CITY OF RIVER FALLS UTILITY ADVISORY BOARD MEETING MINUTES APRIL 20, 2026 The meeting was called to order by Utility Advisory Board (UAB) Chair Chris Lick at 6:30 p.m. The pledge of allegiance was said. Utility Advisory Board Present: Josh Amundsen, Amber Bjork, Mike Gardner, Mark Klecker, Chris Lick, Scott Morrissette and Tim Thum Staff Present: Utility Director Kevin Westhuis; Public Works Manager Erica Ellefson; Electric Operations Superintendent Wayne Siverling; Lead Journeyman Lineworker Dan Treichel; Executive Assistant Lanae Nelson; and IT Specialist Jonathan Thoen Approval of Minutes: Meeting Minutes: 02-23-2023 MSC Amundsen/Bjork approved minutes. Unanimous. PUBLIC COMMENTS: Joel Donna, 109 S. 6th Street spoke on appreciation of the utilities servicing the city, tree trimming and the utility rebate programs. Patricia LaRue, 489 Marcella Court thanked Scott Morrissette for his service on the City Council and Utility Advisory Board. NEW BUSINESS: Resolution 2026-03 Recommending Purchase Approval of a Telehandler Forklift Utility Director Westhuis introduced Electric Operations Superintendent Wayne Siverling and Lead Journeyman Lineworker Dan Treichel who presented the need of a Telehandler Forklift by multiple departments for loading equipment and material across various construction projects. The 2026 Gehl TH5-19 telehandler and accessories from Northland Farm Systems, through a cooperative purchasing contract with Sourcewell, is in the amount of $65,500. MSC Amundsen/Gardner moved to approve the resolution. As there was no further discussion, UAB Chair Lick asked for a vote. The resolution passed unanimously. REPORTS: Finance Report Ellefson reviewed the financials that were included in the packet. Utility Dashboards Westhuis reviewed the dashboards. Monthly Report The utility reports for March 2026 were included in the packet. Utility Director’s Report Westhuis provided an update on Wastewater Treatment Plant Biosolids Dryer construction Project. Water/Wastewater Superintendent Bradley Vick started last week. The moratorium ended April 15. Electric Department received the 2025 American Public Power Association Safety Awards of Excellence - Diamond Level Designation. National Lineman Appreciation Day was April 18. WPPI Energy 2026 Regional Power Dinner is May 27 at Wilson Creek Inn in Menomonie. Spring Cleanup is May 18-23 at the City Public Works Garage. Westhuis thanked Alderperson at Large Scott Morrissette for his dedicated years of service to the City of River Falls, Council and being the council representative on the UAB from 2019-2022 and 2025-2026.
