Declare Unit #1911 with Mowers Surplus to Sell
The unit is a 2019 New Holland ditch mower which works well on flat or long slopes. The only area the County
can use the unit is on the 4-lane, south of the Y-Inn and at the landfill, both are only cut once a year. The unit is
on the books for $57,574. The Department requests to declare the unit surplus so it can be sold and a
replacement unit purchased.
Motion by Thayse, seconded by Miller to declare Unit #1911 as surplus equipment and authorize the Department
to sell. Motion carried by voice vote.

Declare Unit #9114 Surplus to Sell
The unit is a 1991 John Deere grader being used on Washington Island. County Highway has supplied a grader
to the Island for several years which is being used to plow county roads and is used on town roads. The unit is
on the books for $18,625. The Department would like to sell the unit to the Town of Washington.
Motion by Fisher, seconded by Robillard to declare Unit #9114 as surplus equipment and authorize the
Department to sell the unit to the Town of Washington. Motion carried by voice vote.
2025 Highway Financials
Finance Director Steve Wipperfurth reviewed the 2025 Highway Financials Summary which was included in the
meeting packet. Overall, the fund remains financially healthy, with strong liquidity, reduced liabilities, stable
assets, and continued positive operating income. Discussion followed and included: is the Highway Department
able to invest to gain interest on their account – Finance Director Steve Wipperfurth explained the Highway
Department funds are included with the general investments of the County and the interest is included in the
overall County interest and budget; Wipperfurth noted the Highway Department does not truly operate as an
Enterprise Fund as not all costs are allocated to the Department; review of indirect costs allocated to other
departments; costs of Highway operations; covering costs, revenue generating operations, and profitability.
Motion by Thayse, seconded by Miller to accept the 2025 Highway Financial Report as presented. Motion
carried by voice vote.
Accept/Award Bids for Roof Replacement Highway Department Office Roof
4 bids were received – Pioneer Roofing - $183,711; Walzdorf Roofing - $134,586; Oshkosh Industrial Roofing -
$175,320; and Northern Sheetmetal & Roofing - $169,800.
Motion by Thayse, seconded by Robillard to accept the bids. Motion carried by voice vote.
The section of roof replacement is over the office area of the building. The lowest bidder is Walzdorf Roofing.
Motion by Miller, seconded by Thayse to award the bid to Walsdorf Roofing in the amount of $134,586. Motion
carried by voice vote.
County Road E & Highway 57 Intersection Update
A memo and design were included in the meeting packet. Ash and Dvorak continue to push to reconstruct the
intersection without the need to purchase land from the golf course. May not be a need for the island at the
intersection. The Department will ask for additional drawings/designs and continue to move forward on a solution
to reconstruct the intersection.
Parks
Park Manager Report
Parks Manager Marc Moore provided an update which included: updated schedule of events and activities in the
parks through May; dredging at Chaudoirs Dock starts July 7th; ribbon cutting at Sugar Creek Park was held;
Murphy Park volleyball project has started; invasive species work at Forestville Dam; a Circus is being held
tonight at John Miles Park; car count monitoring at Cave Point Park; and researching more efficient and effective
ways to sell boat launch permits.
Facilities
Facility Director Report
Facility & Parks Director Wayne Spritka reviewed the Project Tracking for the department which includes
Museum project bidding; Mobi Mat project at Murphy Park; finished projects at Murphy, Pinney, and on Cana
Island; and upcoming projects at Chaudoirs Dock.
City of Sturgeon Bay Storm Water Utility Report
Spritka reported the City of Sturgeon Bay recently rolled out a new Stormwater Utility fee structure. As result the
County of Door is responsible for a number parcels listed below with the following rates to be paid in 2026 and
beyond each fiscal year. Spritka is tracking the funds within our utility accounts closely to manage payments and
work within the annual budget for 2026 and have made adjustments for the 2027 budget.
Parcels and annualized cost:
$27,236.16 John Miles County Park, $11,491.00 Door County Justice Center, $2,305.00 Door County Government
Center, and $13,066.80 Door County Central Highway Shop.
The Facilities & Parks Department is seeking a potential 15% credit for each parcel based on the County of Door
development and maintenance of 2 regional onsite storm water ponds and storm water mitigation practices that were
developed with the City of Sturgeon Bay. There is the potential for an annual credit of $8,114.42. Each application
will be reviewed by the City based on its own merit and parcel development. Administrator Pabich recommends the
County push harder on a larger credit given the partnership with the City in the past at John Miles Park and the
Highway and Justice Center property.

