Staff contacted the Wisconsin Department of Natural Resources (DNR) regarding the City's authority and the process of considering an expanded slow-no- wake area. The DNR's boating ordinance guidance confirms that cities may adopt local boating regulations in the interest of public health, safety, or welfare, including the preservation of natural resources. Local ordinances may include speed restrictions and restrictions on boating activities within specified portions of a river or stream. Any ordinance would need to be consistent with existing St. Croix River regulations under Wis. Admin. Code § NR 5.33 and other applicable state and federal laws. Alderperson Sorenson asked if Minnesota enforced their side of the waterway. Chief Michaels stated that yes, their water patrol enforces the no-wake zone and boating regulations, as well as Pierce County, the DNR, and Washington County. Alderperson Bettis asked why the city would be responsible for enforcing the 300-yard no-wake extension if we are not responsible for enforcement now. Wolf stated that we are not really moving anything; we would be enacting a new ordinance to the existing federal regulation. The city would need to work with the WI DNR to see what enforcement the city would be mandated to handle. Alderperson Ruona asked staff to contact the WI DNR and Army Corp. of Engineers to determine whether they could prepare a condition report and whether they would be willing to enforce a new no-wake zone. No action taken at this time to give staff time to discuss the matters with the WI DNR and Army Corp. of Engineers. 3. Approval of 5’ Wide Utility Easement Between the City of Prescott and T-Mobile City Administrator Matt Wolf stated that the city currently leases space at the city’s water tower property located at 2000 Tower Street North, also known as 769 Dexter Street, for telecommunications equipment. An original Site Lease Agreement with Sprint Spectrum was entered into in 2000. T-Mobile merged with Sprint Spectrum in 2020. The agreement provides for telecommunications facilities on and adjacent to the city’s water tower. The lease has subsequently been amended as the telecommunications equipment at the site has been modified and upgraded. T- Mobile, through its agent Concordia Wireless, Inc., has requested approval of a new utility easement associated with upgrading its existing telecommunications facilities. To accommodate the fiber installation, T-Mobile is requesting the city grant a 5-foot- wide utility easement across a portion of the city property. The requested easement would allow T-Mobile to install, operate, maintain, repair, and ultimately remove fiber, conduit, and related equipment. The agreement provides for a term that will coincide with the term of the existing lease, including amendments, ensuring that the city is not granting permanent utility rights. Otwell/Bettis motioned to approve the 5’ Wide Utility Easement Between the City of Prescott and T-Mobile. There was no further discussion on the motion. Motion passed without a negative voice vote. 4. Resolution 44-26 Approving Traffic Control Changes on Borner Street City Administrator Matt Wolf presented a proposal to designate the west side of Borner Street, from St. Croix Street to James Street, as no parking. The proposal was discussed at the September 14, 2026, Health and Safety Committee meeting, where the Committee voted 3-0 by a voice vote to forward the matter to the City Council. Currently, the west side of Borner Street is designated as three-hour parking. Initially, it was designated as such to prevent long-term parking during sporting events. With the development of ball fields on Dexter Street, the demand for event- related parking on Borner Street has been reduced, resulting in fewer issues with vehicles being parked for extended periods of time. At the same time, the city has observed increased use of on-street parking along Borner Street by residents and guests of the Prescott Heights Apartments. The proposal to remove the three-hour parking on the west side of Borner Street would make parking on the west side subject to the same general on-street parking regulations that apply anywhere else in the city. The east side of Borner would remain designated as no parking. Ruona/Otwell motioned to approve Resolution 44-26 Approving Traffic Control Changes on Borner Street. Alderperson Otwell asked if the tenants at the apartment buildings on Borner Street had other parking arrangements. Wolf stated that they do. There was no further discussion on the motion. Motion passed without a negative voice vote. 5. Resolution 45-26 Approving a State/Municipal Agreement with the Wisconsin Department of Transportation for the Prescott US Highway 10 and State Highway 35 Bike/Pedestrian Transportation Alternatives Program Project City Administrator Matt Wolf informed the Council that the city has been awarded Transportation Alternatives Program (TAP) funding through the Wisconsin Department of Transportation (WisDOT) for pedestrian improvements