Town of Lafayette PARKS, RECREATION, TOURISM, LAND USE and PLANNING COMMISSION April 13, 2026 7:00 PM Lafayette Town Hall CALL TO ORDER / ROLL CALL The meeting was called to order by Chair Scott Faris at 7:00 PM. The following members were present: Scott Faris, Doug Matthews; Sue Lane and Jerry Zais were present via telephone; a quorum was present. Rob Brown, Jenna Hazelton, DeWayne Krumenauer, Neil Mathwig, and Mark Sedlacek were not present. APPROVAL OF AGENDA & PRIOR MEETING MINUTES A motion to accept the Agenda for the April 13, 2026 meeting and to approve the Minutes of the March 9, 2026 PRTLU meeting without correction was made by Jerry Zais / Sue Lane; motion was approved by unanimous voice vote. GENERAL PUBLIC WISHING TO ADDRESS THE COMMISSION None EXPEDITED ITEMS 1) Yellow River Acres Plat - Mr. Ben Peterson from Real Land Surveying was present, and explained the overall plan for the entire parcel. He stated that Chippewa County will only allow one new road intersection onto C.T.H. “K”. When asked if this would create a cul-de-sac in the large Lot 3, he replied it would, but the planned road would terminate at the south property line and allow for the parcel owner to the south to continue the road when they develop, and then have it reconnect with C.T.H. “K” elsewhere. He was reminded of the Town’s Sub- division Ordinance that limits cul-de-sacs to 500 feet. Following discussion, a motion recommending the Town Board approve the Yellow River Acres plat was made by Doug Matthews / Sue Lane; motion passed by voice vote. FINANCIAL REPORT Doug Matthews reported that the Room Tax account had one expense in the amount of $10,000.00 as the PRTLU donation to the Lake Wissota Stewardship fund for 2025. There was also a general adjustment due to a number of missing receipts in 2025 for expenditures totaling $2,406.46. There was no Room Tax revenue re- ceived, leaving the March 31, 2026 balance at $53,795.91. A motion to accept the Financial Report was then made by Jerry Zais / Sue Lane; motion passed by unanimous voice vote. OLD BUSINESS 1) Eagle Scout Project – Rhett Zweifelhofer was not present, but he had provided photos of the completed 6 garbage and recycling bin enclosures as installed around the Town Hall and rec area complex. He may attend a future meeting. No further Commission action was taken. 2) Permissible Room Tax Uses - Sue Lane reported she had no updated information yet. No further Com- mission action was taken. NEW BUSINESS 1) PRTLU Officer Elections – Per the Commission Bylaws, the Secretary/Treasurer, Vice Chair, and Chair po- sitions are elected at the April regular meeting. A motion to nominate the current Commission officers for an ad- ditional one-year term was made by Jerry Zais / Sue Lane; there were no additional nominations made, and the motion passed by unanimous voice vote. Page 2 of 2 2) 2026 Boat Parade Committee – Due to the lack of Commissioners in attendance, the consensus was to postpone further action on this item to the May regular meeting. 3) Pickle Ball Slat Screen Quotes - Scott Faris reported there are two quotes for slats in the existing chain- link fencing, to replace the current fabric wind screens which are fraying. American Fence quoted $3,543.00 for furnishing and installing 200 ft. of black slats. Hayworth Fence quoted $3,093.10 for furnishing 200 ft. of green slats; installation was not included. Jerry Zais then reminded Commissioners that a number of pickle ball groups had offered assistance, including financial, in improving the courts, and he offered to contact them to see if they would help with the slats project. A motion to accept the American Fence quote and approve up to $3,543.00 for the slats, with the final amount to depend on the groups’ donations, was made by Jerry Zais / Sue Lane; motion passed by unanimous roll call vote. 4) PRTLU Land Use Review Policy – Doug Matthews explained the proper use of “tabling” action, and that it has rarely been used properly by the Commission when considering a land use issue where no representative or owner is in attendance. He proposed the Commission instead adopt a policy of simply taking no action on the land issues where no one is present to answer questions. He also reminded the Commissioners that the PRTLU has been designated as the Town’s Plan Commission, and per state statute must review all subdivision plats proposed in the Town. Following discussion, a motion to adopt a policy of taking no action when the PRTLU Commission is reviewing a land use item if no owner or representative is present was made by Doug Matthews / Jerry Zais; motion passed by unanimous voice vote. COMMISSIONERS’ CONCERNS & COMMENTS  Bruce Kyes was present and reported that Spring soccer sign-ups are at 425, about 50 more than last year, so he will be expanding the hours for the games and staggering start times to ease traffic issues. The Lafayette baseball team will play in the Chippewa Valley League this year. There are 4 coach-pitch teams this year, so Lafayette will form its own in-house league for these. Softball has a total of 9 teams. He also stated the online sign-up platform that has been used will be closing down in August, and he will have to select a new one for next year. He concluded by reporting the fields are looking good.  Scott Faris reported the annual Town Clean-up Day is set for April 25. NEXT MEETING DATE - Meeting date is May 11, 2026 at 7:00 PM. MOTION TO ADJOURN A motion to adjourn was made by Jerry Zais / Sue Lane; motion passed by voice vote at 7:53 PM.
