LAU, JILL
Subject: Great Job on the 2026 Door County Fair!`
From: LINDA WAIT <lindadwait@gmail.com>

Subject: Great Job on the 2026 Door County Fair!`
I cannot make the County Board meeting next Tuesday, so am passing
along a message.
This year's fair was a real winner! And the weather really cooperated. I
was there on Friday afternoon and evening, enjoyed the 4-H horse drill
teams, going thru the barns, the pig/duck races, the music, food & ice
cream, and once all the lights came on, it was almost magical.
Paving the midway was a great investment, appreciated by everyone.
My compliments and appreciation to the Door County Fair Association
and Board, all the sponsors and volunteers, the dedicated 4-H families,
everyone who contributed in the Merchant building, and even the
pleasant and patient carnival people.
Thanks to all, Linda Kiehnau Wait

to exceed $149,940.80 from the Door County Contingency Expense account to Capital Outlay Expense to fund the
overage amount of the runway and taxiway improvement project.
Administrator Pabich explained on July 9th the County received the first copy of projected overruns. On the taxi way
the material did not pass the compaction test. The material was removed and replaced with different material with an
overrun cost of $206,759.80. The runway overrun was due to the project needing additional materials from the original
projection. The project cannot proceed until there is a commitment by the County to pay a portion of the overrun. The
Bureau of Aeronautics found a Block Grant for the taxi way - $186,083.82 Federal funds, $10,337.99State funds;
$10,337.99 County funds. For the runway overrun State aid $139,602.81 may be reimbursed with future IIJA or
Entitlements, $139,602.81 County share. County Administration continues to pursue potential mitigation. Pabich
noted there is still a potential for additional costs to be incurred as the work resumes. Airport Manager Craig Ross
reported if today’s resolution passes crews can mobilize and be back on site on Monday with completion by August
18th. It is anticipated one run way will be opened for day time traffic until such time as the run way lighting is
completed. Corporation Donohue noted the resolution, if approved today, transfers money from the contingency fund
and is not relying on reimbursement from future Entitlements. The State portion of the funds may affect future funding
of airport projects. CC Donohue noted the County is not signatory to any contract related to the project.
Motion carried by roll call vote with 20 Members voting Yes; 1 Member excused.

REPORT TO THE DOOR COUNTY BOARD OF SUPERVISORS:
AMENDMENT TO THE ZONING MAP OF BAILEYS HARBOR
This report is submitted pursuant to Section 59.69(5)(e), Wisconsin Statutes. 1
2
REQUESTED: 3
4
Skyler Witalison, on behalf of PCJ Capital Management LLC, petitions for an amendment to the detailed zoning map 5
of the Town of Baileys Harbor to rezone approximately 12.62 acres from Countryside (CS) to Mixed-use Commercial 6
(MC). The proposed amendment includes the eastern 80 feet of the parcel addressed 7886 CTH A, the entire parcel 7
addressed 7880 CTH A, and the entire parcel ID 002-01-26302723C. The properties are located near the intersection 8
of CTH A and CTH E in the southeast corner. 9
10
EXPLANATION: 11
12
The rezoning request is being sought for future development to subdivide the property into smaller lots to increase the 13
potential for a mixture of commercial businesses and residential uses in the area. 14
15
HEARING AND NOTICE: 16
17
The Resource Planning Committee held a public hearing concerning this petition on August 6, 2026 at the Door County 18
Government Center, Sturgeon Bay, WI. Notice of the public hearing, notice to the county board supervisor of the affected 19
district, and notice to the Baileys Harbor Town Clerk have been given in accordance with Chapter 59.69, Wisconsin 20
Statutes. Proof of publication of the notice of the public hearing and proof of the giving of notice to the town clerk of the 21
hearing is attached hereto. 22
23
RECOMMENDATION: 24
25
The Resource Planning Committee hereby recommends approval of a modified zoning map amendment petition, 26
whereby the two northern lots (7886 CTH A and 7880 CTH A) be rezoned from Countryside (CS) to Mixed Use 27
Commercial (MC), but not the southern lot (parcel ID 002-01-26302723C). 28
29
Reasons for recommending a modified petition include: 30
• The proposed modified amendment is consistent with the town’s recommendation. 31
• The proposed modified amendment is consistent with the Future Land Use map designation. 32
33
Amendatory Zoning Ordinance No. 2026-03 would implement this recommendation. 34