along U.S. Highway 10. The current project includes a bicycle/pedestrian bridge over U.S. Highway 10; multi-use trail and sidewalk connections along Orrin Road, Campbell Street, St. Croix Street, Borner Street, Pine Street, Henry Street, and Filkins Street; and the proposed closure of Orrin Road east of Campbell Street. The project developed through the city’s 2025 TAP planning work and the concept plan approved by the Council. WisDOT notified the city that TAP funding was available for the construction phase only and that design costs would need to be funded entirely by the city. At the May 27, 2026, Council workshop, the Council agreed to proceed with the construction-only TAP award and to incorporate the funding into the 2026A borrowing. WisDOT has provided the city with a State/Municipal Agreement (SMA) for Council’s approval. If the Council approves the SMA, staff will bring forward a separate design agreement with Cedar Corporation for consideration. Ruona/Otwell motioned to approve Resolution 45-26 Approving a State/Municipal Agreement with the Wisconsin Department of Transportation for the Prescott US Highway 10 and State Highway 35 Bike/Pedestrian Transportation Alternative Program Project. There was no further discussion on the motion. Motion passed without a negative voice vote. 7. OTHER BUSINESS There was no other business. 8. CLOSED SESSION 1. ADJOURNMENT Sorenson/Ruona motioned to adjourn the Council meeting at 7:10 p.m. There was no discussion on the motion. The motion passed without a negative voice vote. Respectfully Submitted, Rashel Temmers Rashel Temmers Clerk October 7, 2026, Finance Committee Meeting Meeting Minutes Pursuant to due call and notice thereof, a meeting of the Finance Committee was held on Wednesday, October 7, 2026, in the Prescott Municipal Building, 800 Borner St., Prescott, WI 54021 1. Call to Order Mayor Gerke called the Finance Committee meeting to order on Wednesday, October 7, 2026, at 4:06 p.m. 2. Roll Call Committee present: Chair Mayor Gerke, Councilmember Sorenson, Councilmember Bettis, Councilmember Hintz, Councilmember Granquist, Councilmember Ruona, and Councilmember Otwell. Committee members absent: None Staff present: City Administrator, Matt Wolf and City Treasurer, Beth Lansing 3. 2027 Budget City Treasurer Lansing reviewed the budgets for the City’s Utility Funds including Water, Sewer, and Storm. Currently the Storm Water Fund is showing a negative annual balance with depreciation. The Finance Committee requested that in 2027 that staff determine a long-term plan for the fund to be considered as part of the 2028 Budget. The Committee moved up the Fire & EMS budget for discussion with Fire Chief Chad Johnson present. Overall, the City will see a .16% increase to the budget due to new revenues. City Treasurer Lansing presented the Public Works and Parks budget for 2027. Discussion was had on combining the Freedom Park budget into the Parks budget, since Freedom Park is a City park. After discussion staff will combine the two but leave budget lines within the Parks budget to account for the Freedom Park building costs. Committee Member Ruona questioned if the City should keep the Eco. Weed Control expense of $2,000. She asked staff to send her the specific product that the City has been using in the past. Library Director Carissa Langer was present for the discussion regarding the 2027 Library Department Budget. City Treasurer Lansing presented that the Library is seeing an increase in Act 150 Revenue so overall the City portion of the library funding is remaining the same. However, the increase to Act 150 revenue is still pending final Pierce County Board approval. Police Chief Eric Michaels was present for the discussion regarding the 2027 Police Department Budget. City Treasurer Lansing presented the department’s budget. City Administrator Wolf gave an update on the City’s contract with the Prescott Professional Police Union that will be up for contract negotiations in 2027 for 2028. City Treasurer Lansing presented the Debt Service, Court, Administration, General Fund Revenues, Capital Projects, and TIF Districts. 4. Review and Discussion on Long-Term Capital Needs a) Roads and Future Replacement Plans City Administrator Wolf presented on the City Streets replaced in the last 5 years and how they were financed. He also presented on the streets that are currently rated 4 or below out of 10. Currently the City has 58% of these streets to be repaired next year through overlay projects. The remaining 44% do not have a plan for replacement. The Finance Committee requested that staff wait until we get updated pricing as part of the 2027 projects for street repairs. Then use those figures to create a plan for financing replacing the streets at a rating of 4 or below. b) Building Improvements – Future Financial Impact Estimates At the most recent Finance Committee meeting, Cedar Corporation presented updated concepts for a proposed municipal building project consisting of a new Police Department building connected to