Planning Commission Meeting Minutes August 3rd, 2026 Pursuant to due call and notice thereof, a meeting of the Planning Commission was held on August 3rd, 2026, at the Municipal Building, 800 Borner Street, Prescott, Wisconsin 54021. The meeting was called to order at 6:00 PM Commission Present: Mayor Mike Gerke, Steve Most, Josh Gergen, Kate Otto, Joel Reis Commission Absent: Bailey Ruona, Dave Hovel Staff Present: City Administrator Matt Wolf, City Planner Luke Wiese Others Present: Maria Reis of 1855 Jewell Street 1. Approve minutes for July 8th, 2026 Commissioner Most motioned to approve the minutes, Gergen seconded; motion passed without a negative voice (5-0). 2. Public hearing – Amendments to City Code Chapter 635-Zoning City Administrator Matt Wolf presented the proposed amendments to City Code Chapter 635, Zoning. The amendments remove certain conditional uses from the C-1 and industrial districts, add accessory dwelling units as a conditional use in the R-5 Single-Family Residential District, and revise accessory structure provisions in the residential districts to align with § 635-87. Commissioner Gergen motioned to open the public hearing, Reis seconded, motion passed without a negative (5-0). There were no comments. Commissioner Gergen motioned to close the public hearing, Most seconded; motion passed without a negative voice (5-0). Commissioner Gergen motioned to recommend Ordinance 05-26, An Ordinance to Amend City Ordinance, Chapter 635-Zoning, to City Council for approval. Otto seconded; motion passed without a negative voice (5-0). 3. Jewell Street Certified Survey Map Concept Review City Administrator Wolf presented the Jewell Street Certified Survey Map concept. The City owns PID 271-01178-0200 at the eastern end of Jewell Street. The existing right-of-way ends before a gravel area and dip that is experiencing drainage and washout issues. The school district has agreed to transfer approximately 100 feet of right-of-way to the City through a Certified Survey Map. The concept also includes a 12-foot trail right-of-way along the western side of the City-owned parcel. The CSM would provide legal access to PID 271- 01178-0200 and preserve the ability to extend Jewell Street in the future. It would not require the City to immediately construct the street extension. Mayor Mike Gerke asked whether the City would pay the school district for the land. Wolf said discussions have included providing the school district with 10% of the proceeds from the future sale of PID 271-01178-0200. Commissioner Gergen asked whether the sale proceeds would be enough to extend the street. Wolf said the City would need to determine the location of the water and sewer utilities before developing an appropriate cost estimate. Commissioner Most asked whether there was an active buyer for PID 271-01178-0200. Wolf said there was not. Maria Reis of 1855 Jewell Street stated that she supports extending the road and believes the City would recover the cost over time through property taxes from the new lot. Commissioner Most motioned to recommend that the City proceed with obtaining a CSM and bring the completed CSM back through the required approval process. Otto seconded; motion passed without a negative voice (4-0-1, Reis abstained). Commissioner Otto motioned to adjourn. Gergen seconded; motion passed without a negative voice vote (5-0). The meeting was adjourned at 6:15 PM. The next Plan Commission meeting will be held on Tuesday, September 8th, 2026, at 6:00 PM at Prescott City Hall. Respectfully Submitted, Luke Wiese Planner To: Plan Commission From: Luke Wiese, City Planner Date: October 1st, 2026 Subject: The Collective Site Plan Review Background Megan Langer of Prescott Lodging LLC has submitted a site plan for a new commercial development known as “The Collective” at 216 Broad St. The parcel was previously occupied by the restaurant “Lucille's”. The lot has remained vacant since it was purchased by new ownership in October of 2024. In accordance with the City’s site plan review process under §635-120, site plan applications are reviewed by the Plan Commission and forwarded to the City Council for final action. Discussion Zoning & Surrounding Land Use The proposed development is approximately 0.26 acres (PID 271011249800) and is located within the C-1 Central Commercial District. The C-1 District is established to delineate areas appropriate for commercial uses in and near the central business district or areas of similar compact development served or readily serviceable by public sewer and water. The Collective consists of a local retail space, a walk-up bar, and event and office space on the second floor. The development is consistent with the purpose of the district and the surrounding land uses. Direction Existing Use Zoning North City – Parking Lot C-1 Central Commercial East London Bridges LLC C-1 Central Commercial South Downtown Businesses C-1 Central Commercial West River City Sweets C-1 Central Commercial Setbacks The C-1 District has the following standards for setbacks: Standard Required (C-1) Proposed Notes Front Setback 0 ft 0 ft Compliant Side Setback 0 ft (fireproof) / 10 ft (non-fireproof) 15 ft Compliant Rear Setback 0 ft (fireproof) 10 ft (non-fireproof) > 10 ft Compliant Maximum Building