He stated it was received the day before Judiciary and Public Safety Committee so was too late to put on that agenda. Corporation Counsel Donahue handed out copies of the letter of Vote of No Confidence in the Sheriff from the Sheriff’s Association, and the response letter from Sheriff Sternard, to the Committee. Donahue stated that they do take these things very seriously. He and the Administrator did reach out to the sheriff’s association and will be reaching out to the sheriff to have communication from both sides. Bacon asked what the timeline is on this and what other actions there will be going forward. Donahue stated that they will see what further steps may be taken after they have a chance to speak to the sheriff when she is back in the office and able to meet. Bacon also asked if there were other complaints in the past. Donahue stated yes and no. They do know the operational efficiencies of the Sheriff’s office is a concern, and have heard other discontent with the decisions of the Sheriff, but nothing that had to have action by the County. This is the first real request by the sheriff deputies. Supervisor Shaw asked if there will be a mediation process for this issue. Donahue stated that they could possibly go to mediation where there is constitutional authority to address this issue through mediation in order to see what is causing the concern and poor moral and the other issues brought forward by the association and what could be done to hopefully solve some of the issues. Discussion on Service Delivery/Public Interaction in Government Center Administrator Pabich gave an update on the thoughts of how or what to change for security and safety in the Government Center offices based on the recommendations done through an audit done by the Federal Office of Security. Spritka handed out a sheet with scopes of 9 different options that he briefly went over with the committee. Supervisor Thayse stated that for those offices that are not public facing, such as Finance, that can just be locked and have a buzzer to be let in, to go ahead with that, as that is a quick fix. He also stated that we need to look at other offices in more detail on the options, but would like to see this keep moving forward. Pabich stated that the Security group will take the suggestions from the committee and bring back any revised options to the committee and then bring to the Highway and Facilities committee. The Door County Connect bus provided a shuttle service for almost 90 children from the YMCA’s summer camp to attend. It was a busy morning! The goal to combine transportation and careers was to connect employers and educators with people who may be interested in a transportation related field. The event expanded from this idea to offer a variety of job openings, career opportunities and community resources for attendees. One attendee shared, “I learned so much about services I didn’t know we had in our county, or I didn’t know as much about them.” The planning committee will be meeting to discuss next year’s event. As part of the 2026 budget process, the County approved a staffing plan that would eliminate one Clerk of Court Deputy position through attrition while increasing the Register of Probate Administrative Assistant position from part-time to full-time. The intent of this proposal was to consolidate staffing resources while expanding cross-training between the two offices, providing greater operational flexibility and long-term efficiency. Although the proposal was approved as part of the budget, it has not yet been implemented because no planned retirements or voluntary reductions in hours occurred during the year. Since the plan has not yet moved forward, staff is requesting that the Judiciary and Public Safety Committee and the Administrative Committee reaffirm their support for the previously approved staffing strategy. Page 10 of 13 Page 2 of 2 Analysis We have growing concerns regarding continuity of operations within the Clerk of Courts office. Over the next five months, the office could experience significant turnover. The elected Clerk of Courts has announced that they will not seek re-election, one Deputy Clerk has submitted their resignation, and we are aware that two additional Deputy Clerks are planning to retire at the end of the year, although formal retirement notices have not yet been submitted to Human Resources. Given the potential loss of institutional knowledge in a short period of time, we believe it is prudent to begin implementing the previously approved staffing plan while maintaining flexibility should additional staffing needs arise. Accordingly, we propose the following: 1. Fill the current Deputy Clerk vacancy. 2. Implement the previously approved transition of the Register of Probate Administrative Assistant position from part-time to full-time. 3. If the anticipated two retirements occur at the end of the year, we would only refill only one of the vacant Deputy Clerk positions. 4. Hold the salary and benefit savings from the remaining unfilled position in the Payroll Contingency account for 2027. This would provide the County with the flexibility to restore the position if it is determined that the consolidated staffing model and cross-training approach do not adequately meet operational needs. Recommendation I recommend that we proceed with the staffing plan as outlined above. This approach allows the County to proactively address the anticipated transition in the Clerk of Courts office, implement the staffing model previously approved during the budget process, and maintain sufficient financial flexibility should operational demands require additional staffing in the future.
