Vacancies often remain open for extended periods, applicant pools are limited, and qualified candidates frequently accept employment with hospitals, health systems, or other healthcare organizations that offer higher starting wages and greater earning potential. Recommended to stay in Pay Grade I. Jan-27 Public Health Nurse (Reclassication) 1 Change to Public Health Nurse Supervisor. In 2022, the County hired its first Public Health Officer without a nursing background. This shifted the supervision of all direct patient care to a staff member. The position took lead roles in training and oversight of new staff regarding work specific to the hands-on nursing work done in the division. This includes contact tracing, immunizations, coordinating vaccination clinics, prenatal care, and care coordination. Position recommended to start at Pay Grade J. Jan-27 $136,474.00 $144,315.00 $7,841.00 $7,841.00 Birth to Three Educator and Service Coordinator (Reclassication) 1 There has been an increase in duties over the past 14 years, primarily related to the changes at the state level in terms of increased requirements. Recommended that there be no change. Jan-27 Foster Care Coordinator (Reclassication) 1 The role is being moved to a Social Worker position. The actual duties of the role have been more of the responsibilities of a Social Worker. The Foster Care Coordinator position would be eliminated. Position would be Pay Grade H. Jan-27 $88,847.00 $95,632.00 $6,785.00 $6,785.00 DTE Peer Support Specialist (New Position) 1 Create Peer Support Specialist (PSS) position. This role is relatively new in the treatment array of services. We do not currently have a PSS position in our organizational chart. In June of this year, that service became a billable service for those individuals who have BadgerCare. It is proposed that the position be developed as a Defined Term Employee (DTE). It would give us a six-year window to use this service and evaluate the effectiveness of the service. It would also give us time to figure out the most effective way to bill for the services and explore other possible ways to fund the position. There is a conservative revenue projection included as part of the suggested budget. There would be no tax levy effect. Funds that were allocated for the purchase of a sober living home that was unable to be purchased, and Opioid Settlement Funds, would be used for this. Jan-27 $0.00 $95,507.00 $95,507.00 $95,507.00 Revenue Offset: -$95,507.00 NET IMPACT ON TAX LEVY FOR 2027 $14,626.00 $14,626.00 Register of Deeds Deputy Register of Deeds (Reclassification) 1 Change to Deputy Register of Deeds / Assistant Property Lister. Based on the significant expansion of duties, technical responsibilities, independent decision- making, and specialized knowledge required to perform the role. The position now encompasses advanced land records management, GIS mapping responsibilities, statutory compliance review, and technical support functions that extend beyond the scope of the current classification. Position would be reclassed to Pay Grade F. Jan-27 $94,961.00 $101,631.00 $6,670.00 $6,670.00 2027 New Positions, Reclassification and Change of Hours - Summary Effect on 2027 Budget Page 6 of 17 County of Door 2026 for Budget Year 2027 ADDENDUM A Chief Deputy Register of Deeds (Reclassification) 1 Change to Chief Deputy Register of Deeds / Administrative Supervisor. The purpose of this reclassification is to recognize the expanded scope of responsibility and leadership duties assigned to the position within the Register of Deeds Office. In addition to serving as Chief Deputy Register of Deeds, the position has assumed significant administrative, financial, and supervisory responsibilities that extend beyond the traditional duties of the role. The reclassification reflects the increased level of independent judgment, decision- making authority, and accountability required to effectively support the operations and management of the department. Position would be reclassed to Pay Grade G. Jan-27 $104,667.00 $111,643.00 $6,976.00 $6,976.00 Revenue Offset: $0.00 NET IMPACT ON TAX LEVY FOR 2027 $13,646.00 $13,646.00 ADRC ADRC Director (Reclassication) 1 At the end of 2025, Adult Protective Services (APS) was transitioned under the supervision of the ADRC Director. While this change resulted in the addition of three staff members to the position’s supervisory responsibilities, the more significant change is the nature and complexity of the services this role is now responsible for. Position would be reclassed to Pay Grade L. Jan-27 $141,428.00 $148,528.00 $7,100.00 $7,100.00 ADRC Specialist (Reclassication) 3 The ADRC Specialist position is currently classified at Pay Grade F, below both the Disability Benefit Specialist and Elder Benefit Specialist positions, which are classified at Pay Grade G. These positions have comparable educational and experience requirements, with all three requiring a bachelor’s degree and relevant professional experience. The ADRC Specialist position serves as a primary point of entry for individuals seeking long-term care, aging, disability, and community-based resources, which requires knowledge of multiple service systems, programs, and funding sources. As a result, the work is equally, if not more, complex than these comparable positions. Position would be reclassed to Pay Grade G. Jan-27 $307,026.00 $327,291.00 $20,265.00 $20,265.00 Revenue Offset: $0.00 NET IMPACT ON TAX LEVY FOR 2027 $27,365.00 $27,365.00 Library Circulation Assistant 11 Unbenefited Circulation Assistants were removed from the compensation structure in 2023. In review of the positions with Rethinking Libraries, the duties are the same between the Circulation Assistant and Circulation Assistant II, benefited position. The Circulation Assistant will stay under 24 hours and, therefore, no benefits.
