Summary
We are very excited to see that the demolition and rehab of the new facility has started . We
are working on plans for moving the collection next year as well as investigating several ways
to use the facility for community engagement projects. The Founding Industries exhibit is in it's
final few months of fabrication. We created a new small seasonal exhibit about the how early
undertakers were also furniture makers. Our archives intern continues to make great progress
with over 2500 images digitized in the past few months.

Interior demolition begins on the new facility
From the mid-1800s into the mid-1900s,
the person who made your first bed
frame might be the same person who
would eventually build your coffin.
Furniture makers already had the
woodworking skills needed to build
coffins, making undertaking a natural
extension of their businesses. As
funerals became more elaborate,
however, undertaking grew into its own
profession, with funeral directors taking
over for everything from preparing the
body to arranging the burial.

MEMORANDUM
To: Highway & Facilities Committee
From: Marc Moore, Parks Manager
CC: Facilities and Parks Director; Corporation Counsel; County Administrator
Date: October 6, 2026
Subject: Discussion with Mr. Michael Collins Regarding Access Through Meridian County Park
(P.I.N. 016-00-01292744) to Access His Property (P.I.N. 016-00-01292743)
Purpose of Memorandum
This memorandum provides a summary of historical actions taken by Door County regarding past
right‑of‑way and easement requests associated with the Collins property adjacent to Meridian
County Park, and updates the Committee on the most recent discussion held with Mr. Collins on
September 21, 2026. No formal easement request has been submitted at this time.
Historical Record
The following requests were submitted by the previous property owner Mr. Charles Collins father
of Michael Collins.
1. 1996 Right‑of‑Way Request Denial
On April 5, 1996, the Door County Airport & Parks Committee reviewed Mr. Charles Collins’
request for a right‑of‑way through Meridian County Park. After reviewing the correspondence,
maps, plat book materials, and aerial imagery—and considering applicable park policies and future
land management needs—the Committee voted unanimously to deny the request.
2. 2016 Prescriptive Easement Denial
Minutes from the February 15, 2016 Airport & Parks Committee meeting reflect that the Committee
went into closed session to review a prescriptive easement claim asserted by Mr. Charles Collins
regarding Meridian County Park. Upon reconvening, the Committee voted not to grant a
prescriptive easement to Mr. Charles Collins.
2026 Informational Meeting with Mr. Michael (Mike) Collins
On September 15, 2026, Mr. Michael (Mike) Collins, current property owner and son of former
owner Mr. Charles Collins, contacted the Parks Department requesting a meeting to discuss the
history of the property and to express his belief that he holds a prescriptive easement through
Meridian County Park. This was not a formal easement request.
On September 21, 2026, the Facilities & Parks Director and I met with Mr. Michael (Mike) Collins
onsite at Meridian County Park, where he walked staff along an access route he stated had been
historically used. This meeting served as an informational discussion only, with Mr. Collins
providing background and explaining his understanding of the property’s historical access.
During this meeting, I recorded the trail using a GPS‑enabled phone; the resulting track has been
exported and included as an attachment in PDF format..
Site Assessment and Feasibility Considerations
Following the walkthrough and evaluation of available access routes, the Parks Department offers
the following observations:
• Meridian County Park is a designated State Natural Area (SNA). This designation prioritizes
protection of sensitive ecological features, including dune systems and rare natural communities.
Any proposed modification or maintenance activity must be evaluated carefully to ensure
compatibility with SNA stewardship obligations.
• An existing path/road is already present in the location discussed. Staff observed a pre‑existing
access route that has experienced intermittent use over time. Mr. Collins clarified that his goal is not
to establish a new road but to improve the existing path with a gravel surface to prevent rutting,
erosion, and further damage to park property. While this reduces the potential for new disturbance,
any modification within an SNA must still undergo environmental review.
• Northern access remains environmentally and operationally challenging. The dune system in this
area is highly sensitive, and even improvements to an existing route must be approached cautiously
to avoid destabilizing the landscape.
• Eastern access still requires private landowner permission before the County could evaluate any
easement proposal. Staff cannot act without written authorization or participation from the adjacent
landowner.
• Based on environmental considerations, SNA requirements, existing terrain limitations, and the
limited scope of what Mr. Collins described, the Parks Department remains neutral regarding the
concept of an easement at this time. Feasibility constraints—not policy position—form the basis of
this neutrality.
Department Recommendation: Direction
Given the recurring nature of this issue and the potential for a formal request in the future, staff
recommend the following as next steps. Options include:
Review and affirm or change Committee decisions (1996 and 2016) should a formal request be
submitted.
Referring the matter to Corporation Counsel if Mr. Collins files a prescriptive easement claim.
Directing staff to take no action unless a formal request is submitted with necessary private
landowner approvals.
Review and discuss alternative direction as the Committee deems appropriate.
Conclusion
At this time, no action is required, as no formal request has been submitted. This memorandum is
intended to ensure the Committee remains informed regarding historical decisions, current site
conditions, and the context of the 2026 informational discussion. Staff will proceed according to
Committee direction.

YODEL PASS
Boat Launch Payments and Enforcement
Prepared for the Door County Parks Committee, October 2026
Today
• Three Ventek machines, about six years old. Roughly $1,500 a year to run, plus parts, stickers and receipt
paper.
• Cash tubes and envelopes are still in use at several sites.
• Staff in the parking lots cannot tell who paid, so they leave warnings instead of citations.
• The annual pass list is typed in by hand.
What would change
• Visitors buy online or on their phone. The pass is tied to the license plate.
• Staff check a plate with the phone they already carry. Paid or unpaid in about a second.
• No kiosks, no stickers, nothing new to buy and reduces costs to the County.
• Reports update in real time and can be scheduled to be emailed to staff.
• The pass pages link out of the Connect site, and the county stays merchant of record.
Decisions for the committee
These are county policy calls. The software works either way.
• Attach the pass to the vehicle instead of the boat and trailer.
• Move the annual pass to a rolling twelve months, same as the state.
• Replace the $263.50 citation with a warning slip first, then a violation at about twice the daily rate.
• Whether to add senior and military rates with document verification online.
Cost options for the County
• The visitor pays a small fee at checkout, and the county pays nothing.
• The county pays a flat monthly fee, and nothing is added for the visitor.
• A hybrid of the two.
Firm numbers once we have transaction counts by pass type.
Video Demonstration
• Short video to highlight how Yodel Pass works and will benefit Door County. Click Here for Video Demo
Timing
• Four to six weeks to set up. A decision this winter has the county live before the spring season.
Eau Claire County is making the same move this season. The same system runs the Minnesota and Massachusetts state park
programs.