shared municipal space, City Hall, and a renovated Library. The conceptual plan also identified a potential location for a future Fire Hall, although the Fire Hall was not included in the initial building design. City Administrator Wolf presented two potential funding scenarios for consideration. Option 1 included construction and renovation of the Police Department, Library, City Hall, and shared municipal space at an estimated cost of $10,593,997. Option 2 included the same improvements as Option 1, with the addition of a new Fire Hall, bringing the estimated total project cost to $13,738,962. If the City elects to move forward with a municipal building project, construction would be anticipated in 2029, coinciding with the planned closure of Tax Incremental Districts (TIDs) #4 and #5. The tax impacts of the borrowing would then be in 2030 or 2031. City Treasurer Lansing presented the potential property tax impacts associated with financing each option, expressed as the estimated annual tax increase per $100,000 of assessed property value: Option 1 Option 1 w/ No TID Closing Option 2 Option 2 w/ No TID Closing +$91/$100,000 Value +$163/$100,000 Value +$129/$100,000 Value +$206/$100,000 The Finance Committee discussed the various scenarios. Committee Member Hintz made a motion to continue the building project based on the assumptions and funding in Option 2, Committee Member Granquist seconded. Motion passed without a negative voice vote. (7-to-0) 5. Review of Entire Budget, Levy, Mill Rate, Unfunded Needs Scenarios The Finance Committee reviewed the final proposal for the 2027 Budget, that showed an increase to the City’s mill rate of $.10 and increase in the City’s levy of $103,061.63 with approximately $58,134 coming from general property taxes. Additionally, City Treasurer Lansing recommended that the Freedom Park Fund be transferred to the Parks Improvement Fund for a total of $21,474. Committee Member Otwell made a motion to move forward with transferring the $21,474 in the Freedom Park Fund into the Parks Improvement Fund, Committee Member Ruona seconded. Motion passed without a negative voice vote (7-to-0). Committee Member Hintz made a motion to bring the 2027 Budget as presented to the City Council for a public hearing and official consideration of approval at the City Council meeting on November 9, 2026, Committee Member Bettis seconded. Motion passed without a negative voice vote (7-to-0). 6. Other Business None 7. Adjourn Committee Member Ruona made a motion to adjourn the meeting at 6:43 p.m., Committee Member Bettis seconded. A component of the development involved addressing an existing stormwater issue affecting the property. Stormwater runoff from approximately 700 feet of Dexter Street south of Jewell Street has historically drained onto the Walnut Circle property, creating drainage and erosion concerns. As part of the development, the City and developer worked on a stormwater plan that provides improvements benefiting both the Walnut Circle development and the existing Dexter Street drainage area. The approved stormwater improvements include underground storm sewer piping, a riprap-lined swale, and sedimentation and infiltration basins designed to manage runoff from both the new subdivision and the existing roadway drainage area on Dexter Street. In recognition of the broader public benefit of these improvements, as well as the substantial parkland dedication associated with the development, the Development Agreement provided that the City would reimburse Walnut Circle Development LLC up to $197,337 from the City's Stormwater Fund for eligible stormwater improvements. Resolution 16-26 specifically authorized the reimbursement subject to the developer submitting Figure 1 Picture of final stormwater pond as part of the Walnut Circle Development. documentation of eligible engineering and construction costs and verification of those costs by the City. At the time the Development Agreement was approved, the City was aware that the existing Storm Sewer Fund balance would not be sufficient to cover the full potential reimbursement. Rather than transferring funds in advance based upon the maximum authorized amount, staff recommended waiting until construction was substantially complete and the final eligible reimbursement amount could be determined. Discussion Walnut Circle Development LLC has now submitted its final documentation for the stormwater improvements. The developer's engineer has also certified that the stormwater facilities were constructed in substantial conformance with the approved plans dated March 12, 2026. Based upon the final quantities and eligible costs submitted by the developer, staff has calculated the City's reimbursement on the table below. The construction quantities reflected in the final payment documentation include the storm sewer pipe, catch basins, manholes, riprap, seeding, and erosion-control improvements incorporated into the City's reimbursement calculation. The developer also provided documentation of engineering