meeting was called to order at 6:00 PM
Commission Present: Mayor Mike Gerke, Steve Most, Josh Gergen, Dave Hovel
Commission Absent: Joel Reice, Bailey Ruona, Kate Otto
Staff Present: City Administrator Matt Wolf, City Planner Luke Wiese
Others Present: Greg Johnson from Nottingham Construction, Ed Lucas of 501 Sunset
Court, members of the public
1. Approve minutes for June 1st, 2026
Commissioner Hovel motioned to approve the minutes, Gergen seconded; motion
passed without a negative voice (4-0).
2. Public hearing – Conditional Use Permit for Assisted Living Facility at 445 Court
Street
Commissioner Hovel motioned to open the public hearing, Gergen seconded, motion
passed without a negative (4-0).
City Planner Luke Wiese presented the Conditional Use Permit application and site plan
proposal for an assisted living facility at 445 Court Street. The proposed facility consists of
59 units with 67 bedrooms. Assisted living facilities are an allowed conditional use in the R-
1 Zoning District. The proposal was reviewed for compliance with the City's site plan
standards. Wiese explained that the proposal is consistent with the City's development
standards, subject to conditions.
Charles Evanson of 332 Oak Street asked how much of the surface water runoff would run
off the site compared to being directed into the City stormwater system. He also asked
whether all parking areas would be hard surfaced.
Greg Johnson of Nottingham Construction stated that most of the runoff would be
captured by the Oak Street storm sewer drainage system and that runoff from the site
toward Peacock Ridge would be reduced. He also stated that the parking lots would be
hard surfaced.
Name not provided, President of Peacock Ridge Townhomes stated that there are two
drains along the retaining wall that carry a large amount of water from the City and the site.
Referring to the retaining wall on the western side of the site, he stated that the drains are
inadequate and that Peacock Ridge spent $160,000 putting the wall back up. He stated
that, overall, the plan does not adequately address the stormwater concerns.
Greg Johnson stated that the development is addressing the stormwater concerns. He
explained that most of the water would be sent to Oak Street and that the currently
inadequate drains running to Peacock Ridge would receive significantly less water from the
site than they do now. He also explained that having maintenance staff on site would allow
the facility to respond to issues more quickly.
Chris Blanchard of 311 Oak Street asked what landscaping is planned for the site and what
landscaping would be located near Peacock Ridge Estates.
Greg Johnson, referring to the submitted landscape plan, explained that there would be
plantings along that side of the property and that there is a vested interest in making sure
the property looks nice.
Mark Most of 507 Court Street stated that the building is much more needed for the
community. He asked about overall wastewater capacity.
Mayor Mike Gerke stated that with the proposed addition, wastewater usage would be
approximately 356,000 gallons per day, compared to a treatment capacity of 500,000
gallons per day.
Mark Most of 507 Court Street asked whether there had been a change from when the
concept plan was reviewed as senior living to the current proposal being referred to as
assisted living. He also asked whether the same group that operates the Ellsworth facility
would manage this facility, asked about traffic flow, asked whether building code
requirements had changed since the concept plan was reviewed last fall, and asked when
construction would begin.
Greg Johnson stated that the project is still senior living and that assisted living is the title
being used for it. He stated that the same group would manage this facility. He stated that
there would be additional traffic flow because the area does not currently receive much
traffic. He also explained that residents typically do not drive regularly, but that visitors and
employees would add to traffic flow. He stated that the building would be built to code. He
stated that, if approved, construction could start as early as this fall or as late as spring.
Commissioner Hovel motioned to close the public hearing, Gergen seconded; motion
passed without a negative voice (4-0).
Commissioner Hovel motioned to recommend Resolution XX-26, A Resolution
Approving a Conditional Use Permit for an Assisted Living Facility at 445 Court Street,
to Council for approval. Gergen seconded; motion passed without a negative voice (4-
0).
Commissioner Hovel motioned to recommend Resolution XX-26, A Resolution
Approving the Site Plan Review for the Assisted Living Development at 445 Court
Street, to Council for approval. Gergen seconded; motion passed without a negative
voice (4-0).
3. Certified Survey Map Adjusting Lot Dimensions for Lots 1, 501 Sunset Court,
and 2, 1201 Pearl St. In SW 1/4 of the SW 1/4 of Section 3, Township 26N, Range
20W
City Planner Wiese presented information related to the Certified Survey Map submitted for
501 Sunset Court and 1201 Pearl Street. The Certified Survey Map transfers land from 1201
Pearl Street (Lot 2) to 501 Sunset Court (Lot 1). Wiese explained that both resulting lots
meet the minimum lot size requirements for the R-1 District. Staff reviewed the CSM for
compliance with the City of Prescott's Chapter 510-13 ordinance, §606-21, and Wis. Stat.
§236.34.
Hovel motioned to recommend Resolution XX-26 A Resolution Approving a Certified
Survey Map for the Division of a Parcel in the SW 1/4 of the SW 1/4 of Section 3,
Township 26N, Range 20W to Council for approval. Gergen seconded; motion passed
without a negative voice (4-0).