Future Highway Operations
Hot Mix Plant
Crushing Operations
Highway Commissioner Ash explained Finance has worked with the department to establish an equipment
replacement fund. The largest equipment for near future replacement is the hot mix plant and crushing
operations. The Crushing Foreman has recently retired and no current personnel are interested in stepping into
the Foreman role. The department is currently exploring hiring out the crushing operations on a trial basis. Major
components of the crushing equipment are aging and need to be replaced. Estimated costs to replace crushing
equipment is $3M - $4M and upgrade/repairs only to the largest pieces of the crushing operation is estimated at
$1.5M-$2M.
The hot mix plant has been maintained however parts are from several different vendors and it is getting difficult
to determine which company is responsible for what part when repairs are needed. A new hot mix plant is
estimated at $7M - $7.5M; upgrade/repairs only, is estimated at $1.4M.
Consultant Mike Konecny reviewed projected cash flow summaries for all equipment and projected cash flow
summaries of all equipment without crushing. Cash flow-wise the department is doing very well. The projections
are assuming the crushing operations would be replaced in 2-years and the hot mix plant replaced in 4-years.
Administrator Pabich noted highway operations must remain competitive and legislative changes are needed. He
suggested the County work with Representative Kitchens on such changes. With State and Federal grant funding
at municipal levels, the County is losing work because of the regulations and requirements that come with the
grant funding.
Discussion followed and included: at this time, all indications point towards hitting budgeted numbers as
presented; the County is a customer to the Highway Department; if we discontinue crushing operations can the
Department find a supplier/vendor/contractor who can provide the crushing operations at a cost equal to or lesser
than providing the service in-house; crushing operations are regulated by the Department of Commerce and are
heavily monitored; we currently crush road gravel and breaker run; what is the cost of a ton of blacktop over the
past 5-years; hiring a Foreman for the crushing operations is a critical component to making the decision on
continuing crushing operations; need for updated cash flow numbers for the next meeting.
Ash reviewed crushing comparisons:
In 2025 the department produced approx. 33,660 tons of hot mix aggregate. The cost was $5.55 per ton. Since 2020,
the average amount of hot mix aggregates produced has been 37,898 tons and at average cost of $6.19 per ton. To
use an outside vendor the cost ranges from $5.37 to $5.39 per ton.
The committee will need to decide if the Department continues crushing operations which leads to replacing
equipment; some of the crushing equipment can be sold to either offset the cost; a decision would need to be
made if discontinuing crushing when is the best time to sell the equipment – does the department wait until it’s
determined if an outside vendor is able to provide adequate service. Should the department replace the hot mix
plant; should the department move the hot mix plant if operations continue (there is cost savings to trucking
operations). The current hot mix plant is saleable. Need to determine what is the payback of the hot mix plant.
The committee recessed at 10:27 a.m. and reconvened at 10:37 a.m.
Closed Session
Convene into Closed Session Pursuant to:
§ 19.85(1)(e), Wis. Stats., for the purpose of deliberating or negotiating the purchase of public properties, the

Highway Department purposes.)

Summary
Our Archives Intern joined us in June and has already digitized several hundred images from
the collection. Work continues on the Founding Industries exhibit, with fabrication of the fishing
shanty nearing completion. We have also continued to expand our volunteer program, with
volunteers contributing more than 200 hours so far in 2026. We participated in the Volunteer
Fair to recruit additional museum greeters, helping free our curatorial staff to devote more time
to collections, and exhibit development.

The proposed basketball court improvements align with the recreational development goals
identified for John Miles County Park in the Door County 2026–2030 Open Space Plan. The
addition of a basketball facility will expand active recreational opportunities for residents and
visitors while enhancing the park's ability to serve youth, families, and community groups.
Acceptance of this donation represents a partnership between the community and Door
County to improve public recreational amenities without requiring County funds for the initial
equipment purchase.
Fiscal Impact:
The donated equipment will be provided at no cost to Door County. Future maintenance costs
and project completion is incorporated into the planning of 2026 Facilities and Parks
Department's routine park budget and maintenance activities.
Recommendation:
The Facilities and Parks Department recommends acceptance of the donated basketball hoops,
poles, and related equipment for installation at John Miles County Park.
