Town of Wheaton Parks Commission Meeting Minutes Tuesday, June 30, 2026 Wheaton Town Hall 4975 County Highway T Chippewa Falls, WI 54729 1. Affidavit of Notice of Meeting per Wisconsin Statute 19.84 2. Ken Books called the meeting to order at 7:04 p.m. with the Pledge of Allegiance and a moment of silence. 3. Roll Call: Ken Books, Brandon Thatcher, Jenny Schutte, and Cesar Arauz 4. Consent Agenda: Approval of Agenda, Approval of April 28, 2026 and May 26, 2026 Meeting Minutes, and next Wheaton Parks Commission Meeting Date: July 28, 2026. Jenny moved to approve the consent agenda and minutes; Seconded by Ken. Motion passed. 5. Public Comments: None 6. Old Business a. Review/Discuss/Act on Park Donations ● No new park donations. 1 new brick donations. b. Review/Discuss/Act on Park Rentals ● 2026: 19 lower pavilion, 10 upper pavilion, 1 special event, and 1 ball field only rental ● 2027: 2 lower pavilion, 1 upper pavilion, 0 special event, and 0 ball field only rental ● Park rental surveys received to date were reviewed in the meeting. c. Review/Discuss/Act on Park Maintenance ● Reviewed the park maintenance list. ● Discussed history and options of handling park dead and down trees. Jenny will contact DNR for forestry resources to assist with assessing park forestry. d. Review/Discuss/Act on Adding Frisbee Disc Golf Course to Wheaton Park ● Cesar reported he is working on it. e. Review/Discuss on American Trails – Trails Capacity Grant Application #2 Update ● Reviewed grant application results. Town of Wheaton was not awarded the grant. f. Review/Discuss/Act on Park Rental Fee Structure and Fees to Start in 2027 ● Ken to update rental form with proposed changes. g. Review/Discuss/Act on Native Pollinator Patch at Wheaton Boat Landing Update ● Reviewed DNR approval and feedback. Maintenance plan updated to reflect mowing every 3 years in the spring. 7. New Business a. Review/Discuss/Act on Eagle Scout Project – Wheaton Park Bird Nesting Initiative by Kaden Books ● Kaden Books from Elk Mound BSA Troop 71 presented his project to the Parks Commission. He proposed creating a bird nesting initiative that would consist of 9 bird houses constructed of maintenance free materials and installed on a single green treated post to be placed in Wheaton Park in an area west of the sledding hill. Jenny moved to approve the Eagle Scout project as presented; Seconded by Brandon. Motion passed. Kaden will present his project to the town board at the July 14, 2026 meeting. 8. Set Potential Agenda Items for Next Meeting ● Park Donations, Park Rentals, Park Maintenance, Park Dead and Down Trees, Adding Frisbee Disc Golf Course to Wheaton Park, Park Rental Fee Structure and Fees to Start in 2027, Native Pollinator Patch at Wheaton Boat Landing Update 9.
