County Clerk
July Tabletop Election Exercise
County Clerk Jill Lau reported an election tabletop exercise was held here at the Government Center on July 15th. The
training was led by Emergency Management Director JEB Saelens. Municipal Clerks or their designee were invited to
participate. The clerks used their emergency plans to work through a few emergency scenarios. JEB did an excellent
job with this training and we received very positive feedback from those in attendance.
County Board
Resolutions from Other Counties and Recommendation as to Action of the County Board
Walworth County - Legislation for Greater Local Control
Reviewed. Will continue to monitor actions on this topic by Wisconsin Counties Association.
Door County Deputy Sherriff Association and Sheriff Correspondence
Chairman Englebert noted this was reviewed by the Administrative Committee last month. CC Donohue noted issues
may be addressed at the staff level such as staffing in the Jail. Donohue noted there are things that need to be looked
at however at this time it is a bit premature for any committee action. Administration has met with Union Leadership to
further inquire and clarify their intent. Administrator Pabich and CC Donohue have met with Sheriff Sternard. Sheriff
Sternard has or will be reaching out to the Union. Chairman Englebert has not met with Sheriff Sternard.

Transportation Update
The 2nd Quarter 2026 Newsletter was provided in the meeting packet for review. The Transportation and Career Fair
event went well. Adult participation was low; kids participation was good. A survey will be sent to poll the vendors to
see if they would be interested in attending an event in the future, and to gather ideas for a future event. Busch noted
the full-time bus driver is retiring creating an open position in September.
Human Resources
Clerk of Court / Register of Probate Staffing Changes
County Administrator Pabich explained we have growing concerns regarding continuity of operations within the
Clerk of Courts office. Over the next five months, the office could experience significant turnover. The elected Clerk
of Courts has announced that she will not seek re-election, one Deputy Clerk has submitted her resignation, and we
are aware that two additional Deputy Clerks are planning to retire at the end of the year, although formal retirement
notices have not yet been submitted to Human Resources. Given the potential loss of institutional knowledge in a
short period of time, Administration believes it is prudent to begin implementing the previously approved staffing
plan while maintaining flexibility should additional staffing needs arise.
Accordingly, the following is proposed:
• Fill the current Deputy Clerk vacancy.
• Implement the previously approved transition of the Register of Probate Administrative Assistant position from
part-time to full-time.
• If the anticipated two retirements occur at the end of the year, we would only refill one of the vacant Deputy
Clerk positions.
• Hold the salary and benefit savings from the remaining unfilled position in the Payroll Contingency account for
2027. This would provide the County with the flexibility to restore the position if it is determined that the
consolidated staffing model and cross-training approach do not adequately meet operational needs.
Clerk of Court Connie DeFere noted the Register in Probate Administrative Assistant will only assist with the
front counter; she will not be handling any cases. Administrator Pabich noted at this time and until a
retirement/resignation letter is submitted the County is unable to move forward on refilling the anticipated
retirements. Supervisor Robillard suggested waiting to hire the retirement replacements until after the
November election which would allow the incoming Clerk of Court to participate in the hiring of their staff.
Motion by Shaw, seconded by Robillard to approve the recommendations as presented including approving the
Register in Probate Administrative Assistant position moving to full-time. Supervisor Robillard noted she would
like to see the RIP Administrative Assistant help with additional duties in the Clerk of Court’s Office rather than
just working at the counter. Motion carried by voice vote.
HR Director Recruitment Update
Administrator Pabich explained the recruitment has been open or over a month. Patrick Glynn, Bold Path
Consulting, will be assisting with the position. Applications have been forwarded to Patrick who will review and
assist with determining if any applicants are viable. If none are found viable, the County will need to consider
moving forward with retaining a recruiter.

HR Generalist Anthony Recupero reviewed the report included in the meeting packet.
