Motion by Thayse, seconded by Miller to approve Resolution 2026-39 – Approval of a Memorandum of Understanding
with Door County Economic Development to ensure that the County can complete the final broadband objectives and
still be within targeted project expenditures.
County Administrator Ken Pabich noted the partnership with DCEDC is critical after our current Broadband
Coordinator Jessica Hatch recently accepted a position with the State. The county tasks yet to be completed would
not warrant the County hiring a new Broadband Coordinator; this partnership will assist the County in completing the
remaining tasks.
Motion carried by voice vote.
2026-40 Authorization to Obtain a Feasibility Study for the Emergency Services Middle Station Project –
Transfer of Non-Budgeted Funds
Motion by Miller, seconded by Shaw to approve Resolution 2026-40 – Approval of the transfer of an amount not to
exceed $30,000 from the Capital Outlay Emergency Services Expense Account to fund the retention of professional
services to conduct a feasibility study evaluating the purchase of vacant land with new construction versus the
purchase and remodel of an existing building for the Middle Emergency Services Station.
County Administrator Ken Pabich reviewed the progress to-date following the approval of the Board to search to
identify potential sites. Three options would be included in the study – purchasing and remodel of an existing building,
purchasing vacant land and building a facility, and constructing an addition to the Jacksonport Fire Station.
Motion carried by roll call vote with 19 Members voting Yes; 1 Member voting No – Pluff; 1 Member excused.
2026-41 Data Center and Battery Energy Storage System Development Moratorium
Motion by Thayse, seconded by Shaw to approve Resolution 2026-41 – Imposing a moratorium on the development
of Data Centers and Battery Energy Storage Systems within the unincorporated areas of Door County to provide time
to investigate and address, through regulation, planning, and otherwise, the potential impact on such land uses. The
moratorium is necessary to maintain public health, safety, and general welfare, in addition to other reasons. The
moratorium shall be in effect within the unincorporated areas of Door County for a period of up to twelve (12) months
from the date of this resolution; and the Door County Board of Supervisors reserves the right to extend the
moratorium by separate action if deemed necessary.
Supervisor Todd Thayse noted at this time there is no known projects related to a Data Center in our county. CC
Donohue noted this isn’t a forever moratorium rather it allows the Land Use Services Department time to review and
address the concerns from our county. The initial moratorium period is for 12 months with the ability to extend should
we need that. This allows the County time to take a pause to determine what zoning implications these types of
facilities have and to allow time to update zoning ordinances and the Comprehensive Plan if needed. Land Use
Services Director Karyn Behling explained the Resource Planning Committee discussed this over several different
committee meetings. This resolution allows time to research and craft an appropriate plan for the future.
Motion carried by voice vote.
2026-42 Approval of Town of Brussels Zoning Ordinance Map Amendment
Motion by Fisher, seconded by Miller to approve Resolution 2026-42 – Approval of the Town of Brussels zoning map

Residential (RR).