services associated with the Walnut Circle project. The resulting $197,153 reimbursement is $184 below the $197,337 maximum amount previously authorized by the City Council. The City's Storm Sewer Fund currently has an estimated available balance of $115,202.84. Consequently, paying the $197,153 reimbursement entirely from the existing Storm Sewer Fund balance would result in a deficit of -$81,950.16 To avoid creating a negative Storm Sewer Fund balance, an interfund transfer is therefore suggested prior to making the reimbursement. The City's Sewer Fund currently has an estimated balance of $5,539,999.12. Staff is recommending transferring $197,153 from the Sewer Fund to the Storm Sewer Fund. This transfer does not increase the City's previously authorized financial commitment to Walnut Circle Development LLC. TOTAL AMOUNT DUE $ 19,645.00 To: Mayor and Council From: Luke Wiese, City Planner Matt Wolf, City Administrator Date: October 7th, 2026 Subject: The Collective Site Plan Review and Development Agreement Background Megan Langer of Prescott Lodging LLC has submitted a site plan for a new commercial development known as “The Collective” at 216 Broad St. The parcel was previously occupied by the restaurant “Lucille's”. The lot has remained vacant since it was purchased by new ownership in October of 2024. In accordance with the City’s site plan review process under §635-120, the Plan Commission reviewed the site plan on October 5, 2026, and recommended approval to the City Council by a 7-0 vote. The City Council is now being asked to take final action on the site plan. Discussion Zoning & Surrounding Land Use The proposed development is approximately 0.26 acres (PID 271011249800) and is located within the C-1 Central Commercial District. The C-1 District is established to delineate areas appropriate for commercial uses in and near the central business district or areas of similar compact development served or readily serviceable by public sewer and water. The Collective consists of a local retail space, a walk-up bar, and event and office space on the second floor. The development is consistent with the purpose of the district and the surrounding land uses. Direction Existing Use Zoning North City – Parking Lot C-1 Central Commercial East London Bridges LLC C-1 Central Commercial South Downtown Businesses C-1 Central Commercial West River City Sweets C-1 Central Commercial Setbacks The C-1 District has the following standards for setbacks: Standard Required (C-1) Proposed Notes Front Setback 0 ft 0 ft Compliant Side Setback 0 ft (fireproof) / 10 ft (non-fireproof) 15 ft Compliant Rear Setback 0 ft (fireproof) 10 ft (non-fireproof) > 10 ft Compliant Maximum Building Height 35 ft 32 ft Compliant Parking and Loading (§§ 635-54 and 635-55) Under §635-55, parcels within the C-1 Central Commercial District are exempt from minimum off-street parking requirements. The Collective proposes 8 off-street parking spaces on private property with vehicular access from the rear alley. Loading and deliveries will also be handled from the rear alley. Pedestrian access is provided from Broad Street. Architectural Standards (§ 635-80) City Code § 635-80 requires new commercial development to meet minimum architectural design standards and conform to surrounding development patterns. Based on the submitted concepts and renderings, the proposal is consistent with the ordinance. Primary exterior materials include LP siding. No trash or recycling containers are proposed on the site. Rooftop and exterior mechanical equipment shall be screened from public view in accordance with City standards. Landscape Standards (§§ 635-107 and 635-109) Commercial development is subject to the L-2 Landscape Standard. Under § 635-109, the L-2 plant material requirements do not apply where the applicable landscape area is located entirely within 15 feet of a building. The building-adjacent landscape area meets this exception. Landscaping is also proposed along the rear parking area and will be installed and maintained in accordance with applicable parking-area landscaping requirements. No garbage containers are currently proposed on the site. If such containers are added in the future, they shall be located and screened from public view in accordance with §§635-80 and 635-107 and maintained so as not to create an odor or other public nuisance. Exterior Lighting (§§ 635-55 and 635-75) The site plan does not include an exterior lighting plan. Any exterior lighting installed as part of the development shall comply with §§ 635-55 and 635-75. Parking-area lighting shall be directed away from adjacent properties and public streets and shall not exceed three footcandles measured at the lot line. Stormwater Management The City Engineer reviewed the submitted stormwater calculations and found the proposed stormwater approach acceptable. Runoff will increase due to additional paved area, but the increases are relatively small in absolute terms. Matching existing runoff rates would require an underground storage