MEMORANDUM
TO: Village of Lake Hallie Board of Trustees
FROM: Anastasia Stueber, Village Administrator/Clerk-Treasurer
DATE: April 6, 2026
SUBJECT: April 6, 2026 Administrative Update
PURPOSE
To provide the Board with an executive overview of current administrative priorities, operational
improvements, and progress toward greater efficiency, compliance, and long-term sustainability
across Village functions.
ADMINISTRATIVE UPDATE
As we continue strengthening internal operations and organizational alignment, several key
initiatives are progressing across administration, public safety, and employee engagement.
Below is a summary of current focus areas and operational updates.
Audit & Financial Management
Staff are in the final stages of completing audit adjustments. The goal is to have all materials
finalized and ready for Board review at the April 20th meeting. This has been a significant priority
to ensure accuracy and strong financial positioning moving forward.
Elections Administration
Election activities are currently underway, with Election Day scheduled for tomorrow. Absentee
voting required a high level of coordination this cycle due to multiple local ballot variations. A
total of 392 absentee ballot requests and early voting participants were processed. This has been
a complex but valuable opportunity to assess and strengthen our election procedures.
Staffing & Operational Capacity
Joy Thompson, Deputy Treasurer, joined the Village on March 30th and has quickly begun
integrating into our financial and administrative processes. Her addition is a meaningful step
toward stabilizing and elevating our internal operations. Heidi has played a key role in
onboarding, and their collaboration is already contributing to improved workflow and knowledge
transfer.

Organizational Effectiveness & Employee Relations
Employee relations continues to be an active area of focus. Efforts have centered on reinforcing
expectations around accountability, ownership, delegation, and proactive planning. As part of
this work, several direct and constructive conversations have taken place to begin establishing a
more consistent and performance-driven culture.
Public Safety Leadership Recruitment
The Police Chief recruitment process remains active. One candidate has been selected to move
forward to a final interview scheduled for April 9th. In the interim, Sergeant Sokup continues to
provide strong operational leadership and has been a reliable partner in maintaining
departmental stability and cross -functional communication. His continued presence will be
valuable as we transition and onboard a new Chief.
Strategic & Long-Term Planning
With immediate operational priorities beginning to stabilize, long -term planning efforts are
moving to the forefront. Following the onboarding of the Deputy Treasurer and continued system
alignment, additional focus will be placed on strategic planning initiatives to support sustainable
growth and improved service delivery.

We typically try to finalize contracts by the end of March so that we can make any final changes to our equipment orders beforethey ship. Is there any way of getting approval before May? Hi Kent, We can offer to do rentals at Lake Hallie for 2026 free of charge. Initial stockingwill be 4-6 kayaks to start. Example picture below. Setup would be sometime inApril/May. More than likely April since that is when we aim to set up EC. Wewould take down after Labor Day, usually around the beginning of October ifthe weather is nice. Hours are typically from sunrise to sunset or within parkhours. All operations, maintenance, customer service, insurance, etc is handledby us. The ideal location would have no or minimal pavement between thekiosk and the landing area. (Users tend to drag the kayaks despite signs tellingthem not to). From google map pictures, it looks like there is a sidewalk andpaved landing area so we will have to discuss the best placement spot. Manymunicipalities have invested in the EZ Launch/dock systems that you haveprobably seen. That may be something to look into for the future. The Villagemay elect to place down woodchips under the kiosk. If the unit is placed ongrass, then we will weed trim during our maintenance visits. There are noinfrastructure requirements such as power or internet. Everything is self-contained and works in conjunction with the user’s smartphone. Single kayakrates are $12/first hour and $9/additional hour. Tandem kayaks are $17/firsthour and $12/additional hour. I don’t think I’ll have time to put together anofficial proposal before your Monday meeting, but this should hopefully outlinethe main points. If you decide to proceed, I can send over a copy of aconcession agreement/contract that we typically use (if you do not have yourown). Once the contract is executed then we will start preparing for spring. Ifyou have any questions, let me know. Have a good weekend! <image001.jpg>

MEMORANDUM
TO: Village of Lake Hallie Board of Trustees
FROM: Anastasia Stueber, Village Administrator/Clerk-Treasurer
DATE: March 30, 2026
SUBJECT: Consideration of Cash Payout of Accrued Leave During Short-Term Disability
BACKGROUND
The Village has received a request from an employee currently on short -term disability seeking
approval for a cash payout of accrued leave balances to supplement income during the disability
period.
This request differs from the typical use of leave as paid time off and instead seeks conversion of
accrued leave into direct compensation while the employee remains in active employment
status.
RELEVANT POLICY REVIEW
A review of the adopted Employee Policy Manual identifies the following:
• Sick Leave (Section 2.12): Sick leave may be used to supplement worker’s compensation
benefits at the employee’s request, up to their regular wage. The policy is specific to
worker’s compensation and does not extend to short-term disability.
• Vacation (Section 2.11): Vacation is intended to be used as time off and may be paid out
for unused balances upon separation or under approved circumstances. There is no
provision authorizing payout during active employment for income supplementation.
• Compensatory Time (Section 2.5) : Comp time is intended to be used as scheduled time
off, with payout occurring at year-end (over cap) or upon separation. Again, no provision
exists for discretionary payout during leave status.
• Leave of Absence (Section 2.7): Leave may be granted for illness or emergency with Board
approval. This section does not address compensation structure during the leave period.
KEY OBSERVATIONS
• The current policy framework does not authorize cash payout of accrued leave during
active employment, except in narrowly defined circumstances (for example, comp time
thresholds or separation payouts).
• The request represents a departure from established practice, as leave benefits are
designed primarily for time off rather than conversion to cash compensation mid -
employment.