Height 35 ft 32 ft Compliant Parking and Loading (§§ 635-54 and 635-55) Under §635-55, parcels within the C-1 Central Commercial District are exempt from minimum off-street parking requirements. The Collective proposes 8 off-street parking spaces on private property with vehicular access from the rear alley. Loading and deliveries will also be handled from the rear alley. Pedestrian access is provided from Broad Street. Architectural Standards (§ 635-80) City Code § 635-80 requires new commercial development to meet minimum architectural design standards and conform to surrounding development patterns. Based on the submitted concepts and renderings, the proposal is consistent with the ordinance. Primary exterior materials include LP siding. No trash or recycling containers are proposed on the site. Rooftop and exterior mechanical equipment shall be screened from public view in accordance with City standards. Landscape Standards (§§ 635-107 and 635-109) Commercial development is subject to the L-2 Landscape Standard. Under § 635-109, the L-2 plant material requirements do not apply where the applicable landscape area is located entirely within 15 feet of a building. The building-adjacent landscape area meets this exception. Landscaping is also proposed along the rear parking area and will be installed and maintained in accordance with applicable parking-area landscaping requirements. No garbage containers are currently proposed on the site. If such containers are added in the future, they shall be located and screened from public view in accordance with §§635-80 and 635-107 and maintained so as not to create an odor or other public nuisance. Exterior Lighting (§§ 635-55 and 635-75) The site plan does not include an exterior lighting plan. Any exterior lighting installed as part of the development shall comply with §§ 635-55 and 635-75. Parking-area lighting shall be directed away from adjacent properties and public streets and shall not exceed three footcandles measured at the lot line. Stormwater Management The City Engineer reviewed the submitted stormwater calculations and found the proposed stormwater approach acceptable. Runoff will increase due to additional paved area, but the increases are relatively small in absolute terms. Matching existing runoff rates would require an underground storage system, which is not recommended due to the proximity of the proposed building and basement. Runoff directed toward the alley will be collected and conveyed through the proposed storm sewer improvements. Utilities The proposed development will be served by existing municipal water and sanitary sewer infrastructure. The developer intends to connect to the existing water and sanitary sewer services at the curb stop location and extend those services into the new building. Adjacent Property Improvements The approved site plan includes improvements located on the adjoining property at 206 Broad Street to the east, owned by London Bridges LLC. These improvements include landscaping, a privacy fence, and a retaining wall. Because these improvements are associated with the development at 216 Broad Street but are located on the adjoining property, a shared maintenance agreement will be required between Prescott Lodging LLC and London Bridges LLC addressing the ongoing maintenance, repair, replacement, and responsibility for the improvements. A fully executed copy of the shared maintenance agreement must be provided to and accepted by the City prior to issuance of a building permit. If the parties are unable to execute the agreement, the developer would be required to revise the site plan to relocate or remove the improvements from the adjoining property. Any revised site plan would be reviewed by City staff to determine whether the changes constitute a substantial modification requiring additional Plan Commission and Common Council review. Alleyway Improvements As part of the project, public improvements are proposed within the alley immediately north of the site, including storm sewer piping, catch basins, excavation, and pavement restoration. The public improvement plans are subject to review and approval by the City Engineer. The improvements will be constructed by the developer under a separate Development Agreement with the City. The City will reimburse the developer for eligible portions of the public storm sewer and alley work following completion and City acceptance, subject to the terms and limitations of the agreement. Contractor shall be responsible for all fees pertaining to this permit. The SWPPP shall be kept onsite at all times. 2. Install temporary erosion control measures (inlet protection, silt fence, and rock construction entrances) prior to beginning any excavation or demolition work at the site. 3. Erosion control measures shown on the erosion control plan are the absolute minimum. The contractor shall install temporary earth dikes, sediment traps or basins, additional siltation fencing, and/or disk the soil parallel to the contours as deemed necessary to further control erosion. All changes shall be recorded in the SWPPP. 4. All construction site entrances shall be surfaced with crushed rock across the entire width of the entrance and from the entrance to a point 50' into the construction zone as necessary. 