system, which is not recommended due to the proximity of the proposed building and basement. Runoff directed toward the alley will be collected and conveyed through the proposed storm sewer improvements. Utilities The proposed development will be served by existing municipal water and sanitary sewer infrastructure. The developer intends to connect to the existing water and sanitary sewer services at the curb stop location and extend those services into the new building. Adjacent Property Improvements The proposed site plan includes improvements located on the adjoining property at 206 Broad Street to the east, owned by London Bridges LLC. These improvements include landscaping, a privacy fence, and a retaining wall. Because these improvements are associated with the development at 216 Broad Street but are located on the adjoining property, a shared maintenance agreement will be required between Prescott Lodging LLC and London Bridges LLC addressing the ongoing maintenance, repair, replacement, and responsibility for the improvements. A fully executed copy of the shared maintenance agreement must be provided to and accepted by the City prior to issuance of a building permit. If the parties are unable to execute the agreement, the developer would be required to revise the site plan to relocate or remove the improvements from the adjoining property. Any revised site plan would be reviewed by City staff to determine whether the changes constitute a substantial modification requiring additional Plan Commission and Common Council review. Alleyway Improvements As part of the project, public improvements are proposed within the alley immediately north of the site, including storm sewer piping, catch basins, excavation, and pavement restoration. The public improvement plans are subject to review and approval by the City Engineer. The improvements will be constructed by the developer under a separate Development Agreement with the City. The City will reimburse the developer for eligible portions of the public storm sewer and alley work following completion and City acceptance, subject to the terms and limitations of the agreement. Development Agreement – Public Stormwater Improvements As part of development at 216 Broad Street, the City has negotiated a Development Agreement with Prescott Lodging LLC for public stormwater improvements within the alley north of the property. These improvements are necessary to accommodate the proposed development while providing long-term benefits to the City's downtown stormwater infrastructure. Under the agreement, the developer will construct the public improvements, with the City reimbursing eligible costs through its Stormwater Fund following completion and formal acceptance. The estimated cost of the public improvements is $62,813, including a construction contingency, as identified in the City Engineer's Opinion of Probable Project Cost. The Development Agreement establishes a maximum City reimbursement of $81,656.90, representing 130% of the estimated cost. Eligible reimbursement expenses include storm sewer piping, catch basins, excavation, aggregate base restoration, concrete curb and gutter, and pavement restoration between storm manhole STM MH 100 and catch basin CB 102. The City will also be responsible for initial pavement removal and City inspection expenses. The developer's private storm sewer improvements are estimated at $5,037 and are not subject to the City's reimbursement of the proposed Development Agreement. Coordinating these improvements with private development allows the City to improve public stormwater infrastructure without undertaking a separate construction project. The project overall supports improved drainage conditions within the public alley, while at the same time supporting economic development along Broad Street. For the 216 Broad Street property, the improvements will provide necessary stormwater management to accommodate the new building, parking areas, and site grading. The project will also support redevelopment of a vacant downtown property into a two-story commercial building. Key Provisions of the Development Agreement 1. Construction: The developer is responsible for constructing the improvements according to plans approved by the City Engineer, with completion required by June 1, 2027. 2. Financial Security: The developer must provide a letter of credit or performance bond equal to 120% of outstanding public improvement and erosion control costs, subject to the agreement's reduction provisions. 3. City Oversight: Improvements are subject to City inspection and must receive formal Common Council acceptance before reimbursement. 4. Reimbursement: City reimbursement is limited to eligible public improvement costs, not to exceed $81,656.90. Payment will occur within 30 days following City review and acceptance of itemized contractor invoices, provided agreement requirements are satisfied. 