4. Conditional Use Review
City Administrator Wolf presented the proposed zoning code amendments regarding
conditional uses. The proposed changes update the allowed conditional uses in various
zoning districts throughout Prescott. Wolf also discussed that the accessory structures
code currently conflicts with the residential zoning districts regarding the number of
permitted accessory buildings. The Plan Commission recommended revising the
residential zoning districts to align with the City's accessory structures code section.
Commissioner Hovel motioned to recommend setting a public hearing for the Zoning
Code Amendments at the August 3
rd Plan Commission meeting to Council for
approval. Gergen seconded; motioned passed without a negative voice (4-0).
Commissioner Gergen motioned to adjourn. Hovel seconded; motion passed without
a negative voice vote (4-0). The meeting was adjourned at 6:33 PM.
The next Plan Commission meeting will be held on Monday, August 3rd, 2026, at 6:00
PM at Prescott City Hall.

Subject: Public Hearing – City Code Changes to Chapter 635 - Zoning
Background
At its meeting in June, the Plan Commission reviewed the list of conditional uses currently
identified in Chapter 635 of the City Code. Under Wisconsin law, if a use is listed as a
conditional use within a zoning district, the ordinance recognizes that the use is generally
appropriate for that district. As a result, an application for a conditional use permit must be
approved if the applicant demonstrates compliance with the standards and conditions
established by the zoning ordinance. Conversely, the permit may be denied if the applicant
fails to meet those standards or conditions.
Based on that review, the Plan Commission recommended the following amendments to
Chapter 635 – Zoning:
• C-1 Central Commercial: Remove Large-Scale Solar Farms as a conditional use.
• I-1 Light Industrial: Remove Large-Scale Solar Farms as a conditional use.
• I-2 Heavy Industrial: Remove Airports, Airstrips, and Landing Fields; Railroads and
Railroad Facilities; and Large-Scale Solar Farms as conditional uses.
• I-3 Mixed Industrial: Remove Large-Scale Solar Farms as a conditional use.
• R-5 Single-Family Residential: Add Accessory Dwelling Units (ADUs) as a conditional
use.
At the meeting in July, as part of approval for moving forward with the public hearing the Plan
Commission also recommended making the following changes to the Zoning Code:
• R-1 Mixed Residential: Revise accessory structure provisions to align with Article X, §
635-87.
• R-2 Multifamily Residential: Revise accessory structure provisions to align with Article
X, § 635-87.
• R-3 Medium-Density Residential: Revise accessory structure provisions to align with
Article X, § 635-87.
• R-4 High-Density Residential: Revise accessory structure provisions to align with
Article X, § 635-87.
• R-5 Single-Family Residential: Revise accessory structure provisions to align with
Article X, § 635-87.
This was done as each residential zoning district had a different number of allowed accessory
structures that did not align with Article X, § 635-87, which can be seen in the proposed
ordinance that is attached.
Discussion
The proposed changes have been incorporated into Ordinance 05-26, An Ordinance to Amend
City Ordinance, Chapter 635-Zoning. The City and specifically the Plan Commission must hold
a public hearing to gain any public comments related to the proposed changes. The Plan
Commission must then make its recommendation to City Council for a final decision.
Recommendation
1. Consider recommending Ordinance 05-26, An Ordinance to Amend City
Ordinance, Chapter 635-Zoning to City Council for approval.

Subject: Jewell Street Extension Review and Discussion
Background
The City owns PID 271-01178-0200, located at the eastern end of Jewell Street and
bordered by Prescott School District property on three sides. The City Council
previously authorized an appraisal of the property after a developer expressed interest
in purchasing the parcel for the construction of a single-family home. The appraisal
valued the property at $102,000, based on the assumption that driveway and utility
connections could be provided from Jewell Street.
To provide legal access to the parcel and preserve the ability to extend Jewell Street in
the future, the City has discussed acquiring additional right-of-way from the Prescott
School District through a Certified Survey Map (CSM). The preliminary concept includes
an approximately 100-foot extension of the street right-of-way and a 12-foot-wide trail
right-of-way along the western side of the City-owned parcel. The concept map, see
attached, identifies the proposed right-of-way locations but does not represent final
engineering or approval of street construction.
Figure 1 Current Parcel Owned by the City of Prescott
Discussion
The purpose of presenting the concept to the Plan Commission is to determine whether
the Commission has any concerns with the proposed CSM and right-of-way
configuration before the City proceeds with surveying, preparation of the CSM, and the
associated expenses.
Completion of the CSM would establish the necessary right-of-way and preserve access
to PID 271-01178-0200. It would not require the City to immediately construct the street
extension or approve development of the parcel.
Long term, the City could extend Jewell Street through the newly established right-of-
way if the property is sold and developed with a new home. Construction of the road
extension would not happen until proceeds from the sale of the City-owned parcel were
received. Any future home construction would remain subject to applicable zoning,
utility, building, driveway, grading, and development requirements.
Plan Commission review at this stage would allow staff to identify and address any
concerns regarding access, future street layout, lot configuration, trail connectivity, or
surrounding land uses before completing the CSM.
Recommendation
Staff recommend that the Plan Commission review the proposed concept and confirm
whether it has any concerns with the general CSM and right-of-way configuration.
• If the Plan Commission has no objections, staff would proceed with coordination
and obtain the necessary surveying and CSM proposals. The completed CSM
would return through the required approval process before being recorded.
