Old Business We are looking to partner with Pierce County to share a full page ad in the Great River Road. A full and half page ad was created by Amanda Hines for the Great River Road ads. We liked the ads and trifold created, however, we would like to have more interactive photos on the ad that follow the four buckets: Attractions, Restaurants, Bar, and Overnight Accommodations, we also thought that the ad and the current photos could be used as a generic ad if needed, including a tourism business card made with the half page ad presented. A QR code should be created and added so the analytics can be followed. We would also like “Wisconsin’s Gateway to The Great River Road” to be added. Examples of what we are looking for will be sent to Amanda, along with a timeline of when we would need it by. We agreed that the photos on the trifold should also be swapped out with photos that fit in the four buckets (Attractions, Restaurants, Bars, and Overnight Accommodations). We have also discussed featuring a local business in these photos, and change them to another downtown business when we have to print more. Otherwise, we are happy with the new layout, color scheme, etc. of the brochure. Social Media platforms have been AI heavy. It is encouraged to bring new content every month to give to Linda every month to see if she will use it, hold her accountable so there’s less AI used. New Business Grant application for Healing Play, Inc. (Fairy Wonderland) was denied due to budget being spent. We will be asking Linda to turn off the applications for the remainder of year, and have it stated that all monies have been spent for 2026, and to apply in 2027. Possible grant scoring rubric into place for 2027. Other Discussed content, particularly drone work with guest Stewart Polk, including what he can and cannot do, can fly over people but cannot linger, etc. A quote will be available for September meeting. Mentioned to start an email group or tourism database including other tourism groups with all events, monthly highlights, and photos put on a list to help promote. The audit report includes the Independent Auditor’s Report, Management's Discussion and Analysis, Government-Wide Financial Statements, and Fund Financial Statements. 3. Approval of Plans and Specifications for Alley Storm Sewer Improvements Behind Broad Street Between Cherry Street and Orange Street and to Negotiate a Development Agreement with Prescott Lodging LLC 1. Consider approval of the Alley Storm Sewer Improvement Plans and Specifications. 2. Authorization for staff to begin negotiations with Prescott Lodging LLC for a Development Agreement regarding completion of the public improvements associated with the development at 216 Broad Street, with any final Development Agreement subject to City Council approval. City Administrator Matt Wolf provided an update on the proposed alley improvements behind 216 and 220 Broad Street. The city has been working with Megan and Troy Langer to identify a stormwater management solution for the area. Previously, city staff worked with Cedar Corporation to develop plans for the proposed storm sewer improvements. Cedar Corporation has completed the design, with a projected cost of $70,150. Staff also reviewed the possibility of completing the improvements through the City’s Public Works Department; however, the city does not have the larger excavation equipment necessary to efficiently complete the project. While Public Works staff could perform much of the work, completing the project in-house would take considerably longer. Demolition and reconstruction are planned at 216 Broad Street as part of the proposed development. Because contractors and equipment will already be on site, staff believe there is an opportunity to coordinate the storm sewer improvements with the private development. Staff is requesting authorization to begin negotiations with Prescott Lodging LLC for a Development Agreement regarding completion of the public improvements associated with the development at 216 Broad Street. Any final development agreement would be subject to City Council approval. Mayor Gerke informed the Council that he spoken with the owner of 220 Broad Street, who is willing to work with the city and Prescott Lodging LLC on the repairs. 1. Hintz/Otwell motioned to approve the Alley Storm Sewer Improvement Plans and Specifications. There was no discussion on the motion. Motion passed without a negative voice vote. 2. Hintz/Otwell motioned to approve staff to begin negotiations with Prescott Lodging LLC for a Development Agreement regarding completion of the public improvements associated with the development at 216 Broad Street, with any final Development Agreement subject to City Council approval. There was no discussion on the motion. Motion passed without a negative voice vote. 4. Approval of School Resources Officer Program Intergovernmental Agreement Between the City of Prescott and Prescott School District City Administrator Matt Wolf reviewed the proposed new School Resource Officer (SRO) Agreement with the Prescott School District. Since 2019, the city has maintained an SRO Agreement with the Prescott School District based on approximately 20 hours per week of service during the school year, with no cost-of- living adjustment. Over time, the SRO’s role has expanded and has become increasingly integrated with the schools. The SRO serves as the primary investigator for many school-related incidents, provides proactive student and staff engagement, assists with emergency preparedness, and participates in educational and prevention programs. The proposed new Intergovernmental Agreement would begin September 1, 2026, and continue through June 30, 2027. Thereafter, the agreement would automatically renew for successive one-year terms unless either party provides written notice of termination at least 90 days prior to July 1. The proposed revisions include annual school district contribution, annual cost-of-living adjustment, SRO scheduling and