5. The toe of the silt fence shall be trenched in a minimum of 6”. The trench backfill shall be compacted with a vibratory plate compactor. 6. All grading operations shall be conducted in a manner to minimize the potential for site erosion. Sediment control practices must be established on all down gradient perimeters before any up gradient land disturbing activities begin. 7. All exposed soil areas must be stabilized as soon as possible to limit soil erosion but in no case later than 14 days after the construction activity in that portion of the site has temporarily or permanently ceased. Temporary stockpiles without significant silt, clay or organic components (e.g., clean aggregate stockpiles, demolition concrete stockpiles, sand stockpiles) and the constructed base components of roads, parking lots and similar surfaces are exempt from this requirement. EROSION CONTROL NOTES 8. The normal wetted perimeter of any temporary or permanent drainage ditch or swale that drains water from any portion of the construction site, or diverts water around the site, must be stabilized within 200 lineal feet from the property edge, or from the point of discharge into any surface water. Stabilization of the last 200 lineal feet must be completed within 24 hours after connecting to a surface water. Stabilization of the remaining portions of any temporary or permanent ditches or swales must be complete within 14 days after connecting to a surface water and construction in that portion of the ditch has temporarily or permanently ceased. 9. In areas where concentrated flows occur (such as swales and areas in front of storm catch basins and intakes) the erosion control facilities shall be backed by stabilization structure to protect those facilities from the concentrated flows. 10. Inspect the construction site once every seven days during active construction and within 24 hours after a rainfall event greater than 0.5 inches in 24 hours. All inspections shall be recorded in the SWPPP. 11. All BMPs must be repaired, replaced, or supplemented when they become nonfunctional or the sediment reaches 1/3 of the capacity of the BMP. These repairs must be made within 24 hours of discovery, or as soon as field conditions allow access. All repairs shall be recorded in the SWPPP. 12. If sediment escapes the construction site, off-site accumulations of sediment must be removed in a manner and at a frequency sufficient to minimize off-site impacts. 13. All soils tracked onto pavement shall be removed daily. 14. All infiltration areas must be inspected to ensure that no sediment from ongoing construction activity is reaching the infiltration area and these areas are protected from compaction due to construction equipment driving across the infiltration area. 15. Temporary soil stockpiles must have silt fence or other effective sediment controls, and cannot be placed in surface waters, including stormwater conveyances such as curb and gutter systems, or conduits and ditches unless there is a bypass in place for the stormwater. 16. Collected sediment, asphalt and concrete millings, floating debris, paper, plastic, fabric, construction and demolition debris and other wastes must be disposed of properly and must comply with WDNR disposal requirements. 17. Oil, gasoline, paint and any hazardous substances must be properly stored, including secondary containment, to prevent spills, leaks or other discharge. Restricted access to storage areas must be provided to prevent vandalism. Storage and disposal of hazardous waste must be in compliance with WDNR regulations. 18. External washing of trucks and other construction vehicles must be limited to a defined area of the site. Runoff must be contained and waste properly disposed of. No engine degreasing is allowed onsite. 19. All liquid and solid wastes generated by concrete washout operations must be contained in a leak-proof containment facility or impermeable liner. A compacted clay liner that does not allow washout liquids to enter ground water is considered an impermeable liner. The liquid and solid wastes must not contact the ground, and there must not be runoff from the concrete washout operations or areas. Liquid and solid wastes must be disposed of properly and in compliance with WDNR regulations. A sign must be installed adjacent to each washout facility to inform concrete equipment operators to utilize the proper facilities. 20. Upon completion of the project and stabilization of all graded areas, all temporary erosion control facilities (silt fences, hay bales, etc.) shall be removed from the site. 21. All permanent sedimentation basins must be restored to their design condition immediately following stabilization of the site. 22. Gerke, Mayor Attest: Rashel Temmers, City Clerk To: Plan Commission From: Luke Wiese, City Planner Date: September 24th, 2026 Subject: Jewell Street Extension CSM Background The City owns PID 271-01178-0200, located at the eastern end of Jewell Street and bordered by Prescott School District property on three sides. The City Council previously authorized an appraisal of the property after a developer expressed interest in purchasing the parcel for the construction of a single-family home. The appraisal valued the property at $102,000, based on the