1 MINUTES OF THE REGULAR MEETING OF THE COMMON COUNCIL The regular meeting of the Common Council of the City of Chippewa Falls was held on Tuesday, August 4, 2026 in the City Hall Council Chambers. Mayor Jason Hiess called the meeting to order at 6:30 pm. The Pledge of Allegiance was recited. CLERK CALLS THE ROLL Council Members present: John Monarski, Rob Kiefer, Jody Marr, Dan Dixon, Paul Nadreau, and Tim Normand. Absent was Chuck Hull. Also Present: City Attorney Sam Bach-Hanson; Finance Manager/Treasurer Lynne Bauer; Director of Public Works/Utility Manager Brandon Cesafsky; City Planner/Transit Manager Brad Hentschel; Police Chief Ryan Douglas; Fire Chief Brian Tonnancour; City Clerk Bridget Givens; and those on the attached sign-in sheet. APPROVAL OF MINUTES OF PREVIOUS MEETING (a) Motion by Monarski/Normand to approve the minutes of the Council Meeting of July 21, 2026. All present voting aye, motion carried. PERSONAL APPEARANCES BY CITIZENS (a) Rick Flynn, 1304 Perry Street, appeared to encourage the Council to order a replacement fire truck as they are now facing a three-year lead time due to the storms on the east side of the state. PUBLIC HEARINGS – None COMMUNICATIONS – None REPORTS (a) The Board of Public Works meeting of July 27, 2026 was cancelled due to a lack of agenda items. COUNCIL COMMITTEE REPORTS in the order in which they are named in Section 2.21 of the Municipal Code None APPLICATIONS Motion by Monarski/Nadreau to consider items (a) – (d) in one motion. All present voting aye, motion carried. Motion by Monarski/Nadreau to approve items (a) – (d) as follows: (a) Temporary Class “B” Beer Alcohol Beverage License Application from Holy Ghost Parish for the Parish Picnic to be held at Holy Ghost Parish, 412 S Main Street, on September 13, 2026. (b) Street Use Permit Application from Mad Rab, LLC (The Dam Bar) for a wedding reception to be held on August 22, 2026 utilizing various City Streets. (c) Request of Bree Gustafson, Mad Rab, LLC (The Dam Bar), to temporarily extend their premises in relation to their alcohol beverage license for a one-time event to be held on August 22, 2026. (d) Application for Class “E” Dance and Live Music License from Roxanne Henrichs for Gorgeous Chaos, 24 W Willow Street, on August 13, 2026. All present voting aye, motion carried. PETITIONS – None MAYOR ANNOUNCES APPOINTMENTS – None MAYOR’S REPORT – None REPORT OF OFFICERS – None ORDINANCES (a) The First Reading of Ordinance #2026-11 Entitled: An Ordinance Amending the Zoning Code of the City of Chippewa Falls (rezone the western 13.32 acres of Parcel #22908-0932-75713002) was held. 2 ORDINANCES (continued) (b) The First Reading of Ordinance #2026-12 Entitled: An Ordinance Amending Chapter 5, Fire and Emergency Services, of the City of Chippewa Falls Municipal Code was held. RESOLUTIONS (a) Motion by Nadreau/Marr to approve Resolution #2026-20 Entitled: Resolution Authorizing Paving the Alley through Block 13 in the Mansfield Addition Bounded by Huron Street and Eagle Street and Levying Special Charges. Roll Call Vote: Aye – Nadreau, Marr, Dixon, Normand, Monarski, Kiefer. Motion carried. (b) Motion by Monarski/Marr to approve Resolution #2026-21 Entitled: Resolution Authorizing Paving the Alley through Block 25 in the Mansfield Addition Bounded by State Avenue and Poplar Street and Levying Special Charges. Roll Call Vote: Aye – Monarski, Marr, Dixon, Nadreau, Normand, Kiefer. Motion carried. OTHER NEW/UNFINISHED BUSINESS - None CLAIMS (a) Motion by Kiefer/Nadreau to approve the claims as recommended by the Claims Committee. City General Claims: $416,703.73 Authorized/Handwritten Claims: $1,337,143.83 Department of Public Utilities: $54,901.99 Total of Claims Presented $1,808,749.55 Roll Call Vote: Aye – Kiefer, Nadreau, Normand, Monarski, Marr, Dixon. Motion carried. CLOSED SESSION (a) Motion by Monarski/Dixon to go into Closed Session at 6:38 pm under Wis. Stats. Sec. 19.85(1)(e) for “deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a Closed Session” to discuss and consider the following: i. EMS per capita rates; and to include the Mayor, Council, City Attorney, Bauer, Givens, and Tonnancour; may return to Open Session for possible action on Closed Session item. Roll Call Vote: Aye – Monarski, Dixon, Nadreau, Normand, Kiefer, Marr. Motion carried. The Council discussed Item i. above. Motion by Nadreau/Marr to return to Open Session at 7:26 pm.
