Minutes prepared by Jennifer Wright, Town Clerk **Pending board approval** Lake Holcombe Town Board Meeting Meeting Minutes September 16th, 2026 Call To Order: Meeting called to order by Guthman at 7:10 p.m. Affirmation of Public Notice – Town website, Post Office, Veteran’s Memorial Board Roll Call and Establish Quorum Present: Brian Guthman, Jeff Anders, David Staudacher. Others Present: Jennifer Wright, Brenda Cigan, Joy Dain and Don Schulze Pledge of Allegiance Minutes: Motion by Staudacher seconded by Anders to approve the minutes from August 19th, 2026, board meeting as presented. Motion carried. Treasurer Report: Presented by Cigan. Motion by Anders seconded by Staudacher to approve the Treasurer’s report. *Noted we received August Settlement from County Chairman’s Report (provided by Brian Guthman) 240th is paved, shouldering should be done in the next 1-2 weeks. Many phone calls about dogs. Someone installed a stop light on the Lake and land owners will retain a lawyer. Driveway permits are busy and the fee is helping offset the costs of labor. Received around 8 driveway permits in the last 30 days Public Comment: Staudacher discussed a request to have a meeting with the Town Board and the Veterans Committee to discuss Bell Tower and masonry work. Will discuss dates at a later time. Discussions: 1. Online Webforms & Payment Links — Discuss and possible motion on remaining online webforms and payment links for: Driveway Permit, Fireworks Permit (User and Seller), Sanitary User Application, and Class B Picnic License. Motion by Staudacher was seconded by Anders to add driveway permit and Sanitary User application as webforms. We will also add the fees to allow online payments for these two items. We will not move forward with Firework permits or Class B lics. Motion Carried 2. WEC Computer Grant — $1,800 grant. Discuss and motion on Clerk computer purchase, security upgrades, and cloud-based backup system. Motion by Anders was seconded by Staudacher to use the funds for Clerk Computer, security upgrades and cloud-based back up system. Motion Carried 3. 2026–2027 Pre-Pay Propane Agreement – tabled per request of B. Guthman – wants to review pricing 4. Chippewa Humane Association 2027 Contract Minutes prepared by Jennifer Wright, Town Clerk **Pending board approval** Motion by Anders was seconded by Staudacher to approve the 2027 Contract. Motion Carried 5. Electrical Conduit Under 304th Ave —3' electrical conduit (B. Zach) Motion by Staudacher was seconded by Anders to approve the electrical conduit for property owner. B. Guthman will contact B. Zach. Motion Carried 6. Discussion about dog ordinances – Brian went down to Chippewa County and spoke to the Sherriff’s dept. There is a lot of costs associated with enforcing ordinances that the town has to pay for. Motion by Staudacher was seconded by Anders to not pursue a dog ordinance at this time due to costs for town. Motion Carried 7. Set date for Budget meetings and public hearings Motion by Anders was seconded by Staudacher to schedule for Oct 16th at 4:30pm. Motion Carried 8. Clerk’s Report Review and/or approve licenses and permits: • Building Permit(s) 28727 295th Ave, 28604 263rd St, 28679 264th St • Operator License(s) NONE 9. Approve bills Motion by Staudacher was seconded by Anders to approve bills as presented. Motion Carried. Adjourn Motion by Anders was seconded by Staudacher to adjourn at 7:52 p.m. Motion Carried.
