MINUTES OF THE SPECIAL MEETING OF THE COMMON COUNCIL A Special Meeting of the Common Council of the City of Chippewa Falls was held on Tuesday, June 29, 2026 in the City Hall Council Chambers. Mayor Jason Hiess called the meeting to order at 11:00 am. CLERK CALLS THE ROLL Council Members present: John Monarski, Rob Kiefer, Jody Marr, Chuck Hull, Dan Dixon, Paul Nadreau, and Tim Normand. Also Present: City Clerk Bridget Givens and Public Administration Associates (PAA) Partner Shawn Murphy. CLOSED SESSION (a) Motion by Monarski/Kiefer to go into Closed Session at 11:01 am under Wis. Stats. Sec. 19.85 (1)(c) for “considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility” to discuss and consider the following: i. Conduct interview of candidate/finalist for the position of City Administrator: Stelzner. ii. Conduct interview of candidate/finalist for the position of City Administrator: Gabrielatos. iii. Review/discuss/consider interview results, application materials, and other employment assessments of the City Administrator candidates. iv. Discuss/consider extension of a conditional offer of employment for the position of City Administrator and employment terms with direction to PAA to negotiate the terms and conditions of the contract with the candidate for final consideration by the Council; to include the Council, Mayor, City Attorney, and Shawn Murphy of PAA; subject to any recesses as approved by the Council. Roll Call Vote: Aye – Monarski, Kiefer, Marr, Hull, Dixon, Nadreau, Normand. Motion carried. Council discussed the items above. (b) Motion by Dixon/Monarski to return to Open Session at 3:49 pm for possible action on Closed Session items. Roll Call Vote: Aye – Dixon, Monarski, Kiefer, Marr, Hull, Nadreau, Normand. Motion carried. Motion by Dixon/Kiefer to not extend an offer to either candidate at this time and instruct PAA to continue the City Administrator search. Roll Call Vote: Aye – Dixon, Kiefer, Hull, Nadreau, Monarski; No – Marr, Normand. Motion carried. ADJOURNMENT Motion by Marr/Nadreau to adjourn at 3:52 pm. All present voting aye, motion carried.
