Discussion/Approval Outsourcing Crushing
Highway Commissioner Thad Ash provide a memo in the meeting packet which was reviewed. Ash reported
recently, the County’s crusher Foreman retired. Neither of the two people working the crusher are comfortable,
or interested, in becoming a crusher Foreman. The Crusher Foreman has huge responsibilities. They protect the
County from liability issues in and around the quarries. Everything from emergency escape routes, signage,
identifying hazards, electric grounding issues, safe equipment operations, heavy equipment repairs, and daily
reports needed for MSHA regulations. In addition, the major components of the crushing train are aging and will
need to be replace in the near future. The breaker, cone, and loader, are the biggest cost, approximately $2.5 to
$3.0 million dollars to replace. Because of the reasons listed above, Management believes it is time to explore
using an outside vendor for crushing. The current crushing equipment has resale value ($1M+), sale funds could
be placed into the equipment replacement fund, and the department would have two more people to handle the
day-to-day operations of the department. Ash has contacted a couple of contractors who can provide crushing
operations. Incoming Highway Commissioner DeCur noted the County could bid out the crushing and secure a
2-year contract which will allow the County additional time to reevaluate crushing operations. Administrator
Pabich noted with the age of the equipment it may not be beneficial to the County to hold on to the crushing
equipment while outsourcing crushing operations. Discussion followed and included: County liability if
outsourcing crushing; staffing levels if crushing operations were eliminated; and, depreciation on crushing
equipment.
Motion by Thayse, seconded by Tlachac to approve future outsourcing of crushing operations for the Highway
Department. Staff will work towards securing a two-to-three-year contract. Motion carried by a show of hands
with all Members voting Yes.
Discussion of Crushing Equipment
Staff’s recommendation is to outsource the crushing and sell the equipment, using the funds from the sale to put
towards the hot mix plant replacement, quarry property acquisition, or other equipment needs. This would also
allow two more staff to be reassigned for expediting projects during construction season. Finance Director Steve
Wipperfurth noted the sale proceeds would be placed in an Equipment Reserve account. The Department could
finalize crushing operations by year end. The Committee will consider action on the sale of crushing equipment
at a future meeting.
Museum
July Museum Report
The July Report was included in the meeting packet and was reviewed by Museum Manager Joe Taylor. July was an
exceptionally busy month, with museum visitation reaching its highest level in recent years. Significant progress was
made on the Founding Industries exhibit, as most of its largest components are now installed. The Archives Intern
has made outstanding progress, digitizing more than 1,000 collection items during the month. Staff are now
processing and uploading these materials into the collections management system. Finishing work is being
completed on an Educator's Packet that is designed to facilitate more interaction with schools and students. It will be
mailed to teachers in early August.
Museum & Archives Facility Projects
Building Sign Design
Design ideas were included in the meeting packet and were reviewed. The signage is primarily for the lessee’s.
There will be a small sign identifying the museum; we do not want to direct visitors to this building but rather to
the main Museum entrance. Additional signage will be placed on the door or front windows of the building
identifying the tenants. Discussion of the using the County logo; it was determined that the building shouldn’t be
identified as County rather the sign should be used to identify tenant space.
Motion by Gauger, seconded by Miller to approve concept 1 – compass rose for the sign. Motion carried by voice
vote.
Color(s) of Façade
The color submitted to the City’s Aesthetics and Design Review Committee was sage green. Paint colors can be
changed without the need to resubmit to the City. The sage green color was picked based on surrounding
buildings, to tone down the stark white, and blend in with the hillside.
Motion by Gauger, seconded by Thayse to approve the sage green color as depicted in The A2.1 rendering.
Motion carried by voice vote.
Roof Report – Door County Historic Museum
Facilities & Parks Director Wayne Spritka reviewed the roof report included in the meeting packet. Crafts, Inc.
Technicians completed the Preventive Maintenance Roof Inspection. Technicians found a hole in the wood
siding around the bell which was caulked. Technicians also resealed two pipe flashings. Technicians
recommend budgeting for replacement as the roof is missing most of its granules. Estimated costs expected
next week.
Parks
Park Manager Report
Parks Manager Marc Moore reviewed the report included in the meeting packet: July park events included
Triathlon, Scenic Shore Bike Ride, Fair preparations, car count at Cave Point; Chaudoir’s Dock dredging is
nearing completion (ahead of schedule), and paving at Chaudoir’s Dock.
Resolution No. 2026-__ 2027 County Conservation Aid Grant
Authorizing the Department to prepare and submit an application through the Wisconsin Department of Natural
Resources County Conservation Aids Program for Dock Refurbishment at Lily Bay County Park. The grant
would require a 50% County match which is supported by non-CIP funding budgeted in 2027.
Motion by Miller, seconded by Tlachac to recommend to the County Board adoption of the resolution authorizing
application for and acceptance of financial assistance for dock refurbishment at Lily Bay County Park. Motion
carried by voice vote.
Park Facility Rental and Deposit Fees
Updated rates with the removal of deposit fees were included in the meeting packet and were reviewed. Starting
in October, Park reservations and fees will be payable online. With the updated reservation system handling of
deposits becomes difficult and time consuming. Staff suggests eliminating the deposit requirement to avoid
having to issue refunds. Should there be an issue following a park rental the department does have language in
Chapter 12 of the Door County Code authorizing staff to issue citations for violations.
Motion by Fisher, seconded by Gauger to adopt the 2027 Fee Schedule as presented. Motion carried by voice
vote.

MEMO
DATE: September 9, 2026
TO: Highway & Facilities Committee
FROM: Matt Decur, Highway Commissioner
RE: Sale of Crushing Equipment
Background: At their August meeting, the Highway & Facilities Committee approved
contracting future crushing operations at the County’s quarries and discussed the sale of
crushing equipment.
Discussion: The Department’s crushing equipment has outlived is useful service life and is in
need of replacement. The Committee has approved contracting crushing operations to
supply the Department with aggregates in the future. Crushing equipment would be sold
after contracts for crushing are in place. Photographs of the equipment proposed for sale
are attached.
Fiscal Impact: Trade-in value of the equipment is estimated at $1,250,000. Revenue from
the sale of crushing equipment will be used for future capital purchases.
Recommendation: The Highway Department recommends that the Committee declare
crushing equipment as surplus and approve sale of the equipment after the Department has
contracted for future crushing operations.

Summary
We continue to make progress on the Founding Industries exhibit. Major components are
mostly complete, and we are now working on graphics and interactive elements. Visitation and
donations were lower than expected, likely due to the exceptionally nice weather. The Educator
Resource Guide was completed and is now being distributed. We also had more than 103
volunteer hours in August, supporting projects including collections organization and inventory,
as well as potential game development.
