MEETING MINUTES TOWN OF LAFAYETTE June 1, 2026
5765 197TH ST.
CHIPPEWA FALLS WI 54726
Closed Session - Treasurer Position Interviews: The board convened in closed session under Wisconsin statutes section 19.85(1)(c)
to deliberate on treasurer position interviews. A roll call was conducted with Chairman Staber, Brennan, Larson, Mathwig, and
McIlquham all present. The session proceeded with second round of interviews for the treasurer’s position.
Call To Order / Roll Call: Chairman Staber called the regular meeting to order at 7:02 pm and conducted roll call. Present were
Chairman Staber, Brennan, Larson, Mathwig, and McIlquham.
Approval Of Town Board Minutes: The board reviewed the town board minutes May 18th, 2026, Regular Board Meeting & Current
Agenda. McIlquham moved to approve the minutes and the regular board meeting agenda and Brennan seconded.
Financial Report: None
Public Comments: None
Old Business:
Liquor Ordinance Amendment: The Board addressed an error in the liquor ordinance amendment that was passed at the May 18th
meeting. The previously adopted amendment had incorrectly referenced a Class A license when the intent was to amend the ordinance
for a Class B license. The Board clarified that the distinction is significant: Class A pertains to off-site sales, while Class B permits on-
site consumption. As drafted, the prior amendment inadvertently imposed restrictions on existing bars and other Class A
establishments, which was not the Board's intention. The Board first moved to repeal the amendment adopted on May 18th. Motion to
repeal the liquor ordinance amendment adopted on May 18th, 2026, was made by McIlquham and seconded by Brennan.
The Board then took up the corrected version of the amendment, which addresses Class B fermented malt beverage retail license s and
Class B liquor licenses. Under the revised ordinance, holders of these licenses would be permitted to sell or offer for sale fermented
malt beverages or liquor for consumption either on or off the premises. It was noted that this amendment primarily enables Ja cobson's
Lakeside Liquor to offer samples of liquor or wine, while also applying to any other establishment holding the a ppropriate Class B
license. Discussion arose regarding whether specific operational guidelines — such as serving size limits — should be codified in the
ordinance. McIlquham noted that Buck Robertson, Department of Alcohol and Beverage, had advised against making the ordinance
overly prescriptive, suggesting that individual businesses establish their own internal guidelines, which could optionally be included in
their liquor license applications. Motion to approve the revised liquor ordi nance amendment changing Class B fermented malt
beverage and Class B liquor was made by Mathwig and seconded by McIlquham.
New Business:
Liquor License Approval: Chairman Staber presented the list of liquor license applications for the upcoming license year, effective
July 1st. All applications have been returned and background checks completed. There are no outstanding issues from the Sheri ff's
Department, and no applicants are delinquent on taxes or fees owed to the town.
The following establishments were presented for license approval for Class B Beer and Class B liquor: Bushel and A Peck, John and
Michelle's Bateman Tavern, Connells Family Orchard, Jacobson's Lakeside Liquor, The Landing, Wissota High Shores, Sandbar &
Grill LLC, Schuetzy’s LLC, The View LLC, Wissota Lodge and Conference Center LLC. Class A Beer and Class A liquor: Express
Mart (two licenses), and Jacobson's Market LLC. Sherri Jo’s Wayside was not included as the sale closes on June 15th. The new
owner’s application will be presented at the next board meeting. If approved, they will operate under a provisional license from June
15th through June 30th, then transition to its new license effective July 1st.
Discussion arose regarding Jacobson's, which holds licenses for both the liquor store and the meat market. It was clarified that the
liquor store is changing from a Class A to a Class B license which is consistent with the ordinance amendment just adopted — while
the meat market (Jacobson's Market) retains its existing license. Motion was made by Mathwig and seconded by McIlquham for the
approval of the liquor license.
Process in Place for Quotes: Chairman Staber reviewed the proper process for soliciting quotes for town projects, noting that the
process used previously for painting and siding replacement estimates was not conducted correctly. Per state statutes — which were
recently updated by the Wisconsin Towns Association — the following thresholds apply:
• Under $10,000: No formal bidding process required.
• $10,000–$25,000: A Class 1 notice is required (one posting on the Town website or official publication).
• $25,000–$50,000: A Class 2 notice is required (two postings, one week apart).
• Over $50,000: A Class 2 notice with sealed bids is required.
The Board confirmed that no new policy or ordinance is needed, as these requirements are already established in state statute . The
discussion served as an informational reminder to ensure future projects — such as a potential town hall renovation involving window
replacement or exterior work — are handled through the proper sealed bid and notice process. Chairman Staber also suggested that
when the Town next acquires patrol trucks, the Board consider a lease program similar to the arrangement in place for the loader,
citing favorable warranty coverage and higher trade-in value as key advantages.
Town Communications from Board & Road Supervisors, Town Clerk & Town Chair:
Chairman Staber advised that two final plats are expected to be ready for the June 8th PRTLU meeting — one for Yellow River
Ridge and one for Wissota Lane. Both are awaiting storm water bond estimates and developer's agreement figures from the count y.
The Yellow River Ridge plat is expected to be ready in time; the Wissota Lane plat may be delayed until end of July pending the
county's review and execution of required maintenance agreements for storm water retention ponds.
Town Clerk- Jami reported that a new printer has been received. The older printer located in the back room will continue to be used
until its ink supply is depleted, after which it will be recycled through the Town's eCycle program, which is operated as a subsidiary of
First Choice Recycling. The Town Clerk also raised a question about the upcoming catfish tournament regarding how parked vehicles
of overnight tournament participants would be identified for the parking attendants at the boat landing. It was suggested that Craig
Medler, who organizes the tournament, be contacted to ensure registered participants receive a dashboard placard at registrat ion.
Additionally, the Town Clerk confirmed that an order for additional boat landing envelopes has been placed, with approximately 1,000
remaining on hand. Sufficient boat sticker inventory was also confirmed for the remainder of the season.
Motion To Adjourn was made at 7:25 PM
Respectfully submitted by: Jami Carter / Clerk
