Reviewed the June 2026 Finance Reports. No comments.
Ambulance Operations – Director Bouthilet mentioned that three FTE’s have been onboarded in the last
month, with Allina hoping to hire a fourth in the coming weeks. He discussed the second quarter response
times and call volume as well, stating that our stats have remained stable throughout the last few months.
Fire Chief Activity Report – Fire Chief Johnson presented his first draft of a fire watch liability waiver,
which the Fire Department intends to present to property owners should their sprinkler systems fail. He also
mentioned the Fire Department’s involvement during National Night Out, when fire trucks were sent to the
event, as well as the reception of a $100.00 donation from Pizza Arcade.
Fire Department Admin. Report – Administrative Assistant Whall has continued to report all billable calls
to RecoveryHub as they’ve come in over the summer. She also confirmed that Oak Grove and Clifton
townships have paid for both their portion of the Fire Truck purchase and their second half of 2% fire dues.
Old Business
1. Review the process for obtaining 501(c)(3) nonprofit status
The 501(c)(3) Board members have now turned all documentation over to the lawyer for review and
further discussion.
2. Policy on Fatal Accident Billing & Review Resolution 01-17
Fire Chief Johnson presented his first draft of the updated billing resolution. The Fire Department
officers were not sure if missing persons cases should be billed. Member Johnson and Member
Most mentioned the possibility of considering those calls as Mutual Aid; Chair Sorenson asked that
some research be done by asking other Fire Departments how they handle these calls. Fire Chief
Johnson also mentioned the possible adoption of a policy to not bill fire calls to firefighter’s homes as
a recruitment and retention incentive. The draft resolution will be updated and reviewed further at the
next Commission meeting.

To: Fire and EMS Commission

Date: September 24, 2026
Subject: 2027 Fire Budget
Background
Each year the City of Prescott helps the Fire Chief prepare the annual budget for the Fire and
EMS Commission. This year Prescott City Administrator, Fire Chief Chad Johnson and I met
to review the annual budget. The attached documents show the changes in the Fire budget
that are being proposed.
Discussion
Overall, the proposed Fire Department budget increases from $333,286.89 in 2026 to
$347,894.56 in 2027, an increase of $14,607.67, or approximately 4.4%.
The increase is spread across several areas of the budget, with the largest changes related to
wages, the fire equipment escrow, utilities, and insurance.
Fire Revenues
Fire Department revenues are also projected to increase in 2027. Total budgeted revenue
increases from $333,286.89 in 2026 to $347,894.60 in 2027, an increase of $14,607.71.
Some of the larger revenue changes include:
• Prescott Fire Services: $3,186.35
• Oak Grove Fire Services: $1,958.75
• Clifton Fire Services: $462.61
• Fire Dues: $9,000.00
The increase in Fire Dues is the largest individual revenue increase and helps offset the
increase in the overall Fire Department budget.
Fire Expenses
Major Expense Changes

Proposed Change
Fire Administrative Assistant $18,776.16 $21,852.48 $3,076.32
Volunteer Fire Wages $47,740.50 $49,172.72 $1,432.22
Volunteer Fire FICA $3,652.15 $3,565.02 $87.13
Escrow for Fire Equipment $51,595.83 $53,918.00 $2,322.17
Fire Station Electricity $8,244.00 $8,500.00 $256.00
Fire Station Water/Sewer $2,000.00 $2,600.00 $600.00

Vehicle Insurance $13,358.00 $14,658.65 $1,300.65
Workers Compensation Insurance $6,000.00 $8,131.33 $2,131.33
Property Insurance $2,600.00 $3,223.00 $623.00
The proposed budget maintains the same funding levels for many of the Department's
operating needs, including training/travel, operating supplies, turnout gear, radios and pagers,
SCBA, vehicle maintenance, fuel, and fire billing commissions.
The proposed budget also increases the annual Fire Equipment Escrow contribution from
$51,595.83 to $53,918.00, an increase of $2,322.17.
This continues to build funds for future fire equipment needs without relying on a large one-
time budget increase when equipment needs arise.
Overall 2027 Budget
The proposed 2027 budget is intended to maintain the current level of service and continue
funding the Department's ongoing operating and equipment needs while accounting for
increased costs.

