ADMINISTRATIVE UPDATE Employee Excellence Program The Village's new Employee Excellence Program has officially launched, and Phase II is now underway. Following the rollout of the program and supporting materials, employees and supervisors have begun participating in the Planning Conversation phase. To ensure a smooth implementation, an accelerated schedule has been established for the remainder of 2026. This condensed timeline allows employees and supervisors to become familiar with the new performance management process while establishing meaningful goals, encouraging ongoing feedback, and fostering collaborative performance discussions. The intent is to build a sustainable culture of continuous improvement that will transition into the standard annual cycle beginning in 2027. Planning & Collaboration Planning and collaboration efforts continue to expand across departments through the implementation of Microsoft Planner. Both the Administrative Office and Public Works Department have developed shared digital planners to organize projects, assign responsibilities, establish deadlines, and improve visibility into departmental priorities. Microsoft Planner provides a centralized workspace where team members can track progress, collaborate on tasks, and monitor workloads in real time. This tool supports greater accountability, enhances communication, and helps ensure operational priorities remain organized and on schedule. Policies & Ordinances The review and modernization of Village policies and ordinances remains a significant organizational priority. Administration continues evaluating existing policies for consistency, statutory compliance, operational effectiveness, and alignment with current organizational practices. Updated policies and ordinance revisions will continue to be presented to the Village Board for consideration as they are completed. 13136 30 th Avenue • Lake Hallie, WI 54729 • Office (715) 726-2660 • www.lakehallie.us An Equal Opportunity Employer/Minorities/Females/Veterans/Disability Benefits & Open Enrollment Planning for the 2027 employee benefits package is underway. Open enrollment is scheduled for October, and final insurance premiums are anticipated later this month, allowing administration to begin evaluating budget impacts and developing recommendations for the 2027 budget. The Wisconsin Department of Employee Trust Funds (ETF) has indicated an average projected health insurance premium increase of approximately 8.5%, which will be incorporated into upcoming budget discussions. In response to employee feedback, administration is also soliciting proposals for a voluntary vision insurance benefit. Interest in vision coverage was identified through an employee survey, with the results demonstrating strong support for offering this benefit. Proposal options will include both employee-paid and shared-cost models for Board consideration during the 2027 budget process. Municipal Building Improvements Planning for the municipal building painting project continues in coordination with the Fire District and Police Department. Due to contractor scheduling and weather considerations, the majority of the project is anticipated to take place in September , but they began in some areas that will provide the least disruption to operations on July 31, 2026. We also contacted the Village's insurance carrier to request an assessment of the municipal building's HVAC system following concerns regarding excess moisture and the potential presence of mold. The purpose of the assessment is to better understand the condition of the building, identify any contributing factors, and determine appropriate next steps. We will keep the Board informed as additional information becomes available. Website Improvements Website enhancements remain an ongoing priority. Recent updates have improved the overall organization and navigation of the Village website, making important information more accessible and visible to residents. These improvements support the Village's commitment to transparency, accessibility, and customer service while aligning with our H.A.L.L.I.E. core values. Additional updates will continue as departments review content, expand online resources, and improve communication with the community. Training & Professional Development Administration continues to prioritize employee development by identifying training opportunities that strengthen organizational knowledge and operational effectiveness. 13136 30 th Avenue • Lake Hallie, WI 54729 • Office (715) 726-2660 • www.lakehallie.us An Equal Opportunity Employer/Minorities/Females/Veterans/Disability Upcoming professional development opportunities include participation in the Wisconsin Caselle Conference and the Municipal Treasurers Seminar. Elections Election preparations continue as the Village conducts early absentee voting for the upcoming election. Staff have been actively assisting voters while ensuring compliance with Wisconsin Election Commission requirements. Election Inspectors have completed training under the leadership of Pat Spilde and Vicki Wheeler, and a comprehensive staffing schedule has been established for Election Day. Their preparation and coordination have positioned the Village for another successful and well-organized election. Looking Ahead Administration will continue to focus on the following priorities over the coming weeks: • Advancing implementation of the Employee Excellence Program. • Preparing the proposed 2027 operating and capital budgets. • Reviewing and updating Village policies and ordinances. • Evaluating employee benefit options and associated budget impacts. • Continuing website enhancements and public communication initiatives. • Coordinating the municipal building painting project. • Reviewing the municipal building HVAC assessment and recommended next steps. • Supporting department planning through collaborative technology tools. • Continuing professional development opportunities that strengthen municipal operations. • Successfully administering the upcoming election. 