staffing, additional and overtime services, and clarification of roles and responsibilities. The Prescott School District approved the proposed new agreement at their meeting on August 19, 2026. Otwell/Granquist motioned to approve the School Resources Officer Program Intergovernmental Agreement Between the City of Prescott and Prescott School District. There was no discussion on the motion. Motion passed without a negative voice vote. 5. Approval of Surveyor for the Jewell Street CSM City Administrator Matt Wolf provided a brief review of the city owned parcel at the end of Jewell Street. City Council previously authorized an appraisal of Parcel 271- 01178-0200 after a developer expressed interest in purchasing the parcel for construction of a single-family home. To provide legal access to the parcel and preserve the ability to extend Jewell Street in the future, the city has discussed acquiring additional right-of-way from the Prescott School District through a Certified Survey Map (CSM). The preliminary concept includes an approximately 100-foot extension of the street right-of-way and a 12-foot-wide trail right-of-way along the western side of the city-owned parcel. At its August 3, 2026, meeting, the Plan Commission reviewed the CSM concept and recommended that staff proceed with obtaining a CSM to bring back for the required approvals. Following the Plan Commission’s recommendation, staff requested quotes for the survey and CSM preparation. Brandon King Land Surveying provided a quote of $2,000. Ogden Engineering provided a quote ranging from $2,300 to $2,500, depending on whether additional title work was needed. Alderperson Sorenson stated that she preferred the $2,000 quote. Sorenson/Granquist motioned to Approve Surveyor Brandon King Land Surveying for the Jewell Street CSM. There was no further discussion on the motion. Motion passed without a negative voice vote. 6. Introduction of New Public Works Director Ryan Newland The new Public Works Director Ryan Newland introduced himself to the City Council. 7. To: Mayor and Council From: Matt Wolf, City Administrator Date: September 10, 2026 Subject: Prescott Historical Society Year in Review Discussion In 2026, the City Council approved $3,000 in funding for the Prescott Area Historical Society to support its mission of preserving the community’s historical identity. The Society helps retain records, photographs, artifacts, oral histories, and information regarding local families, buildings, businesses, and events that might otherwise be lost through history. The City’s financial support also contributes to local economic development and tourism. The Prescott Area Historical Society operates a historic building featuring displays, local exhibits, hosts speakers and other programs that help attract residents and visitors to the downtown area. Dallas Eggers, President of the Prescott Area Historical Society, will provide the Council with an overview of the programs and activities undertaken by the Society in 2026, as well as planned activities for 2027. With Council approval, the City would continue its financial support of the Prescott Area Historical Society in 2027. Recommendation Approve $3,000 in funding for the Prescott Area Historical Society as part of the 2027 City Budget. Attachments 1. Prescott Historical Society – Year in Review Letter To: Mayor and Council From: Matt Wolf, City Administrator Date: September 8, 2026 Subject: Update and Decision on 915 Canton Street Background On February 10, 2025, a structure fire occurred at 915 Canton Street. The property is currently zoned I-1 Light Industrial. During the response to the fire, City emergency personnel also identified evidence of an unpermitted residential use within the industrial building. Following unsuccessful attempts to obtain voluntary access to the property, the City obtained a Special Inspection Warrant, and a full inspection was conducted on December 17, 2025. The inspection identified extensive fire and water damage, unpermitted construction, structural failures, unsafe electrical conditions, mold and other health hazards, and incompatible occupancies without required fire separation. The Building Inspector determined that the building was unsafe, uninhabitable, and a danger to life, health, and property and recommended that it be razed. At its January 12, 2026 meeting, the City Council initially voted to proceed with a raze order. The Council subsequently reconsidered how to address the property and, at its January 26 meeting, elected to proceed with a repair-or-raze approach. A Repair Forbearance Agreement was subsequently negotiated between the City and Prescott Legacy, LLC. The purpose of the agreement was to temporarily forbear enforcement of the City's raze authority in order to provide the property owner an opportunity to complete an approved repair plan and bring the property into compliance with applicable building, safety, and zoning requirements. The City Council approved the repair and improvement plan on February 23, 2026. Under the approved plan, construction was to begin in earnest following Council approval, with an anticipated total construction period of approximately 10 to 12 weeks following issuance of the necessary permits. To date, however, there has been no meaningful progress toward completing the required repairs. More than six months have passed since Council approval without commencement of the repair project. The City has already provided the existing owner substantially more time than originally contemplated by the repair schedule. On August 31, 2026, the City Attorney provided formal notice to the owner's attorney regarding noncompliance with the Repair Forbearance Agreement and provided an additional opportunity to cure the violations. The City's position remains that the delay in enforcement was conditioned upon the owner making timely and diligent progress toward repairing the structure. Discussion Any purchaser seeking to retain the existing building would not simply be acquiring