5. Warranty: The developer is responsible for maintenance until City acceptance and must provide a 14-month warranty against defects in materials and workmanship. The developer has agreed to the general terms of the Development Agreement in principle but may request minor revisions. The City Council is being asked to approve the Development Agreement substantially in its current form, with any remaining minor revisions subject to review and approval by the City Attorney. Provided the revisions do not materially alter the City's financial obligations or other substantive provisions of the agreement, the Mayor and City Clerk would be authorized to execute the final agreement without further Council action. Any material changes would require additional City Council review and approval. Finally, the City’s Stormwater Fund currently maintains a limited fund balance ($115,203) and continues to face challenges with revenues keeping pace with expenditures. City staff plans to review the fund’s financial condition in 2027 and discuss potential strategies to ensure its long- term financial sustainability. Given these financial constraints, and consistent with the approach taken for the Walnut Circle improvements, staff will bring the final reimbursement costs back to the City Council for consideration of a transfer of funds to the Stormwater Fund once the total project expenses have been determined. Contractor shall be responsible for all fees pertaining to this permit. The SWPPP shall be kept onsite at all times. 2. Install temporary erosion control measures (inlet protection, silt fence, and rock construction entrances) prior to beginning any excavation or demolition work at the site. 3. Erosion control measures shown on the erosion control plan are the absolute minimum. The contractor shall install temporary earth dikes, sediment traps or basins, additional siltation fencing, and/or disk the soil parallel to the contours as deemed necessary to further control erosion. All changes shall be recorded in the SWPPP. 4. All construction site entrances shall be surfaced with crushed rock across the entire width of the entrance and from the entrance to a point 50' into the construction zone as necessary. 5. The toe of the silt fence shall be trenched in a minimum of 6”. The trench backfill shall be compacted with a vibratory plate compactor. 6. All grading operations shall be conducted in a manner to minimize the potential for site erosion. Sediment control practices must be established on all down gradient perimeters before any up gradient land disturbing activities begin. 7. All exposed soil areas must be stabilized as soon as possible to limit soil erosion but in no case later than 14 days after the construction activity in that portion of the site has temporarily or permanently ceased. Temporary stockpiles without significant silt, clay or organic components (e.g., clean aggregate stockpiles, demolition concrete stockpiles, sand stockpiles) and the constructed base components of roads, parking lots and similar surfaces are exempt from this requirement. EROSION CONTROL NOTES 8. The normal wetted perimeter of any temporary or permanent drainage ditch or swale that drains water from any portion of the construction site, or diverts water around the site, must be stabilized within 200 lineal feet from the property edge, or from the point of discharge into any surface water. Stabilization of the last 200 lineal feet must be completed within 24 hours after connecting to a surface water. Stabilization of the remaining portions of any temporary or permanent ditches or swales must be complete within 14 days after connecting to a surface water and construction in that portion of the ditch has temporarily or permanently ceased. 9. In areas where concentrated flows occur (such as swales and areas in front of storm catch basins and intakes) the erosion control facilities shall be backed by stabilization structure to protect those facilities from the concentrated flows. 10. Inspect the construction site once every seven days during active construction and within 24 hours after a rainfall event greater than 0.5 inches in 24 hours. All inspections shall be recorded in the SWPPP. 11. All BMPs must be repaired, replaced, or supplemented when they become nonfunctional or the sediment reaches 1/3 of the capacity of the BMP. These repairs must be made within 24 hours of discovery, or as soon as field conditions allow access. All repairs shall be recorded in the SWPPP. 12. If sediment escapes the construction site, off-site accumulations of sediment must be removed in a manner and at a frequency sufficient to minimize off-site impacts. 13. All soils tracked onto pavement shall be removed daily. 14. All infiltration areas must be inspected to ensure that no sediment from ongoing construction activity is reaching the infiltration area and these areas are protected from compaction due to construction equipment driving across the infiltration area. 15. Temporary soil stockpiles must have silt fence or other effective sediment controls, and cannot be placed in surface waters, including stormwater conveyances such as curb and gutter systems, or conduits and ditches unless there is a bypass in place for the stormwater. 