CITY OF CHIPPEWA FALLS
BOARD OF PUBLIC WORKS
MEETING MINUTES
MONDAY, JULY 13, 2026 – 5:30 PM
The Board of Public Works met in City Hall on July 13, 2026 at 5:30 pm. Attending were
Mayor Jason Hiess, Director of Public Works Brandon Cesafsky, and Mike Tzanakis. Absent
was Vice-President Tom Hubbard and Alderman Tim Normand. Also attending was Alderman
Paul Nadreau, Deb Schemenauer of HPE, and resident Mike Dubiel.
1. Motion by Tzanakis, seconded by Cesafsky to approve the minutes of the June 22, 2026
Board of Public Works meeting. All present voting aye. MOTION CARRIED.
2. Cesafsky provided the background on the process for repaving alleys. He explained that
the process is to have property owners abutting the alleys to fill out a petition to repave
the alley. At that time, council votes and if there is a majority of the property owners on
the petition, the council approves the Engineering Department to add the alley projects to
their design schedule. Cesafsky explained that last fall was a bit tight with the schedule so
these two alleys are coming in 2026 with the intention to pave them in 2027.
Mayor Hiess asked about utilities in the alleys. After checking, Cesafsky stated that he
was mistaken and that there were utilities in the Poplar Street alley and that Engineering
would assess them during design.
Motion by Tzanakis, seconded by Hiess to recommend Common Council approve the
petition to repave the alley in Block 25 of Mansfield Addition known as Poplar Street and
to have Engineering start the design process for the alley. All present voting aye.
MOTION CARRIED.
3. Cesafsky provided the background on another alley paving petition. This alley has an
executed petition with majority of property owners signing it and is located in Block 13
of the Mansfield Addition between Macomber Street, Dwight Street, Huron Street, and
Eagle Street.
Motion by Hiess, seconded by Cesafsky to recommend Common Council approve the
petition to repave the alley in Block 13 of Mansfield addition between Macomber Street,
Dwight Street, Huron Street, and Eagle Street and to also have Engineering start the
design process for the alley paving. All present voting aye. MOTION CARRIED.
4. Cesafsky provided some background on the request from HPE for an easement across
City owned property south of Olson Drive and east of STH 178. The easement area is
40 ft x 120 ft and it is for an equipment expansion project at HPE. Cesafsky stated that he
would work with the City attorney to tighten the scope of the easement and would also
verify with Xcel to see if the easement couldn’t be smaller. The value of the easement
which was provided by HPE was $1,260 or $0.25/SF.
Motion by Hiess, seconded by Cesafsky to have Cesafsky work to tighten up the lease
language with the City attorney, make the needed changes to the area after speaking with
Xcel, and to recommend Common Council approve the lease for a price of $1,260. All
present voting aye. MOTION CARRIED.

background in groundwater to the Groundwater Technical Review Committee which
handles requests to place certain business uses within the City’s wellhead protection area.
City Planner Hentschel has coordinated with SEH who recommended Veronica Aranda
for the appointment. Cesafsky explained that the appointment needs to be made by the
Board of Public Works and that the contract for SEH’s services will be coming to

maintenance of the trail. Cesafsky stated that through another request, he learned about
the DT1504 application which can be used to document City infrastructure within the
State right-of-way which he felt was a good way to get the maintenance on this trail
ironed out. Cesafsky stated that the goal is to inventory all City bike trails and that this
application is a good step in cleaning up some of the confusion around State/City

responsibility as well and that we will work to get that fixed once this is complete.

MEMORANDUM
Date: 7/9/26
To: Board of Public Works
From: Director of Public Works
Subject: Alley Paving Process
Dear Board of Public Works Members,
Approximately 16.7 miles of public alley exist and are maintained by the City of Chippewa Falls. Alleys in
general, serve the existing residents and businesses that reside adjacent to the aforementioned alleys. Some
exceptions to this to occur in special situations where public street access is limited, or other unique situations
exist, but to great extent public alleys serve adjacent residents’ driveway and other related access.
The City of Chippewa Falls currently performs both summer and winter maintenance on all public alleys within
the City. Alleys are included in the existing snow removal policy, and are listed as the lowest priority and are only
plowed after all existing public streets are plowed.
The current Chippewa Falls policy for public alley reconstruction is strictly driven by the adjacent property owner
and petition only. If the desire exists among the adjacent residents to have the alley resurfaced/reconstructed, a
petition must be brought forth with at least 50% of the existing alley frontage owners having signed. This petition
would then be brought before the Chippewa Falls Common Council, and in the past, those alleys have been
authorized to be included in the Chippewa Falls street and reconstruction projects for the following year. Special
assessments do apply, the charge is calculated by the linear foot of abutting frontage the current 2026 charge is
$11.20/FT. This special assessment includes only the HMA (Asphalt) portion of the alley, and in the past, the City
has absorbed the other costs associated with reconstruction (i.e. base aggregate, alley approaches, removals).
Following this memo are two alley petitions which are being requested for paving.
Thanks,
Brandon Cesafsky

Hi Brandon,
Xcel indic
ated they provided land values because the project was for their own use. In this case, since the project is for
us, they’ve asked that we supply the values.
Based on our research, the area appears to be a non-buildable utility corridor/buffer zone, with a low value per square
foot (approximately $0.25–$0.50). According to the easement document, the area is 126 ft x 40 ft (5,040 SF). At
$0.25/SF, this results in an estimated value of $1,260.
I want to make sure I’m not taking up unnecessary time for the board members.. Will this information suffice, or do you
need something more formal?
Thanks,
Deb
