Clerk of Courts
Staffing and Transition Plan
County Administrator Pabich provided future staffing concerns with Clerk of Court Connie DeFere not seeking
re-election, one deputy clerk recently left employment, and the possibility of two staff members retiring at the
end of the year. This would potentially put the office down three deputy clerks with a new Clerk of Court
starting in January 2027. The county had a plan last year to make the clerical position in the Register in
Probate Office a full-time position and allow it to float between the two offices and would downsize one position
in the Clerk of Courts Office but that plan did not happen. Pabich would like to have the clerical position in
Register in Probate become full time to allow that position to float to the Clerk of Court to help with the front
counter and phones, but not case management. The current vacant position has moved forward with
recruitment. Pabich is requesting this committee send it on to Administrative Committee for approval to post
future openings when they receive the letter(s) of retirement.
Motion by Tlachac to approve to move this request to the Administrative Committee, seconded by Shaw.
Motion carried by voice vote.
Sheriff’s Office
Door County Deputy Sheriff Association and Sheriff Correspondence
Pabich explains the letter from the DCDSA was not received in time to get added to the agenda for the June 9,
2026 Judiciary & Public Safety Committee and put on today’s agenda as reference. It was discussed at the
June 16, 2026 Administrative Committee meeting.
Review/Approve Gibraltar, Southern Door and Sevastopol SRO Contracts
Chief Deputy Veeser stated that the contracts were approved by the respective school boards. Veeser updated
the committee on the School Resource Officers' (SROs) impact within the schools, highlighting their positive
influence on students and the school environment. Shaw expressed interest in receiving statistical reporting to
better evaluate the educational impact of the SRO program within the schools. County Board Supervisor
Thayse noted that the Southern Door SRO recently appeared on a WDOR radio talk show, where he explained
the various programs offered in the schools.
Motion by Shaw, seconded by Vogel to approve Gibraltar, Southern Door and Sevastopol SRO Contracts.
Motion carried by voice vote.
Emergency Services & Emergency Management
FYI – Monthly Report
Emergency Services Director Aaron LeClair reviewed the June Operations Summary Reports included in the
meeting packet
Captain Robin Gordon provided a brief verbal report on department training. Gordon reported that, in October
2023, the department became a state-approved training center to host Emergency Medical Responder (EMR)
and Emergency Medical Technician (EMT) training courses. Gordon states she is also state-approved to
instruct both EMR and EMT classes. Gordon stated that Door County now has 50 certified EMRs. She also
reported that the department's first EMT class concluded with six participants, all of whom successfully passed
the course. A second EMT class is scheduled to begin in August, with seven participants currently confirmed to
enroll.
Captain Karen Doell provided a brief verbal report on the Community Paramedic Program. Doell reported Door
County currently has six Community Paramedics. The program, which began in January 2025, takes a
proactive approach to helping individuals safely remain in their homes and reducing 911 calls. Referrals are
submitted by ambulance crews, the DCMC Care Management Team, St. Vincent, Aurora, and Adult Protective
Services. Captain Doell shared two program success stories.
Emergency Management Director Jeb Saelens provided a verbal update. Saelens reports he continues to
meet with municipalities and event coordinators to assist with planning for major events. Saelens reports he
holds after action reviews after each event to see if changes need to be made.
Director Saelens also provided an update on the Addressing Project, reporting that it is 49% complete. Saelens
noted that Phase II is not progressing as quickly as anticipated. Saelens explained that the pace of the project
has been affected by varying levels of cooperation from utility vendors when working through Diggers Hotline,
noting that some vendors have been very responsive while others have been more challenging to work with.
Review/Approve: ES Write-Offs
Emergency Services Director LeClair reviews report handed out to committee members.
Motion by Shaw, seconded by Vogel to approve writing off $10,079.67. Motion carried by voice vote.
