The Assisted Living Center will have a total of 100 units. The site will have a total unit count of 186 units. The site is 13.32 acres which will create a site density of 13.96 units per acre. Civil Engineering Design: The civil engineering design for the project will follow the City of Chippewa Falls and the State of Wisconsin design criteria. All required permits will be obtained through the state and city. Design plans incorporating proper drainage, street design, street signage, and street lighting will be submitted to the City of Chippewa Falls for approval. Note that the roads & utilities throughout this site will be private. Impact on local workforce development and employment opportunities: The project will employee about 40 FTEs once it reaches stabilization, which is projected for the end of the second year of being open. Employment opportunities will include resident assistants; registered nurses; other care staff, such as activities and Dimensions manager (Ebenezer’s memory care program); dietary staff; housekeeping; maintenance; and administrative positions. The impact of this senior living development to Chippewa Falls and specifically to Chippewa Crossing is nice balance to the recent restaurants, grocery, gas/convenience store, medical office, and proposed new multi-family housing. Finding and promoting that balance to the city growth helps to enhance the quality of life for all residents and enhances the architectural character of Chippewa Falls along with enhancing the values of the property through finding the highest and best use for the land. This ties directly into the city planning efforts to encourage a mix of new housing options. This project is one component of a mix that includes medium density rental housing for workforces, seniors, and students that will contribute to supporting retail and business in the city. Economic benefits of this development: This senior living project will bring a much bigger impact to Chippewa Falls than just another apartment building. Some facts to note: • Employment economic impact: This senior living project will employ approximately 40 FTEs, with about $2.0 million in wages annually once the project stabilizes. With the nursing and CNA program at CVTC and the university nearby, the project will provide good jobs here in the community for a range of careers. • Economic impact to local businesses: The project plans for a mix of active 55+ senior living units and the independent living residents and are likely very similar to the residents that the city they will likely be a mix of singles and couples who are active and out walking and driving, going to the grocery store, restaurants, going to concerts, going to church, etc. Each independent and assisted living unit has its own kitchen where residents can choose to prepare their own meals. Traditionally, about 50% of independent living residents prepare the majority of their own meals. The assisted living and memory care residents may not be as active in the community, but certainly they will be utilizing local healthcare and other services, as well as drawing family to the community to visit their loved ones. For the big picture -- all the seniors living here will create a significant economic impact through their spending throughout the community. The local medical clinics, specialty medical services, and the local hospital will benefit by serving the seniors within this new Chippewa Falls senior project. Local pharmacies, local insurance, local banks will benefit from proving local services. Local restaurants and hotels will benefit from family and visitors coming to the new facility. UWEC and Chippewa Valley Technical College will see a benefit in collaborating with the facility for opportunities for their students and graduates in nursing, physical therapy, social services, and other medical careers. Like the apartment building would have, the senior living community will contract with local service providers for lawn maintenance, snow blowing, waste removal, utilities, insurance, etc. • Economic impact of City of Chippewa Falls' seniors selling their homes and staying in the community: When seniors move from their homes to a senior living community, most of them are homeowners. When they sell their homes, that opens new housing opportunities for other people/families to purchase homes in the community. This new facility will provide capacity here in Chippewa Falls for current residents to be able to continue to live in our community and not have to move elsewhere when they are ready to move out of their homes. • Economic impact of new seniors moving to Chippewa Falls: The market demand assessment for this project which helped us determine the project size and unit mix shows in the Primary Market Area (PMA) that 70% of residents to come from with this PMA, and 30% will come from outside the PMA. In any case, many new residents will be moving to the city of Chippewa Falls to live here. • Economic Impact of Residents’ Families, Corporate Staff and other Vendors: Each person would have, on average, five different visitors a week. Some visitors will be Chippewa Falls residents, and others will be coming from surrounding communities. Visitors often like to take residents out and this site enables them to take them out for lunch at local establishments with ease. Outside vendors and corporate staff visiting the staff also frequently stop for lunch when they are in town. All of these people would be likely stop to pick up something for their way home or check out specialty shops when they are in the area. • Construction economic impact: The senior living project will take about 20 months to build. On a similar-sized projects we had between 40-60 people on site every day for the duration of the project. The addition of these 40-60 construction workers in the city for 20 months will certainly make an economic impact as well. • Serving Low Income Senior Residents – As the project opens, the model is planning for four of the thirty-two memory care units to be rented to low-income residents that are eligible to receive assistance from the state through Wisconsin Community Options Program Waiver (Family Care). The model is also planning for three Elderly Waiver assisted living residents starting in the third year of operation. The idea here is that as assisted living residents spend down their assets, we want them to be able to stay in the place that will become their home. We want to serve the broader needs of our community. Anticipated timeline: Depending on city approvals, we anticipate the construction to start in Fall 2026 and be ready for move in by late spring 2028. Other noteworthy items: The building designs and development site layout are thoughtfully designed with our past work with several senior living projects in the last 20 years. The following are just a few of the additional highlights: • The project focuses on reducing the size of the surface parking lot area and designed the underground parking for approximately 60% of the parking spaces. This leaves more room for landscaping, courtyards, an outdoor pavilion, games, walks, gardens, etc. • Site parking is spread out and located inward on the site layout so the larger buildings are the focus from Chippewa Crossing. • Extensive landscaping and open space with walking paths, benches and sitting areas, dog walking, pavilions and gardens. • The parking areas will have walking paths for pedestrians. • The architectural style, materials, and treatments will be reviewed to help enhances the character of Chippewa Falls. • Mechanical equipment will be located on the rooftop areas to be out of view and the trash collection is located in the underground parking level and out of view in enclosures. • The service delivery drives are located on the south side of the building entrance and visibly away from Chippewa Crossing and designed to be a part of the site circulation and parking. Summary: The site will have various options for senior residents including independent living or assisted living spaces. There will be a total of 186 units of various types provided on the site. There will be two access points onto the site. All buildings will be served by private services. The site will utilize the regional storm pond to the south for any stormwater runoff.