13136 30 th Avenue • Lake Hallie, WI 54729 • Office (715) 726-2660 • www.lakehallie.us An Equal Opportunity Employer/Minorities/Females/Veterans/Disability Board of Trustees Village of Lake Hallie 13136 30th Avenue Lake Hallie, WI 54729 August 3, 2026 Re: Letter of Support for the Western Wisconsin Regional Outdoor Recreation Plan for the Urban Area To Whom It May Concern, On behalf of the Village Board of Trustees of the Village of Lake Hallie, we are pleased to express our strong support for the Western Wisconsin Regional Outdoor Recreation Plan for the Urban Area and the collaborative vision it establishes for the future of outdoor recreation throughout the Chippewa Valley. Background As part of the recruitment process for the Public Works Director position, staff evaluated the operational needs of the department and identified an opportunity to strengthen the organizational structure through dedicated administrative support. Today, the Public Works Foreman is responsible for balancing daily operations with increasing administrative responsibilities, including utility administration, customer service, coordination of projects and work orders, regulatory reporting, and compliance with agencies such as the Wisconsin Department of Natural Resources (DNR) , Wisconsin Department of Transportation (DOT) and the Public Service Commission (PSC). These responsibilities compete with the time needed to lead field operations and strategic planning. Establishing a Public Works Office Coordinator provides the dedicated administrative infrastructure necessary to support the department, improve operational efficiency, ensure timely regulatory reporting, coordinate competing priorities, and allow operatio nal leadership to remain focused on delivering essential public works services. Strategic Benefits • Provide dedicated administrative support to the Public Works Department. • Coordinate utility billing, customer service, and administrative operations. • Improve reporting, documentation, and regulatory compliance with the DNR, PSC, and other state agencies. • Allow the Foreman to focus on leadership, operational planning, and field supervision. • Strengthen coordination of departmental priorities, projects, and customer requests. • Improve succession planning and organizational resilience through dedicated operational support. • Enhance service delivery while preparing the department for future growth. 13136 30 th Avenue • Lake Hallie, WI 54729 • Office (715) 726-2660 • www.lakehallie.us An Equal Opportunity Employer/Minorities/Females/Veterans/Disability Salary Analysis Staff reviewed compensation for comparable municipal positions throughout Wisconsin, focusing on communities with populations under 10,000. Comparable positions include Public Works Office Coordinators, Utility Billing Coordinators, Utility Clerks, and Public Works Administrative Assistants. The market generally supports an hourly range of $22.00 to $28.50, with positions performing broader operational coordination responsibilities trending toward the upper end of the range. Staff recommends establishing a salary range of $24.00 to $28.50 per hour. Placement within the range would be based on qualifications, municipal experience, and internal equity. Why this Approach Rather than continuing to pursue a management structure that has generated limited interest in recruitment, this recommendation invests in the operational infrastructure needed today. By providing dedicated administrative coordination, the Village strengthens regulatory compliance, customer service, and departmental efficiency while allowing operational leadership to focus on core public works functions. This approach establishes a scalable support model that can continue to evolve as the Village grows. Recommendation 1. Approve the creation of the Public Works Office Coordinator position. 2. Approve a salary range of $24.00 to $28.50 per hour. 3. Authorize staff to finalize the job description and initiate recruitment in accordance with Village personnel policies. 13136 30th Avenue Lake Hallie, WI 54729 Office (715) 726-2660 www.lakehallie.us Resolution 2026-018 Village of Lake Hallie Chippewa County RESOLUTION AUTHORIZING TREE PLANTING AND MAINTENANCE WITHIN THE PUBLIC RIGHT-OF-WAY WHEREAS, Jeff and Beth Aldrich ('Property Owners') are the owners of the property located at 1650 120th Street, Village of Lake Hallie, Wisconsin; and WHEREAS, the Property Owners have requested permission from the Village of Lake Hallie to plant trees within the public right- of-way adjacent to their property in response to development occurring along Commercial Boulevard; and WHEREAS, the Village Board recognizes that strategically placed trees can enhance the aesthetic character of the community, provide screening, and contribute environmental benefits when properly installed and maintained; and WHEREAS, the Village desires to ensure that any trees located within the public right -of-way do not interfere with public utilities, drainage, sidewalks, road maintenance, traffic visibility, snow removal, or other municipal operations; and WHEREAS, the Village Board finds to authorize the requested tree planting subject to the conditions set forth herein.
