APPROVAL OF MINUTES: March 10, 2026 meeting minutes MSC Bjork/Morrissette to approve the minutes. Unanimous. APPROVAL OF BILLS: MSC Bjork/Page moved to approve the bills. Unanimous. Mayor Toland changed the agenda order to recognize the UWRF Women’s Hockey team for winning their third straight title. Mayor Toland read the proclamation PUBLIC COMMENT, PETITIONS, REQUESTS AND COMMUNICATIONS: Patricia La Rue – La Rue thanked Mayor Toland for his leadership during the pandemic and support of election officials with the purchase of Badger Books. Mayor Toland recognized Jeff Bjork for his years of service and commitment to the City of River Falls. Mayor Toland recognized Scott Morrissette for his years of service and commitment to the City of River Falls. Council President Morrissette recognized Dan Toland for his years of service and commitment to the City of River Falls ANNOUNCEMENTS: Parks and Recreation Advisory Board Appointment Eli Guthrie through May 2028 MSC Morrissette/Bjersted to approve the mayor’s appointments. Unanimous. Arbor Day Proclamation Councilmember Odeen read the Arbor Day Proclamation REPORTS: Administrator’s Report Administrator Simpson thanked the outgoing council members for their leadership, guidance and support. Mayor’s Good News Report Mayor Toland reminded everyone that Earth Fest is this weekend and encouraged people to participate Councilmember Morrissette provided a message of appreciation to the community, staff and fellow councilmembers.