assumption that driveway and utility connections could be provided from Jewell Street. To provide legal access to the parcel and preserve the ability to extend Jewell Street in the future, the City has discussed acquiring additional right-of-way from the Prescott School District through a Certified Survey Map (CSM). The preliminary concept was reviewed by the Plan Commission in August, at which time the Commission recommended proceeding with preparation of the CSM. The completed CSM includes a 100-foot extension of the Jewell Street right-of-way and a 12-foot- wide public trail right-of-way. The proposed street extension would bring the right-of-way to the City-owned parcel and preserve access for its future sale and development. The CSM itself does not approve construction of the street extension. Discussion Extending the street in the future could also allow curb and gutter improvements to be extended at the existing end of Jewell Street, where washout has previously been identified as an issue. Approval of the CSM does not authorize construction of the street or commit the City to completing those improvements. Previous planning for the property has anticipated that street construction would occur following the future sale of the City-owned parcel. The CSM also establishes a 12-foot-wide public trail right-of-way along the western side of Lot 1. Following City approval, the Prescott School District will need to sign the CSM before it can be finalized and recorded with the Pierce County Register of Deeds. Adopted this 12th day of October 2026 _____________________________ Michael H. Gerke, Mayor ATTEST: _____________________________ Rashel Temmers, City Clerk To: Plan Commission From: Matt Wolf, City Administrator Date: October 1, 2026 Subject: Prescott Business Park Concept Plan Background In 2021, the City purchased approximately 150 acres for expansion of the Prescott Business Park to provide land for future commercial and industrial development. Since that time, the City has established TID #6, completed preliminary infrastructure planning for the extension of Ryden Road, retained IAG Commercial to market the property, and hired Ayres Associates to prepare a master concept plan for the Business Park. The concept plan provides a potential layout for development of Business Park, including roadways, lots of varying sizes, stormwater facilities, buildings, parking, and other site features. The current layout includes parcels ranging from 1.6 acres to more than 25 acres, providing flexibility for businesses of different sizes. Discussion The City Council has identified the extension of Ryden Road in 2028 as the next investment within the Business Park. Extending Ryden Road, along with the associated water, sanitary sewer, storm sewer, and other infrastructure, is intended to improve the marketability of the property and development-ready sites. Previous planning identified the lack of roadway and utility access as a particular challenge for accommodating smaller developments under 10 acres. With the City moving toward the Ryden Road extension, staff would like the Plan Commission to review the Business Park concept plan before additional engineering and development planning proceeds. Specifically: • Is the proposed mix of large, medium, and small lots appropriate? • The plan shows smaller lots along Highway 10 that could accommodate commercial development, with larger lots located north of Ryden Road. Does the Plan Commission support this general development pattern? • Are there specific Business Park development or design standards that should be established before lots are sold? • Finally, should the City move forward with formally dividing the Business Park via plat consistent with the concept plan and then use Certified Survey Maps (CSMs) to modify lot configurations as needed? Or should the City keep the Business Park as one larger parcel and use CSMs to divide individual lots as prospective businesses express interest? Recommendation 1. Staff recommend that the Plan Commission review the Prescott Business Park Concept Plan and provide comments or recommended changes for consideration as the City proceeds with planning for the 2028 Ryden Road extension and future development of the Business Park. The City subsequently entered into an engineering agreement with WisDOT and Cedar Corporation to complete the planning study, which included alternatives analysis, public involvement, preliminary design, and environmental review. The majority of the planning work occurred during 2025. The study evaluated the challenges created by U.S. Highway 10 and State Highway 29/35, which currently divide portions of Prescott without dedicated pedestrian or bicycle crossings. The planning process included operational planning meetings, two public involvement meetings, an online project hub, social media outreach, and direct outreach to adjacent property owners and other stakeholders. Several alternatives were evaluated, including at-grade crossings, underpasses, pedestrian bridges, and combinations of these improvements. The preferred alternative ultimately identified pedestrian bridges over U.S. Highway 10, expanded trail and sidewalk connections, and a future underpass beneath State Highway 29/35 (attached preferred