th Avenue • Lake Hallie, WI 54729 • Office (715) 726-2660 • www.lakehallie.us
An Equal Opportunity Employer/Minorities/Females/Veterans/Disability
• Approval would effectively create an exception policy and could establish precedent for
similar future requests.
CONSIDERATIONS
• Policy Integrity and Consistency: Allowing discretionary payouts may create
inconsistency with existing provisions and expectations.
• Precedent Setting: Future employees may reasonably expect similar treatment absent a
clearly defined policy.
• Financial and Administrative Impact: While the liability already exists, payout timing and
administrative handling may create operational complexity.
• Benefit Coordination: Supplemental income may impact short -term disability benefits
depending on plan provisions and should be verified prior to approval.
RECOMMENDATION
For consistency and long-term administrative clarity, it is recommended that the Board:
• Provide direction on this request, and
• Consider establishing a formal policy governing the use or payout of accrued leave during
disability leave.

proper operation of the sewerage system.
Developer shall not contribute or cause to be discharged, directly or indirectly, any of the
following described substances into the wastewater disposal system or otherwise to the
facilities of the sewer utility:
(a) Any liquids, solids or gases which by reason of their nature or quantity
are, or may be, sufficient either alone or by interaction to cause fire or explosion or be
injurious in any other way to the operation of the Village wastewater facilities or

MEMORANDUM
TO: Village of Lake Hallie Board of Trustees
FROM: Anastasia Stueber, Village Administrator/Clerk-Treasurer
DATE: April 6, 2026
SUBJECT: Consideration of Village Hall Improvements and Capital Planning Initiative
BACKGROUND
The Village Hall continues to receive regular rental requests, demonstrating consistent
community demand for accessible and functional gathering space. Feedback and usage trends
indicate a need to both maintain and enhance the facility to better serve residents and support
expanded use.
The current condition of the Hall presents limitations that impact user experience and restrict
opportunities for increased utilization, including year-round rentals.
DISCUSSION
I am requesting direction from the Village Board to begin developing a phased Capital
Improvement Plan (CIP) for the Village Hall. The purpose of this plan would be to identify,
prioritize, and estimate costs for improvements that support:
• Preservation of the facility
• Enhanced user experience
• Expanded rental opportunities
• Potential revenue generation
As an initial step, I recommend consideration of two immediate, low-cost improvements:
• Replacement of the stove/oven range
The current rental structure includes use of a range; however, the existing unit is no
longer meeting that expectation. Replacement is anticipated to be around $10,000. Staff
would explore offering the use of the range as an optional add -on to rental agreements
to help offset replacement costs.
• Interior painting of the main hall space
Repainting would improve the overall appearance and functionality of the space at a
relatively low cost and enhance renter experience.
Should the Board support moving forward, the broader plan would evaluate additional
improvements, including but not limited to:
• Installation of mini-split systems to provide heating and cooling for year-round use

th Avenue • Lake Hallie, WI 54729 • Office (715) 726-2660 • www.lakehallie.us
An Equal Opportunity Employer/Minorities/Females/Veterans/Disability
• Boiler replacement to address deferred maintenance and reduce risk of system failure
• Kitchen upgrades to expand rental capabilities
• Reconfiguration of interior office space for potential municipal use or leased tenant space
• Exterior improvements, including painting, roof assessment, and parking lot maintenance
STRATEGIC CONSIDERATIONS
The community has expressed a need for accessible, well -maintained gathering spaces.
Investment in the Village Hall presents an opportunity to:
• Increase community engagement and accessibility
• Support economic and organizational partnerships
• Improve operational efficiency
• Generate additional revenue through expanded rentals and potential lease opportunities
RECOMMENDATION
Staff recommend that the Village Board authorize the development of a phased Capital
Improvement Plan for the Village Hall. Upon completion, the plan will be presented to the Board
with project prioritization, cost estimates, and funding considerations for review and direction.
ACTION REQUESTED
Provide direction to staff on whether to proceed with the development of a Village Hall Capital
Improvement Plan and consideration of the initial improvements outlined above.

DATE: April 6, 2026
SUBJECT: Authorization to Solicit Bids for Municipal Vehicle
CURRENT CONSIDERATIONS
The current federal mileage reimbursement rate is $0.725 per mile, which represents a notable
and ongoing operational expense. In addition to cost, reliance on personal vehicles introduces
potential liability considerations for both employees and the Villa ge. While insurance structures
are in place, the use of personal vehicles for official business creates exposure that could be
mitigated through the use of a Village-owned vehicle.
OPERATIONAL NEED AND STRATEGIC VALUE
The Village’s increasing involvement in regional initiatives, partnerships, and community
engagement efforts has elevated the frequency and visibility of staff travel. A municipal vehicle
would:
• Provide a consistent, professional presence when representing the Village
• Reduce long-term mileage reimbursement expenses
• Mitigate liability risks associated with personal vehicle use
• Improve efficiency and accessibility for staff conducting Village business
• Support participation in regional and community-based initiatives
In addition, I would recommend pursuing an all-wheel drive SUV to align with Wisconsin weather
conditions and operational flexibility. A configuration with second -row bucket seats and a
foldable third row would allow for both passenger transport and hauling needs. This would
enable the Village to:
• Transport the full Village Board comfortably, if needed

• Safely move voting equipment and materials that require protection from the elements
• Accommodate guests, vendors, and partners in a professional and comfortable manner
• Provide flexible cargo space for supplies and equipment
RECOMMENDATION
I respectfully request authorization from the Village Board to solicit bids for the purchase of a
municipal vehicle. This process would allow us to evaluate cost -effective options and bring
forward a formal recommendation for Board consideration at a future meeting.
This approach ensures due diligence while aligning with our broader goals of operational
efficiency, fiscal responsibility, and risk management.
