MEETING MINUTES TOWN OF LAFAYETTE APRIL 6, 2026
5765 197TH ST.
CHIPPEWA FALLS WI 54726
Call To Order / Roll Call: Chairman Staber called the meeting to order and confirmed that the meeting had been properly posted and
noticed. Roll call was conducted with the following results: Chairman Staber present, Brennan, Larson, Mathwig present, and
McIlquham called in.
Approval Of Town Board Minutes: The board reviewed the town board minutes March 16, 2026, Regular Board Meeting & Current
Agenda. Larson moved to approve the March 16th minutes and the regular board meeting agenda and Brennan seconded.
Financial Report: No financial report was presented at this meeting.
Public Comments: A resident raised two concerns during public comments. First, regarding the refrigerator disposal that the town
recently used. The resident requested the license numbers after speaking with the DNR. Second, they reported large pine trees from a
recent windstorm on 172nd Street that has been sitting in the ditch. The board acknowledged the concerns and agreed to add that to the
work list. Another resident also inquired about recent culvert patch work, noting concrete deterioration. Road Supervisor Mark
indicated replacement wouldn't be done this year but patching as a temporary solution and will try to put a sleeve on it.
Old Business: No old business was discussed.
New Business:
Garbage Hauler Renewal – GFL and Waste Management & Garbage Hauler Application – Harter's Expert Disposal, LLC:
The board reviewed renewal applications for existing haulers GFL and Waste Management, confirming receipt of certificates of
insurance and fees. A new application was received from Harter's Expert Disposal, LLC. They confirmed the new hauler had
submitted all required documentation including fees and certification of insurance as well. Motion: Larson moved to approve the
renewal of GFL Waste Management and the new application of Harter's Expert Disposal. Mathwig seconded.
Copier Supplier Quote: The board discussed the need for a new copier maintenance contract after their previous supplier passed
away and his wife was not continuing the business. OneSource Imaging provided quotes for both maintenance of the current copi er
and new equipment options. The current 7-year-old copier lacks available parts if it breaks down. New equipment quotes ranged from
$4,695 to $5,995 with various add-on options. Motion made to table the copier supplier decision pending a recommendation from the
clerk and staff. Brennan moved to table and Mathwig seconded.
Town Clerk – Amended Contract: The board addressed the need to amend the Town Clerk's contract to include WRS (Wisconsin
Retirement System) eligibility. The original contract matched previous clerk’s salary but omitted the WRS supplement that she had
received. Jami qualifies and her work includes both office time and remote work through the laptop system. Motion : Brennan moved
to approve the amended contract for Jami. Mathwig seconded.
Eagle Scout Project – Completion: The Eagle Scout presented completion of his project, showing photographs of the completed
work. He reported spending $2,030 of the $2,150 collected, leaving $120 remaining. The board expressed appreciation for the q uality
of work completed. The scout proposed using $20 of the remaining funds for a thank-you meal for volunteers and donating the rest to
Mason Grant's upcoming Eagle Project. The board approved this proposal and accepted the completed project. Mathwig moved to
approval and seconded by Brennan.
Town Communications from Board & Road Supervisors, Town Clerk & Town Chair
Fire District Update: The Chair provided an extensive update on the failed attempt to have the City of Altoona join the Chippewa
Fire District. Despite negotiations and a potential $2.6 million grant, Altoona's city council voted on March 30th not to pro ceed. Two
main issues caused the withdrawal: three Altoona employees would have faced an 18-month probationary period under fire district
policy, and Altoona owed Eau Claire $220,000 for their 2027 EMS contract, which wasn't grant -eligible as it wasn't for capital
equipment. Board member Larson expressed concern from local firefighters about the probationary period, noting that experienced
chiefs like Mark Renderman (20+ years) and Chad Peterson (25+ years) found the 18 -month probation unreasonable. The Chair
confirmed they were willing to change this policy but couldn't do so before the March 31st deadline.
Road Supervisor Report: Mark reported that all road bans are now lifted in Lafayette Township. He also mentioned that there was a
great turnout for the Easter egg hunt that was held in the shop due to weather conditions.
Supervisor Brennan: Brennan mentioned ongoing concerns from neighbors about tree cutting related to a subdivision project . Staber
explained that current tree removal is necessary due to oak wilt prevention during the season. A preliminary subdivision plan for 180th
Street was sent to the May 11th agenda.
Other Communications: The cleanup day is scheduled for April 25th. Two quotes for flooring (bathroom floors and concession area)
will be added to the April 20th agenda.
Open Records Request: The Chair reported receiving an extensive open records request from a Florida resident who owns land in the
township and pays $150 annually in taxes. The request covers approximately 50 items spanning three years (2023 -2025) and will
require an estimated 20 + hours to compile. The request was forwarded to the township attorney due to its scope. The resident had
inquired about road paving on 59th Avenue East, which is scheduled for this year.
Motion To Adjourn was made at 7:32 PM