an industrial building that can immediately be placed back into service. The building remains subject to the conditions identified by the Building Inspector and the repair requirements established through the Repair Forbearance Agreement. The December 2025 inspection found active roof leaks, deteriorated interior finishes, open wall voids, a lack of electrical service in portions of the building, a noncompliant electrical disconnect, hazardous materials, inadequate fire separation, fire and water damage, and structural work that had previously been completed without permits. Four footings and four posts had been installed without verification of their compliance and would require inspection and verification. At a minimum, the approved repair plan requires the following: • Roof: Full replacement of the entire building roof. • Structural framing: Replacement of four structural posts and ten roof trusses, including installation and verification of new footings. • Previously installed footings and posts: Verification of the depth, dimensions, and code compliance of previously installed structural components, including excavation where necessary. • North building section: Replacement/wrapping of exterior and interior wall and roof panels and installation of new insulation. • Electrical: Full removal and replacement of the electrical systems serving the north and middle portions of the building by a licensed electrician under the appropriate permits. • Fire-damaged electrical components: Evaluation of the entire electrical system and replacement of components damaged by heat or water. • Insulation: Reinstallation of ceiling insulation in the north and middle sections and replacement of wall insulation in the north portion. • Doors: Replacement of the north-side sliding doors with overhead doors. • Fire separation: Installation of required code-compliant separation between differing industrial/storage occupancies. • Mold and water damage: Remediation of mold and water-damaged materials, followed by documentation from a qualified professional verifying that remediation has been successfully completed. • Unpermitted construction and debris: Removal or correction of damaged and noncompliant construction and removal of debris and other materials identified by the City. • Permitting and inspections: All structural, electrical, and other required permits must be obtained, with work subject to inspection and final approval before the building is occupied or placed back into use. The Repair Forbearance Agreement also requires that the property have no residential use, that outstanding requirements associated with the property be addressed, that junked and noncompliant materials be removed, and that mold remediation be independently documented prior to occupancy or operational use. Potential Purchase of the Property City staff has recently been contacted regarding an individual interested in purchasing 915 Canton Street. The prospective purchaser has indicated an interest in acquiring the property, repairing the fire damage, and continuing to use the building primarily for industrial storage. Staff's discussions with the prospective purchaser have been preliminary. Discussion in detail did not include the complete scope or cost of the repairs required under the existing Repair Forbearance Agreement. Therefore, before the Council considers allowing a new owner to undertake rehabilitation, the prospective purchaser should clearly understand that acquisition of the property would not eliminate or substantially reduce the City's existing building and safety requirements. Comprehensive Plan and Long-Term Land Use A separate long-term land-use consideration for the Council. As part of the City's 2026 Comprehensive Plan update, the area containing 915 Canton Street was identified on pages 116, 117, and 124 as an area appropriate for eventual transition from its existing industrial character toward a multi-family residential/commercial redevelopment area. The Comprehensive Plan specifically describes the area as: “Multi-Family Residential/Commercial: Opportunity to redevelop underutilized and blighted industrial area for a mixed-use development project. Ideal for a statutory redevelopment plan.” The Comprehensive Plan does not by itself change the current zoning of the property or prohibit a lawful industrial use. However, it does establish the City's long-term policy objective for this area and is relevant when considering whether continued investment in the existing industrial structure is consistent with the City's longer-term redevelopment goals. Accordingly, there are two reasonable paths available to the Council. Option 1 – Allow a New Owner an Opportunity to Repair the Building The Council could elect not to immediately continue the raze process and instead provide a prospective purchaser an opportunity to acquire and rehabilitate the building for a lawful industrial/storage use. If Council selects this option, staff recommends that any additional forbearance be conditioned upon a new agreement with the purchaser rather than simply transferring the existing owner's extended opportunity to another party. At a minimum, the purchaser should be required to acknowledge the complete repair scope, submit all necessary permit applications, provide a firm construction schedule, demonstrate the ability to complete the work, and agree that failure to meet established milestones would permit the City to resume the raze process. This option preserves the existing building and allows continued industrial use of the property. However, it would also represent continued investment in an industrial use within an area that the City's Comprehensive Plan identifies for eventual residential/commercial redevelopment. Option 2 – Continue with the Raze Order The Council could determine that the existing owner has already been provided a reasonable and extended opportunity to repair the building and direct staff and the City Attorney to continue enforcement of the raze order. The