Background
Each year the City of Prescott helps the Fire Chief prepare the annual budget for the
Fire and EMS Commission. This year Prescott City Administrator, Fire Chief Chad
Johnson and I met to review the annual budget. The attached documents show the
changes in the EMS budget that are being proposed.
Discussion
2027 EMS Budget
The proposed 2027 EMS budget totals $239,218, which is a decrease of $4,842 from
the 2026 budget of $244,060.
The decrease is primarily related to the timing of the EMS agreement. When the 2026
budget was prepared, the final agreement with River Falls EMS had not yet been
completed. Because the actual contract amount was not known at that time, the 2026
budget was based on an estimated cost.
For 2027, we now have the agreement in place and are able to budget using the actual
anticipated levy amount. The River Falls EMS levy is budgeted at $236,118 for 2027,
compared to $240,960 budgeted in 2026, resulting in the $4,842 decrease.
The remaining EMS expenses are unchanged from 2026 and include:
• Electricity – $2,000
• Water/Sewer – $600
• Natural Gas – $500
The total cost is allocated among the participating municipalities as follows:
• City of Prescott: $135,791.14, a decrease of $2,745.34
• Town of Oak Grove: $76,386.13, a decrease of $1,375.40
• Town of Clifton: $27,040.72, a decrease of $721.27
Overall, the 2027 EMS budget reflects the actual costs under the completed agreement
rather than the estimate that was necessary when preparing the 2026 budget.
EMS Fund Balance
The EMS fund currently has $35,595.54 in remaining funds. With the transition in EMS
services and the new agreement now in place, the Commission should discuss how it
would like to handle these funds going forward.
Two options for consideration are:
1. Return the funds to the participating municipalities. The $35,595.54 could be
distributed back to Prescott, Oak Grove, and Clifton based on their respective
contribution percentages.
2. Provide the funds to the Fire Commission. The Commission could consider
transferring the remaining funds to the Fire Association to assist with future
equipment, capital, or other fire-related needs, subject to confirming that the
transfer is permitted.
Recommendation
Staff is looking for direction from the Commission on how it would like to proceed with
the remaining $35,595.54 EMS fund balance.
Background:
The intent of this memo is to review the Fire and EMS Commission’s Capital
Improvement Plan (CIP), including a proposed equipment replacement schedule. It also
recommends Commission approval for updates based on anticipated equipment need.
At the request of the Fire Department, the chart below displays an updated equipment
priority list and the preferred years for purchase:
Item Estimated Year Cost
SCBA Air Compressor 2027 $122,000
Updated SCBA Equipment 2028 $255,000
Utility Truck Replacement 2030 $100,000
Replace 2003 Tanker 2033 $635,000
The attached projection illustrates the new potential funding scenario using the current
Fire Fund escrow balance and an assumed 4.5% annual increase in funding. The
purpose of this projection is to evaluate whether the anticipated equipment purchases
can be accommodated through a combination of annual contributions and existing
escrow savings.
The updated CIP schedule would have the SCBA Air Compressor be financed through
cash reserves in the Fire Fund for 2027. If the Commission approves this updated CIP
schedule. The Fire Department will work on obtaining quotes for the compressor to be
approved by the Fire and EMS Commission next year.
Recommendation:
Staff recommends that the Commission approve the new equipment replacement
schedule as listed and incorporate the schedule into the Capital Improvement Program
for future planning and budgeting purposes.

Regarding: Multiple citations to EdgeBuilder, 1607 Pine Stret, Prescott, WI, 54016
Dear Inspector Bahr:
I’m writing in response to multiple citations received by EdgeBuilder, for “improper heating unit for dust
production area.” To date, we have received no response from you, after email dated 5/29/2026 was
sent to you by our Special Project Manager, Mark Moldenhauer, for further clarification of your position.
Since your citation specifically references a “dust production area,” I thought I would start there.
EdgeBuilder is not a dust production area, but a component manufacturer. EdgeBuilder was tested on
February 24, 2026 (attached) and falls well below the OSHA limit on particulate. This is not surprising,
considering the equipment used in our facility has adequate dust collection.
I make this point because it seems as though you are lumping our facility into the same bucket as
sawmills and grain elevators, which are a highly different environment than a component manufacturing
facility.
As you’re aware, there are many facilities in the component manufacturing industry that use the same
type of heater. I know you are aware, because Fire Prevention Services has also cited one of our
industry partners in northern Wisconsin. Their heater was installed 35 years ago. Our heater was
installed 21 years ago.
Given the time between then and now, how many fire inspectors, insurance underwriters, and safety
associates do you think walked through any of the facilities you’ve cited? The answer is many and until
you, no one had any issue with the tube heaters.
You will find that EdgeBuilder is a fine manufacturing facility that pays a lot of money, to many different
organizations, to keep our operation safe. This includes annual inspections of fire suppression
equipment, a safety consultant, and an insurance company that specializes in our industry. This is aside
from municipal taxes that pay for your services, and the services of the city’s excellent fire department.
215 Monroe St. N, #402 North Hudson, WI 651-770-9071
I kindly ask you to rescind all citations that you’ve issued to EdgeBuilder, for anything related to dust.
This also includes your demand that EdgeBuilder hire a commercial electrician, to inspect the electrical
panels (in service also since 2005).
My request is based on common sense, the attached test result, and what I feel is a misclassification of
our business. Should you want to speak to me directly, I can be reached at 651-233-5446.
Thank you for your attention to this matter.

