HELP is currently transitioning from a domestic violence service provider to a dual-service agency providing both domestic violence and sexual assault advocacy. This transition is necessary following the loss of a dedicated local sexual assault service provider. As HELP prepares to become fully operational as a dual-service agency by March 2027, significant investments are needed to build the staffing, training, infrastructure, partnerships, and resources necessary to ensure that survivors of sexual assault have access to comprehensive, trauma-informed services within Door County. HELP has served survivors of domestic violence in Door County for decades and already has an established foundation of crisis response, advocacy, emergency shelter, safety planning, legal advocacy, transportation assistance, prevention education, and community partnerships. However, HELP's current funding was established to support domestic violence programming and is not sufficient to absorb the additional responsibilities and costs associated with providing specialized sexual assault services. County investment would help ensure that sexual assault survivors do not face a gap in local services and that HELP has the capacity to build a sustainable, coordinated response system for Door County. The Need As of January 2026, Door County no longer has a dedicated sexual assault agency serving survivors. This has created a significant gap in specialized local advocacy and support. HELP has begun responding to this need by providing walk-in services, crisis support, referrals, medical SANE accompaniment, and co-advocacy with community partners while building the capacity necessary to provide comprehensive sexual assault services. HELP anticipates being fully operational as a dual-service agency by March 2027. At that time, sexual assault survivors will need access to a coordinated system of services, including: • 24-hour crisis response • Individual advocacy and emotional support • Medical and legal accompaniment • Emergency shelter and safety planning • Transportation assistance • Support groups and ongoing case management • Prevention education • Financial and material assistance • Referrals and coordinated services with community partners Without a local provider capable of offering these services, survivors may face additional barriers to seeking help, obtaining medical care, reporting an assault, or accessing the resources needed to heal. Unique Challenges in Door County Door County's geography and rural nature create additional challenges for survivors seeking services. Transportation is one of the greatest barriers. Door County does not have a public bus system, and many survivors do not have reliable transportation to access medical appointments, court hearings, counseling, or advocacy services. Access to specialized sexual assault medical care is also limited. Door County does not currently have Sexual Assault Nurse Examiners, requiring survivors to travel more than 45 miles to Green Bay for forensic examinations and specialized care. This distance can create significant emotional, financial, and logistical barriers during an already traumatic experience. Door County also presents unique geographic challenges, including its 70-mile-long peninsula and island communities. Washington Island, the county's only year-round inhabited island, is accessible only by ferry. Long travel distances, limited transportation, harsh winter weather, and seasonal population increases can all create barriers to accessing timely services. These challenges make having a strong, locally based sexual assault advocacy program especially important. HELP Is Prepared to Build on an Established Foundation HELP of Door County is not starting from scratch. For decades, HELP has provided trauma-informed, survivor-centered domestic violence services to individuals and families throughout Door County. HELP already maintains relationships with law enforcement, healthcare providers, Door County Health and Human Services, victim witness staff, housing providers, transportation services, local businesses, and other community organizations. HELP has experience providing: • 24-hour crisis support • Emergency shelter • Safety planning • Individual advocacy • Legal advocacy and court accompaniment • Transportation assistance • Mobile advocacy • Financial and material assistance • Housing support • Prevention education • Bilingual advocacy services • Collaboration with community partners These existing systems provide a strong foundation for the development of comprehensive sexual assault services. HELP is actively expanding policies, procedures, staff training, and community partnerships to ensure services meet trauma-informed and survivor-centered best practices. Advocacy staff are preparing to complete specialized sexual assault training, including the Sexual Assault Victim Advocacy School through the Wisconsin Coalition Against Sexual Assault, while continuing ongoing professional development and technical assistance. Why Additional Funding Is Needed HELP's current funding was developed to support domestic violence services. Sexual assault services were previously provided by another organization, meaning HELP's existing budget does not include funding for the additional staffing, specialized training, equipment, outreach, and direct survivor support necessary to operate a comprehensive sexual assault program. The transition to a dual-service agency requires HELP to make significant investments