basis for this action would be the condition of the structure, the Building Inspector's findings, and the failure to make required progress under the Repair Forbearance Agreement. The Building Inspector previously concluded that the building was unsafe, uninhabitable, and not reasonably repairable and recommended razing the structure. Removal of the building would also eliminate an existing impediment to the City's longer-term planning objectives for the area. Razing the building would not guarantee immediate redevelopment, and the property could remain vacant for some period of time. However, a vacant redevelopment site would likely provide greater flexibility for implementation of a future statutory redevelopment plan than a repaired and occupied industrial building. Recommendation Review the two options for the property and make a recommendation to Council. Staff recommends Option 2 – continue with enforcement of the raze order at the October 12 City Council meeting. If the City moves forward with the Raze Order the building must be removed, razed, and lands restored within thirty (30) days from the date of service of the notice as provided for in Wis. Stat. § 66.0413(1)(d). In the event the owners fail or refuse to comply within the time prescribed in this notice, it will cause such building to be razed and removed either by the City or by contract or arrangement by private persons. The cost of such razing, removal and restoration will be charged against the real estate upon which such building is located and shall be a lien against such real estate and shall be assessed and collected as a special charge pursuant to Wis. Stat. § 66.0413(1) and/or by an action for personal liability against the owner of record pursuant to Wis. Stat. § 74.53. If the City instead moves forward with Option 1 - the prospective purchaser would be given an opportunity to preserve the building, staff recommends that any additional forbearance be contingent upon execution of a new, time-limited repair agreement requiring the purchaser to acknowledge the full repair scope, apply for all required permits within a defined period, commence construction by a firm deadline, and continuously move forward with the work through final inspection. Failure to meet those requirements should result in the City proceeding with the raze process without further extensions. Attachments 1. Building Inspector - Letter of Findings for 915 Canton Street 2. City Attorney Letter to Prescott Legacy Attorney Luehr – Dated August 31, 2026 3. Repair Forbearance Agreement between the City of Prescott and Prescott Legacy, LLC – Dated February 24, 2026 January 5, 2026 RE: Letter of Findings and Recommendation to Raze Property: 915 Canton St, City of Prescott Dear Mr. Wolf Following an inspection of the above-referenced property on Dec. 17, 2025, this letter documents observed conditions, code violations, and structural deficiencies. Based on these findings, the building is determined to be unsafe, uninhabitable, and not reasonably repairable. It is therefore recommended that the structure be razed in accordance with applicable codes and local ordinances. Findings The building is divided into three occupancies: an unapproved dwelling unit, a machine shop/manufacturing use, and a vacant storage area that sustained a prior fire. 1. Unapproved Dwelling Occupancy • Evidence was found indicating people were sleeping in the space despite the area not being permitted or approved as a dwelling and not allowed by zoning. • Occupants reportedly vacated due to mold conditions. • Extensive roof leaks were observed throughout this portion of the structure, with significant deterioration to ceilings, walls, and baseboards. • Conditions present serious health and safety hazards and render the space uninhabitable. 2. Machine Shop / Manufacturing Occupancy • Active roof leaks were observed. • Open wall voids are present. • The unit is without electrical power. • The main electrical disconnect serving this occupancy is located within the fire-damaged storage area, which is not code-compliant. • Excessive chemical materials and rubber shavings are stored within the building, creating a hazardous condition, particularly due to the lack of a required fire-rated separation from other occupancies. 3. Vacant Storage Occupancy (Fire-Damaged) • The storage area sustained significant fire damage, including heat and water damage. • Structural repairs were initiated without required permits. • The contractor continued work after being instructed to stop. • Four new footings and four posts were installed without permits or verification of compliance. These installations would require excavation and verification to confirm depth and size meet code. 1810 Crest View Drive, 1C Hudson, WI 54016 715-377-2152 www.allcroix.com • A Stop Work Order was posted on site. 4. Structural and System Failures • Fire damage requires replacement of seven (7) roof trusses. • All insulation has been removed from affected areas. • The entire roof system requires replacement. • Electrical systems require full evaluation; all components damaged by heat or water must be replaced. Determination Due to: • Extensive fire damage and water intrusion, • Unpermitted and non-compliant construction, • Structural failures, • Unsafe electrical conditions, • Health hazards including mold, • Mixed and incompatible occupancies without required fire separation, the structure is determined to be unsafe, uninhabitable, and a danger to life, health, and property. Recommendation Based on the extent of damage, code violations, and the scope of work required to bring the structure into compliance would be well over $82,250.00, it is my professional determination that rehabilitation is not feasible. Razing and removal of the structure is recommended as the most appropriate and responsible corrective action. This recommendation is made in the interest of public safety and in accordance with adopted building codes and local ordinances governing unsafe structures.