Mr. Bahr,
Thank you for your quick response to my letter dated 09-23-2026.
I read the code you referenced, before writing my letter to you. That is why I used the term
misclassification.
You assume two things in your position on citing EdgeBuilder (and others in the industry): (1)
That EdgeBuilder is not controlling combustible
dust in our facility, and (2) Based on your
incorrect assumption of such, that the radiant heat is non-conforming. As mentioned,
EdgeBuilder has various protocols in place to handle any dust produced. While you find our
February testing useless for my position, I would be willing to bet it’s more than what you
have in the formulation of your enforcement measures.
Which brings my point of misclassification to the forefront. Anybody in a position of
authority needs to be very careful on making assumptions when taking enforcement
action(s). You’ve assumed by the kind of work we do, that EdgeBuilder has a high enough
concentration of combustible
dust to make our heaters and electrical panels non-
conforming . Questions for you on concluding this: Did you measure the dust in the air?
How much dust was in the air? Was there combustible dust imbedded with the regular
dust? If so, was the concentration of combustible dust high enough to be fuel for an ignition
source? If you cannot answer any of these questions, how do you arrive at non-conforming
heaters and electrical panels? Keep in mind that many in the industry, like EdgeBuilder, are
also physically surrounded by dust producing gravel lots.
The code is written in such a way that there could be
combustible dust, in high enough
concentrations, to be fuel at the ignition source. It is not written to say that because you are
a component manufacturer, you automatically have a high concentration of combustible
dust, and therefore you cannot use tube heaters. You just have to have good housekeeping
measures in place. While I can appreciate your comment on not burdening our business, I
know you understand what a burden it would be for all of us in this industry to go buy new
HVAC systems.
Kindly asking again…….. please rescind the citations or provide additional evidence that
precludes us from using our heaters. Being in the business we are in, should not be your
evidence.
Thank you.
Sincerely,
Scott

Dear Mr. Jarchow:
Thank you for your letter regarding the violations identified during the fire inspection
at EdgeBuilder, Inc. I appreciate you taking the time to explain your concerns and
provide additional information regarding your facility and its operations.
I understand your position that EdgeBuilder is a component manufacturing facility
and that you do not consider the operation to be a “dust production area.” I also
understand that you have dust-collection equipment in place and that the testing
you referenced indicated particulate levels below the OSHA limits applicable to that
testing.
The violations identified during the fire inspection are specifically related to the
compatibility of the existing heating equipment with the conditions present in the
area where combustible dust is produced. The issue is not a comparison of
EdgeBuilder to other types of businesses or facilities, but rather whether the
heating equipment installed in that particular area is appropriate for the hazards
and conditions present. The presence of dust-collection equipment or the results of
an OSHA particulate test do not, by themselves, establish that the heating
equipment is compatible with the conditions in that area under applicable fire and
life-safety requirements.
Likewise, the fact that the heating equipment has been in service for a number of
years, or that similar equipment may be in use at other facilities, does not by itself
establish compliance with the requirements currently applicable to the facility.
Previous inspections or the absence of previous violations also do not prevent a
condition from being identified when it is observed during a subsequent inspection.
I also understand your reference to the OSHA testing. While that information may
be useful in evaluating occupational exposure and workplace conditions, OSHA
exposure limits are not, by themselves, a determination that a condition complies
with applicable state & local fire-code requirements. The fire inspection is
conducted under the requirements applicable to fire and life safety.
The code reference for this is found in Chapter 40 of NFPA 1 of the 2012 Edition. I
would specially bring your attention to 40.4.6 and 40.4.7.
With regard to your request that the violations relating to dust be rescinded, I am
unable to rescind the violations simply on the basis of the information provided in
your letter. The violations were issued based upon conditions observed during the
inspection and the code requirements applicable to those conditions.
That said, our goal is not to create an unnecessary burden for EdgeBuilder. If you
believe that any specific violation was issued in error, I am certainly willing to review
the specific condition and any additional documentation you would like to provide. If
the information demonstrates that a particular violation does not apply, we can
address that specific issue accordingly. Otherwise, the violations will remain
outstanding until the identified conditions are corrected or otherwise brought into
compliance.
Regarding the electrical and the request for evaluation by a qualified electrician,
that requirement was likewise made in response to conditions observed during the
inspection. The age of the installation and the fact that the equipment has been in
service since 2005 do not, by themselves, establish that the present condition
complies with applicable requirements.
I appreciate your cooperation and your stated commitment to maintaining a safe
facility. I am available to discuss the individual violations with you and explain the
basis for each item so that there is a clear understanding of what is required for
compliance.
Also, another resource for you, if you would like to discuss the matter and any
concerns in further detail with one of the state Fire Prevention Coordinators, Rick
Sommerfeld is the coordinator for your area. He is a very knowledgeable resource
and can also help answer any of the questions you many have. He can be reached
at 715-944-4114
