APPROVAL OF PRIOR MEETING MINUTES & AGENDA
A motion to accept the Agenda for the December 9, 2024 meeting and to approve the Minutes of the No-
vember 11, 2024 PRTLU Regular meeting without correction was made by Mark Sedlacek / Jerry Zais;
motion was approved by unanimous voice vote.
GENERAL PUBLIC WISHING TO ADDRESS THE COMMISSION
None
EXPEDITED ITEMS
1) Steward CSM – Owners and Realtor Dana Yoder were present. One concern expressed by the
Commission was that future development of the 15-acre Lot 1 would inevitably result in a cul-de-sac ex-
ceeding the maximum 500 feet permitted by the Lafayette Subdivision ordinance. A motion to recom-
mend the Town Board approve the CSM was made by Mark Sedlacek / Jerry Zais; motion passed by
voice vote with one “Nay” vote.
2) Gougar Conditional Use Permit – There was no representative or owner present to answer ques-
tions and concerns of the Commission, including possible on-street parking issues, signage for the busi-
ness, and provision of a secondary gate as an exit from the fenced rear yard area. Consequently, a mo-
tion to make no recommendation to the Town Board was made by Doug Matthews / Sue Lane; motion
passed by unanimous voice vote.
FINANCIAL REPORT
Doug Matthews reported that the November 30, 2024 Disc Golf account balance remained at $5,916.20
with no expenditures for the past month. The General Use account for November 30, 2024 also had no
expenditures, leaving a balance of $9,332.48. The $3,450.00 earmarked for payment to Chippewa
County for bike trail signage remains pending, but it was noted the signage has been installed, so an in-
voice is expected before the end of the year. The Room Tax account for November 30, 2024 had no ex-
penditures, but had received new revenue of $12,098.69, leaving a balance of $74,337.83. Jerry Zais re-
ported the Osterbergs had donated $500.00 to the Town for improvements to the disc golf course. There
was discussion regarding transferring the remaining money in the Disc Golf Course account back into the
Room Tax account, but the consensus was it could be left there for 2025 use. A motion to accept the No-
vember 30, 2024 Financial Report was made by Sue Lane / Jerry Zais; motion passed by unanimous
voice vote.
OLD BUSINESS
1) PRTLU Bylaw Revisions - Doug Matthews reviewed a number of proposed revisions to the current
Commission By-laws, the majority pertaining to conforming to the State Statute requirements for mem-
bers of a municipality’s Planning Commission. He also pointed out an error was made last month when
he said three Commissioner’s terms expired in December of 2024; in fact they do not expire until Decem-
ber of 2025. A motion to forward the proposed Bylaw revisions to the Town Board for their approval was
made by Jerry Zais / Sue Lane; motion passed by unanimous voice vote.
2) Disc Golf Course; Ski Trails – Scott Faris reported there have been no ski trails made yet because
there is no snow; the grooming equipment remains ready to go. No further Commission action was taken.

3) Skating Rink - Mark Sedlacek said the rink is being made, but recently someone drove an ATV or
UTV onto the ice and caused damage; he asked if video footage became available, should it be posted
on the Town web site? The consensus was if video was available, it should be posted, and the sheriff’s
department notified. Discussion on ways to prevent such occurrences followed, but no good solutions
were approved. No further Commission action was taken.
4) Rec Updates – Rec Director Bruce Kyes distributed and explained a report summarizing the 2024
youth rec season. The report covered the growth of the soccer program, the participation of neighboring
communities’ teams, the improvements made to Lafayette facilities, and suggestions for correcting the on-
going issues with the rec building’s toilet rooms. He concluded by saying the Valley Sports Academy
would like to use Lafayette fields for soccer tournaments. No further Commission action was taken.
5) Veteran’s Memorial – Scott Faris thanked the Public Works crew for the efforts to keep the memorial
flags up to date, once any becomes worn-looking. No further Commission action was taken.
NEW BUSINESS
1) Sale of Town Land – The Town has received a request from Mr. Doug Miller, a resident in the LeMay
subdivision, to purchase a 40-acre parcel immediately east of the subdivision. Mr. Miller was present,
and explained his plan is to make the land available for his and other neighborhood kids to play in. Com-
missioners mentioned that, so far, no competing bids for the parcel have been sought, and that this might
be done to assure any sale would be at a competitive price, but if the parcel was not sold, it could possi-
bly be developed by the Town in the future as a recreational site for everyone, with access available from
the newly extended 64th Ave. Following discussion, a motion recommending the Town Board refrain from
selling this parcel at this time due to the possibility of future public rec use was made by Scott Faris / Sue
Lane; motion passed by unanimous voice vote.
