2 Resolution 24-26 Providing for the Issuance and Sale of General Obligation
Promissory Notes, Series 2026A, of the City of Prescott, Wisconsin
City Administrator Matt Wolf presented on the proposed issuance and sale of the City
of Prescott ’s 2026A General Obligation Promissory Notes , which would finance two
major 2026 Capital Improvement Plan projects: 1. Orrin Road Improvements, and 2.
Replacement of Fire Engine #2. The borrowing would combine both projects into
one issuance to reduce costs and improve financing efficiency. Fire Association
members from Prescott, Oak Grove, and Clifton held a joint meeting on January 14,
2026, and agreed to proceed with prepayment to Reliant Fire Apparatus, Inc., for a
total cost of $1,045,414, due by the end of August 2026. This prepayment results in
total savings of $147,730 , with $83,910.64 of that savings attributed to the City of
Prescott. In addition to the apparatus base price , the Fire Department identified
accessory costs totaling $427,653.12, separate from the purchase price. The original
Orrin Road scope included a mill and overlay from Pearl Street to Dexter Street, and
a 10-foot-wide pedestrian trail. The city submitted a TAP grant application for
design and construction. The Wisconsin DOT notified the city on May 6, 2026, that
the TAP grant was approved for construction only, not engineering design, with an
estimated construction timeline of 2030 . Wolf noted the borrowing figures will need
to be adjusted since the project will not begin until 2030, and proceeds cannot be
unused for multiple years. Because this is a WI DOT project, Wolf stated the design
process may take two years plus additional agency approvals. Sean Lentz of Ehlers
presented information on borrowing capacity, interest rates, and payment options. He
noted that the projected debt levy would increase from $409,134 in 2026 to $498,650
in 2027. Alderperson Ruona asked if TAP grant approval changes the borrowing
numbers . Wolf confirmed it would. Ruona asked about bond rating impacts. Lentz
explained that the rating agency considers this borrowing , audit s , budget s , and future
borrowing plans. Prescott is currently rated A a A3 , and Lentz stated there was little
concern regarding this borrowing. Ruona asked if borrowing was the only way to
finance the fire engine. Wolf stated that it was the only feasible option to meet the
August 2026 payment deadline unless the Council use d the General Fund, which
could impact the bond rating. Hintz /Otwell motioned to approve Resolution 24-26
Providing for the Issuance and Sale of General Obligation Promissory Notes,
Series 2026A, of the City of Prescott, Wisconsin . There was no further
discussion on the motion. Motion passed without a negative voice vote .
3. Resolution 25-26 Approving the Final Plat for Walnut Circle
City Administrator Matt Wolf presented on the F inal P lat for Walnut Circle ,
submitted by Doug Erickson and Ogden Engineering under City Code § 510-12 .
Walnut Circle is a n ine -lot single-family residential subdivision near Walnut and
Dexter Streets. The preliminary plat and Development Agreement were approved on
March 23, 2026. The Plan Commission reviewed the Final Plat for conformance and
approved it on May 4, 2026, and recommended Council approval. Key features
include Zoning R-1 Mixed Residential , Cul-de-sac right-of-way, utility easements,
stormwater pond outlot , park outlot , and p ublic improvements : water, sewer,
stormwater, erosion control, trail s , and utility coordination . Due to topography , lot
grading will be deferred to the building permit stage , requiring site-specific grading
plans with each permit application . Ruona/Otwell motioned to approve Resolution
25-26 Approving the Final Plat for Walnut Circle. There was no discussion on
the motion. Motion passed without a negative voice vote.
4. Resolution 26-26 Approving a Development Agreement Between the City of Prescott
and TB-Prescott, LLC
City Administrator Matt Wolf presented the Development Agreement for “ The
Bluffs, ” a 106-unit multi-family residential development located at 1452 Glenridge
Drive by TB-Prescott, LLC, doing business as Capital Investment Partners (CapVest).
The project is located within the R-4 High Density Residential District and within the
Tax Incremental District (TID) No. 6. T he project has received approvals for: 1.
Planned Unit Development (PUD) Zoning Overlay, 2. Certified Survey Map (CSM),
3. Site Plan Review, and 4. TID No. 6 approval by the Plan Commission, Common
Council, and Joint Review Board. P ublic improvements included in the agreement : 1.
Public sidewalk along Dexter Street, 2. Rectangular Rapid Flashing Beacon (RRFB)
pedestrian crossing, 3. Public Trail connection between Dexter Street and Borner
Street, and 4. Utility and stormwater infrastructure improvements. The city would
need to approve the developer ’s final design of the trail improvements from Dexter
Street to Borner Street. Wolf stated the project represents a $15.1 million investment ,
which would make the project the second-largest taxable development within the city
behind UNFI . Benefits include housing growth, support for the business park,
possible increased school enrollment, and, under Reverse TIF, approximately 10% of
the tax increment remains in the TID #6 Fund during the life of the agreement .
Alderperson Ruona raised concerns about audit rights, minimum assessed value
guarantees, remedies for valuation shortfalls, successor obligations, and delay
provisions. Wolf stated the 10% materiality threshold was included, and the assessed
value could not fall below the minimum per the agreement. He noted the completion
deadline is August 2028 , and any extension would require Council approval. Wolf
stated public improvements are reviewed by the City Engineer and accepted through
a separate Council resolution process. Otwell/Hintz motioned to approve
Resolution 26-26 Approving a Development Agreement Between the City of
Prescott and TB-Prescott, LLC. There was no further discussion. Mayor Gerke
called for a roll-call vote; Sorenson – yes, Hintz – yes, Otwell – yes, Ruona – nay.
Motion passed 3-1.