16. Collected sediment, asphalt and concrete millings, floating debris, paper, plastic, fabric, construction and demolition debris and other wastes must be disposed of properly and must comply with WDNR disposal requirements. 17. Oil, gasoline, paint and any hazardous substances must be properly stored, including secondary containment, to prevent spills, leaks or other discharge. Restricted access to storage areas must be provided to prevent vandalism. Storage and disposal of hazardous waste must be in compliance with WDNR regulations. 18. External washing of trucks and other construction vehicles must be limited to a defined area of the site. Runoff must be contained and waste properly disposed of. No engine degreasing is allowed onsite. 19. All liquid and solid wastes generated by concrete washout operations must be contained in a leak-proof containment facility or impermeable liner. A compacted clay liner that does not allow washout liquids to enter ground water is considered an impermeable liner. The liquid and solid wastes must not contact the ground, and there must not be runoff from the concrete washout operations or areas. Liquid and solid wastes must be disposed of properly and in compliance with WDNR regulations. A sign must be installed adjacent to each washout facility to inform concrete equipment operators to utilize the proper facilities. 20. Upon completion of the project and stabilization of all graded areas, all temporary erosion control facilities (silt fences, hay bales, etc.) shall be removed from the site. 21. All permanent sedimentation basins must be restored to their design condition immediately following stabilization of the site. 22. Gerke, Mayor Attest: ________________________________ Rashel Temmers, City Clerk To: Mayor and City Council From: Eric Michaels, Police Chief Date: October 8, 2026 Subject: Prescott Law Enforcement Reimbursement Agreement Background The City of Prescott currently has one opening for a Police Officer after the departure of Officer Zoey Nawrot. In a 2023 City Council meeting it was approved to use Law Enforcement Reimbursement Agreements to sponsor candidates through basic law enforcement training. A sponsored candidate would be paid to go through basic law enforcement training at the expense of the City. I have discussed with other communities, and they are paying sponsored candidates the starting wage per their union contracts. Currently that wage for the City of Prescott would be $30.89 per hour for 2026 for a total commitment of $22,240 over 720 hours. The candidates would be committing to three years or 36 months of employment and if they left early they would have to reimburse the City of Prescott expenses that include: a. Background investigation b. Medical, Psychiatric, Drug-screening and other Employment-Related examinations c. Uniforms and Equipment issued by the City. d. Law Enforcement Training expenses including travel, meals, lodging, and mileage e. Salary paid to others during Basic Law Enforcement Training and Field Training sessions. The reimbursement rate would be based on months of service to the City based on the following: a. From the first date of employment through eighteen full months after the date of hire: the Full Reimbursement Amount b. After eighteen full months from the first date of employment through twenty -four full months from the first date of employment: 67% of the Reimbursement Amount c. After twenty-four full months from the first date of employment through thirty-six full months from the first date of employment: 33% of the Reimbursement Amount d. After thirty-six full months from the date of hire: No reimbursement required In total the City estimates that we would be investing about $17,000 into the officer between training, equipment, and other hiring expenses. However, a large portion of those funds would be reimbursed by the State of Wisconsin once the candidate successfully completes their basic law enforcement training. The $17,000 is separate from the $22,240 that the City would be paying the employee in wages during the training period, which are not reimbursable per the agreement. Discussion The Police Commission has interviewed a candidate that they have recommended for hire but will need to complete basic law enforcement training, which starts in January of 2027. The candidate being considered, Conor Mestemacher, has agreed and signed the Prescott Law Enforcement Reimbursement Agreement. After successful completion of the Basic Law Enforcement Training Program, the candidate is expected to start work in the City in May of 2027. The City has sponsored two candidates successfully though the academy. Both candidates have remained with the Prescott Police Department. Those officers are Jacob Wiesbrich, and Caleb Place. Recommendation Approve the Law Enforcement Reimbursement Agreement between the City of Prescott and Candidate Conor Mestemacher. Attachments 1.