before and during the launch of services. County funding would provide critical local support for: 1. Additional Staffing Additional funding would help support the staffing necessary to provide specialized sexual assault advocacy and crisis response while ensuring that the expansion does not reduce HELP's existing capacity to serve survivors of domestic violence. Potential positions may include: • Sexual Assault Services Coordinator • Additional full-time or part-time advocate • Increased crisis response capacity • Prevention education and outreach support 2. Specialized Training and Certification HELP staff must receive specialized training to provide high-quality sexual assault advocacy. Funding would support: • Sexual Assault Victim Advocacy School training • Ongoing WCASA training and technical assistance • Medical and legal advocacy training • Trauma-informed care and best-practice training • Training related to sexual assault investigations and coordinated response • Community partner and multidisciplinary training opportunities 3. Survivor Support and Direct Assistance County funding could help provide direct support to survivors, including: • Transportation to medical and forensic appointments • Emergency financial assistance • Lodging when necessary • Basic needs and material assistance • Medical and legal accompaniment • Safety planning and crisis support 4. Program Development and Infrastructure Funding would also support the development of a sustainable sexual assault program, including: • Sexual assault-specific policies and procedures • Confidential advocacy resources • Outreach and educational materials • Equipment and technology • Development of coordinated response protocols • Community awareness and prevention efforts Proposed Partnership With Door County HELP is requesting that Door County recognize sexual assault advocacy as an essential community service and include dedicated funding for HELP's sexual assault services in the 2027 County budget. A county investment would demonstrate a shared commitment to ensuring that every survivor of sexual assault in Door County has access to local, trauma-informed, survivor-centered support. HELP proposes working collaboratively with County leadership and community partners to develop a funding structure that supports both the immediate transition and the long-term sustainability of sexual assault services. Potential funding could be structured as: • Annual operational support for sexual assault services • Transitional funding to support program development and implementation • Funding for a dedicated Sexual Assault Services Coordinator or advocate • Support for training, equipment, and program infrastructure • A multi-year funding commitment to allow the program to become sustainable Accountability and Outcomes HELP is committed to demonstrating the impact of county funding through measurable outcomes and regular reporting. Potential outcomes may include: • Number of sexual assault survivors served • Number of crisis interventions provided • Medical and forensic accompaniments completed • Legal advocacy services provided • Transportation and emergency assistance provided • Number of staff completing specialized sexual assault training • Development and implementation of sexual assault policies and protocols • Community education and prevention activities conducted • Partnerships developed to strengthen Door County's coordinated response HELP would work with Door County to establish clear reporting expectations and outcome measures that demonstrate how county funding directly improves access to services for survivors. Investment in the Safety and Well-Being of Door County The transition of sexual assault services presents an important moment for Door County. Without additional local investment, HELP will be expected to expand its services and absorb a significant new responsibility while continuing to provide critical domestic violence services with funding that was not designed to support both programs. HELP is prepared to step forward and build a comprehensive, sustainable sexual assault advocacy program for Door County. However, this transition cannot be accomplished through existing resources alone. An investment from Door County would help ensure that survivors of sexual assault have a trusted, local organization to turn to during one of the most difficult experiences of their lives. By supporting HELP's transition to a dual-service agency, Door County can help ensure that no survivor is left without access to advocacy, support, safety, and resources because of where they live. Request HELP of Door County respectfully requests that Door County allocate dedicated funding in its 2027 budget to support the expansion and implementation of comprehensive sexual assault services throughout Door County. This investment will help build the staffing, training, infrastructure, and survivor support necessary to ensure a successful transition by March 2027 and establish a sustainable system of care for years to come. HELP looks forward to working collaboratively with Door County leadership, the County Board, Health and Human Services, law enforcement, healthcare providers, and other community partners to ensure that Door County continues to provide accessible, coordinated, and trauma- informed services to all survivors of domestic violence and sexual assault. Together, we can ensure that survivors in Door County do not have to leave the county—or go without support to find help.
