Present: Todd Bjerstedt , Holly Jones, Laurie Larsen, Jacqueline Niccum , Angela Whitaker Absent: None Also Present: Peggy Chukel-Executive Director , Sam VanSomeren-Asst. Executive Director ACTION ITEMS 1. Review and Approve February Minutes M/S/C: JN/LL 2. Review and Approve February, March, & April Bills M/S/C: LL/AW Items of note for February & March were listed in the MEMO Items of note for April: None 3. Review and Approve March Budget Report M/S/C: LL/AW PC noted that the utility budgets for Oakpark were significantly over budget, and if it continued, she would review and report at a future board meeting. 4. Review and Approve Windmill deck bids M/S/C: LL/AW 3 comparable bids were presented, and Bear Roofing & Exteriors bid was approved. Windmill Place will get a loan from Management to pay for deck replacement. 5. Review and Approve 2026-2027 Budgets for HUD & RD M/S/C: HJ/JN PC presented the proposed budget for 2026-2027. For YE June 2026, EW & 4-Plex will end the year with negative balances due to RD ’s prior years subsidy error. We have requested a significant rent increase for 2026-2027 to end the year with a positive balance. REPORTS Vacancy: Riverview Manor has 3 vacancies that should be filled by end of April. ANY OTHER BUSINESS THAT MAY PROPERLY COME BEFORE THE BOARD: DISCUSSION ITEMS : 1. 431 N 2 nd St: SV hired Do It All Handyman Services to complete the necessary repairs and get the units ready for re-rental. Units should be ready by end of April. 2. 607 N Main: SV hired Do It All Handyman Services to complete all necessary repairs and replace carpet throughout unit. PC shared this will be the last time RFHA fixes up the unit at no charge, future repairs due to damage cause d by the tenant will be made at tenants expense. Review and Approve 2026 Wage Increases Attachment 3 REPORTS Vacancy: 2 extended vacancies at Riverview Manor due to move-ins backing out last minute. ANY OTHER BUSINESS THAT MAY PROPERLY COME BEFORE THE BOARD : DISCUSSION ITEMS: 3. Windmill Decks: SV met with Joel from Bear Exteriors. Construction should start in the next few months. 4. Concrete Ramp at RVM: After years of patching holes and cracks in the ramp at the south entrance of RVM, we are going to replace the ramp. 5.