alternative). The Plan Commission reviewed the alternatives at their meeting on August 4, 2026 as part of the Transportation Chapter of the Comprehensive Plan. At that time the Plan Commission supported the closing of the east leg of Orrin Road to Campbell Street to reduce conflicts. City Council agreed with the alternative and formally voted at their meeting on October 27, 2025 by a vote of 6-to-0 to submit it to WisDOT as part of the grant application. As part of the first phase, the preferred alternative includes an approximately 100-foot bicycle/pedestrian bridge over U.S. Highway 10 approximately 500 feet east of Canton Street, along with trail and sidewalk connections on Orrin Road, Campbell Street, St. Croix Street, Borner Street, Pine Street, Henry Street, and Filkins Street. The plan also calls for Orrin Road to be disconnected from Campbell Street east of the intersection and converted to a pedestrian/trail connection in that area. Discussion Following completion of the planning process, the City submitted an application for TAP funding to advance the project into design and construction. In May 2026, WisDOT informed the City that construction funding had been awarded, while the City would remain responsible for funding the design phase. The City Council subsequently agreed to proceed with the project and fund the necessary design work. WisDOT has now awarded the City up to $5,567,440 in federal TAP funding, representing approximately 80% of eligible construction-related costs. Current construction-related costs are estimated at approximately $6.96 million, with the City's estimated construction share totaling approximately $1.39 million. The City has also budgeted approximately $580,000 for engineering and design, which will be locally funded. WisDOT currently anticipates construction beginning in 2030. The State/Municipal Agreement establishes an August 21, 2030 commencement deadline and a June 30, 2033 completion deadline. Orrin Road and Future Plan Commission Review One of the more significant components of the project is the proposed closure of the eastern Orrin Road connection at Campbell Street. Under the preferred plan, vehicular access through this portion of Orrin Road would be eliminated while the existing public right-of-way would remain available for pedestrian and bicycle use. The Orrin Road closure was discussed during the 2025 planning process. At the September 10, 2025 Public Involvement Meeting, several business owners and residents expressed concerns regarding the impacts of closing the roadway, including changes to access, traffic circulation, and wayfinding. The final planning study acknowledges those concerns while identifying the closure as part of the preferred alternative because of pedestrian safety and vehicle-conflict concerns at the Orrin Road/Campbell Street area. Staff subsequently consulted with the City Attorney regarding the legal process necessary to implement this portion of the project. Rather than formally vacating or discontinuing the public right-of-way, the City can use the pedestrian mall process under Wis. Stat. § 66.0905. Under that statute, a City may designate all or part of a street as a pedestrian mall and prohibit or limit vehicular traffic while retaining the street as a public way. The statute specifically provides that creation of a pedestrian mall is not a street vacation or discontinuance. The process will require several future steps: 1. Final survey and legal description. As project design advances, the City will need a surveyed area clearly identifying the portion of Orrin Road proposed to be designated as a pedestrian mall. 2. Referral to the Plan Commission. Wisconsin law requires the matter to be referred to the Plan Commission for a report before the Common Council may establish the pedestrian mall. 3. Public hearing and notice. A formal public hearing must be held with publication of a Class 1 notice before the pedestrian mall ordinance can be adopted. 4. Plan Commission recommendation. Following review of the final proposal and public input, the Plan Commission would make a recommendation to the Common Council. 5. Common Council ordinance. The Council could then consider an ordinance formally designating the identified portion of Orrin Road as a pedestrian mall and prohibiting vehicular traffic. Based on guidance from the City Attorney, staff does not recommend completing the formal ordinance and public hearing process several years before construction. Instead, the City it is proposed that process be carried out in 2029 as part of preparation of construction. Recommendation No formal action regarding the Orrin Road pedestrian mall is being requested from the Plan Commission at this time. The purpose of bringing the item forward now is to inform the Commission of the TAP grant award, provide an update on the project, and identify the Commission's future role in the Orrin Road process. As the Orrin Road design is refined, staff will continue outreach with affected property owners, businesses, and residents. Once the project approaches construction and the limits of the proposed pedestrian mall are finalized, the matter will be returned to the Plan Commission for formal review and recommendation before proceeding to the Common Council.
