jimenez; Library Director Joe Niese; Street, Fleet, and Utility Maintenance Manager Rick Ruf; Brooke Petska and Thad Behling of ISG Services; and City Clerk Bridget Givens. The meeting was called to order at 2:00 pm 1. Approve minutes of the March 10, 2026 Committee #4 meeting. Motion by Nadreau/Normand to approve the minutes of the March 10, 2026 Committee #4 meeting. All present voting aye, motion carried. 2. Discuss the City’s Capital Improvement Planning process including a presentation from ISG Facility Design Services relative to their facility assessment services. Possible recommendations to the Council. Director of Public Works/Utility Manager Cesafsky reported that ISG Services recently updated the Capital Improvement Plan (CIP) for the Wastewater Treatment Plant. As the City continues evaluating its infrastructure and updating the overall CIP, staff believes ISG's expertise in project prioritization and cost estimating could provide additional value. Brooke Petska and Thad Behling of ISG Services provided an overview of the firm's qualifications and the facility assessment services they offer. They explained that the final deliverable would be a prioritized, editable spreadsheet identifying recommended projects to serve as a roadmap for future capital planning. Department Heads noted that, while they are responsible for overseeing their respective facilities, building maintenance and condition assessments are outside their areas of expertise. They expressed that a professional facility assessment would be beneficial. Discussion also included ADA accessibility and whether a space needs analysis could be incorporated into the scope of work. ISG indicated that a facility assessment and a space needs analysis are separate services but that the firm is capable of providing both and could prepare a separate proposal for the space needs analysis. The Committee discussed the work already completed to inventory and tour the City's primary facilities and how that information could complement ISG's assessment process. ISG explained that its evaluations would help determine the most appropriate course of action for each facility, whether continued repairs, renovations, or replacement through new construction. Councilor Monarski inquired whether the City would seek proposals from multiple firms for these services. ISG responded that, once the City identifies the facilities to be assessed, they could prepare a cost proposal. The Committee also discussed whether the City would issue a Request for Proposals (RFP) and develop a formal scope of work for the project. Motion by Nadreau/Marr to recommend Council direct the Department Heads to provide a list of priority buildings for Committee #4 to review. All present voting aye, motion carried. 3. Discuss Building Usage Policy and Rental Agreement for the Chippewa Falls Fire Department. Possible recommendations to the Council. Following the walk-through at Fire Station One, it was requested that the Building Usage Policy and Rental Agreement be reviewed. Chief Tonnancour indicated that the training room has been rented 30 times in 2026 for a total of 114.5 hours. Discussion ensued relative to the rental fees charged for both residents and non-residents; cleaning fees and damage deposits; the possibility of limiting the days/times of which the room is available for rent; and the use of technology equipment. Tonnancour will work with Parks, Recreation, and Forestry Director Jimenez to develop a fee schedule and potential updates to the agreement using the Parks Department rental agreements as an example. No action taken. 4. Discuss the Casper Park Maintenance Building including the recent Request for Proposals for engineering and design services. Possible recommendations to the Council. The Committee discussed the recent Request for Proposal (RFP) for engineering and design services at the Casper Park Maintenance Building. Concern was expressed with the cost, and Committee Members felt that the services could be obtained at a lesser price. Councilor Nadreau questioned if CBS 2 had been notified of the RFP being released, as they had been working with Parks on a potential design prior to the RFP. It was noted that the RFP was released publicly, but firms were not contacted directly to bid. Additional discussion ensued relative to the history of the need to replace the maintenance building, the RFP process, and what type of building is actually needed at Casper Park. Motion by Nadreau to recommend Council approve setting a meeting between Director Jimenez, a representative from Committee #4, CBS 2 and any other design engineers to discuss the RFP. Motion died for lack of a second. It was questioned how the Committee should move forward and if the possibility of rejecting all bids for the project should be considered. No action taken. 5. Adjournment. Motion by Nadreau/Normand to adjourn at 3:49 pm. All present voting aye, motion carried.
