The meeting was called to order at 5:00 PM. Committee Present: Mike Gerke, Dar Hintz, Lindsey Sorenson Staff Present: City Administrator Matt Wolf, Public Works Director Mike Kinneman, and Planner Luke Wiese Approve Minutes for February 15th, 2025 Hintz motioned to approve the minutes for February 15th. Gerke seconded; motion passed without a negative voice (3-0). 2026 Public Works Work Plan City Administrator Wolf presented the 2026 Public Works Work Plan, which was developed by staff and provided to the Committee for review and feedback. The work plan includes improvements to signage at the Riverfront Phase 2 project, replacement of lead sewer laterals, Magee Park improvements, and Sunset Park improvements. The Committee also discussed the upcoming I-35 Project, noting it is still a few years out. Discussion included potential sidewalk connections that may traverse private property and how those situations could be addressed. Committee member Gerke asked whether the warming house at 809 Hilton St could be removed, noting the building has been in disrepair for a number of years. City administrator Wolf said it would be possible to add that to the work plan. Coulee River Trails Concept Plan – Walnut Circle to Magee Park Connection City Administrator Wolf presented the Coulee River Trails Concept Plan for the Walnut Circle to Magee Park connection. The plan is part of the approved Walnut Circle subdivision development agreement, which requires the City to construct a trail connection between the development and Magee Park. The City has also entered into a grant agreement with the Friends of Freedom Park/Coulee River Trails for $100,000, with an additional $40,000 to be raised to complete the project. The concept plan includes multiple phases to be constructed as funding becomes available. Phase 1 consists of a 0.24-mile ADA-accessible trail connection between Magee Park and Walnut Circle, proposed for construction in 2027 contingent on funding. Additional future segments include a 0.32-mile accessible trail and two shorter trail segments, which together would bring the total added trail length to just over one mile. The plan also identifies potential bridge locations within the floodway that have been approved by the Wisconsin DNR for future consideration. In addition, mountain bike trail segments are proposed, with development and maintenance to be handled by Coulee River Trails in accordance with the existing MOU with the City. Hintz motioned to approve the Coulee River Trails Concept Plan to Council for Approval. Gerke seconded; motion passed without a negative voice (3-0). Private Well Abandonment City Code 563-35 – 1121 Pearl Street City Administrator Wolf reviewed the status of private wells on Pearl Street and the requirements under City Code § 563-35. Several properties were identified as exempt from the requirement to connect to municipal water due to lack of access or distance from available service. The property at 1121 Pearl Street does not qualify for this exemption and is required to connect to City water and sanitary sewer. The Committee discussed how to proceed with 1121 Pearl Street, noting the property currently relies on a shared system and cannot obtain a well operation permit. Kinneman stated he did not have an estimate for the cost of extending utilities but noted that service has been stubbed in the area. Kinneman offered to obtain a quote for the work to be completed. Review of Water Updates Video by City Staff The Committee was shown the video prepared by City Staff, The video explains the Well #3 updates and how the well functions to deliver clean water to the residents of the City. The Committee found the video to be very informative and thought it was ready to be posted to the City’s social media. Committee member Hintz wondered how often the membranes in the well had to be replaced. Kinneman said they are checked on a routine basis and will be replaced as needed. Other Business – The Bluffs Park Dedication City Administrator Wolf explained that with the park dedication for the bluffs, a new park is to be located at the existing skate park. The committee decided they wanted to see the park concept developed internally and wanted to see the park have a multi-functional use. Commissioner Hintz motioned to adjourn. Gerke seconded; motion passed without a negative voice (3-0). The meeting was adjourned at 6:09 PM. The next Parks & Public Works Committee will be May 18, 2026, at 5:00 PM. Respectfully Submitted, Luke Wiese, Planner
