MINUTES OF THE SPECIAL MEETING OF THE COMMON COUNCIL A Special Meeting of the Common Council of the City of Chippewa Falls was held on Tuesday, May 26, 2026 at 5:00 pm in the City Hall Council Chambers. Mayor Jason Hiess called the meeting to order at 5:09 pm. CLERK CALLS THE ROLL Council Members present: John Monarski, Rob Kiefer, Jody Marr, Chuck Hull, Dan Dixon, Paul Nadreau, and Tim Normand. Also Present: City Clerk Bridget Givens and Public Administration Associates (PAA) Partner Shawn Murphy. CLOSED SESSION (a) Motion by Monarski/Nadreau to go into Closed Session at 5:10 pm under Wis. Stats. Sec. 19.85 (1)(c) for “considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility” to discuss and consider the following: 1. Review video interviews, background examinations, and personal histories of semi-finalists for the position of City Administrator and either narrow the pool of candidates to invite for in- person interviews or consider the terms and conditions for extending a conditional offer to an applicant; and to include the Council, Mayor, City Attorney, and Shawn Murphy of PAA; may return to Open Session for possible action on Closed Session item. Roll Call Vote: Aye – Monarski, Nadreau, Normand, Kiefer, Marr, Hull, Dixon. Motion carried. Council discussed Item 1 above. Motion by Kiefer/Monarski to return to Open Session at 6:24 pm. Roll Call Vote: Aye – Kiefer, Monarski, Marr, Hull, Dixon, Nadreau, Normand. Motion carried. It was reported that Council directed PAA to negotiate an Offer of Employment to one of the applicants discussed in Closed Session. ADJOURNMENT Motion by Kiefer/Monarski to adjourn at 6:27 pm.
