Resolution 2026-__ Transition of County Broadband Program A memo from Administrator Pabich provided background, analysis, and recommendation. Door County partnered with Door County Economic Development Corporation (DCEDC) and local municipalities to complete a countywide broadband study. The resulting Broadband Infrastructure Engineering Assessment Report (2021) established a framework for expanding high -speed broadband access to residents and busine sses throughout the county. Following the recommendations of the report, the County created and funded a Broadband Coordinator position to assist with implementation efforts. The position was supported through special project funds previously allocated by the County, with the understanding that the role would eventually be phased out as the primary project objectives were achieved. Significant progress has been made through the efforts of the Broadband Coordinator and the Broadband Advisory Committee, which has provided guidance and oversight throughout the project. As implementation efforts continue to advance, the County has reached a point where it is appropriate to begin planning for the transition and eventual phase -out of both the Advisory Committee an d the Coordinator position. Through discussions with DCEDC, staff explored options for transitioning the County’s role while ensuring that key broadband objectives and long-term community needs continue to be addressed. As a result of those discussions, it was determined that transitioning the program to DCEDC would provide an effective path forward. Administrator Pabich recommends that the Committee support the draft Resolution and Memorandum of Understanding and forward both documents to the County Board for approval. Current Broadband Chairman Hugh Zettel provided additional review and outlined the benefits of this proposed transition. The resolution and MOU would be effective June 30, 2026, the County will transition the employment and responsibilities of the Broadband Coordinator to DCEDC. In coordination with the County, DCEDC will undertake the outlined county objectives, aligned with the Broadband Advisory Committee Charter and the County’s digital adoption priorities. To support the completion of the objectives, the County agrees to provide DCEDC with $100,000 in addition to general funding approved through the County budget process. This funding will be disbursed in two equal payments of $50,000, issued on June 30, 2026 and January 1, 2027. While certain activities may extend beyond the term of this MOU, the Parties agree that these core objectives are expected to be substantially completed by June 30, 2027. Special Project dollars will cover the cost of this transition. At this time the Broadband Committee will continue to function through June of 2027. Motion by Shaw, seconded by Bacon to approve the resolution and the transition of the County Broadband Program to DCEDC as presented. Motion carried by voice vote. Corporation Counsel Resolution 2026-__ Data Center and Battery Energy Storage System Development Moratorium The resolution imposes a moratorium on the development of Data Centers and Battery Energy Storage Systems within the unincorporated areas of Door County to provide time to investigate and address, through regulation, planning, and otherwise, the potential impact of such land uses. The moratorium is necessary to maintain public health, safety, and general welfare, in addition to other reasons. The moratorium shall be in effect within the Page 3 of 64 unincorporated areas of Door County for a period of up to twelve (12) months from the date of the Resolution with the right to extend the moratorium by separate action if deemed necessary. Supervisor Claire Morkin urged Committee Members to support the resolution. Discussion followed and included: what is the proper length of time for a moratorium; discussion at Resource Planning Committee; the moratorium will allow the County time to research and obtain guidance while working towards a final ordinance. Motion by Shaw, seconded by Robillard to approve the resolution as presented and move it on to County Board. Motion carried by voice vote. Human Resources Update on New Employee & Administrative Policy Manual Administrator Pabich noted the Manual will be on the County Board agenda as an FYI with a review. Final adoption is anticipated in June. Resolution 2026-__ Highway Department Position Change A memo from Highway Commissioner Thad Ash was included in the meeting packet. In 2024 a Mechanic position was created from one of the unfilled Highway worker positions because of the notice or retirement from one of the long-time mechanics. In doing this the hope was to have a mechanic in place to learn from the outgoing mechanic. The Department no longer needs the fourth mechanic position and would like to change it back to a Highway Worker position. Motion by Gauger, seconded by Kalms to approve the resolution as presented. Motion carried by voice vote. Personnel Transaction Report – Review & Approve HR Generalist Christina Baudhuin reviewed the report included in the meeting packet. Justification & Useful Life The County phone system is a critical technology to our organization. We currently utilize a Cisco on-premise solution with redundancy built in at our two primary locations, the Justice Center and Government Center. We monitor end of life and industry trends including cloud offerings along with doing cost analysis to determine when updating, upgrading, or migration are necessary to best serve our operations. The industry continues to push toward cloud solutions making on-premise solutions more costly. While we attempt to invest in a 7+ year solution, changes needed, including SMS, as well as changes in the industry including added expense to force cloud adoption may lead us to upgrade sooner than we would like. The system was put in 2018 so we are currently on year 8. 5. Cost & Recommended Sources of Financing *Describe additional funding info below: 100.32156 - IS Equip Replacement Fund 6. Justification & Useful Life The County Board, Chambers, and Peninsula Room equipment was last upgraded in 2021. Camera Corner supports AV Equipment under service contract for 6 years after implementation because of its complexity. They will support the equipment on a time and materials basis until it is replaced after the intial 6YRS. As the AV Equipment ages it becomes more difficult to repair/service so we have put the equipment on an estimated 10 year lifecycle. The Technology Services department has several other large capital improvement projects planned for 2031, 2032, and 2033 so in order to balance workloads, we would like to move this replacement up a year to 2030. These three conference rooms are heavily utilizied for committee meetings and trainings making it necessary to keep the equipment up to date. 5. Project Title WIFI / Wireless Upgrade 3. Description/Location All County Buildings 4. Justification & Useful Life Our County wireless, utilizing a Cisco wireless LAN controller, has been in service for approx. 15 years. The last equipment refresh was purchased from another government agency when they migrated to another platform. This refresh utilized the same Cisco architecture but a larger more robust server and access points. At the time of this refresh we added density. The wireless system is utilized by both internal staff providing access throughout all of our County buildings to do work on mobile devices, but also to the public as an internet hotspot. We currently have 116 wireless access points in place with the potential to add more as bandwidth requirements increase and the need to add density wise. Since the system is aged, released in 2009 (original controller) and 2015 (refreshed unit), we will be looking for a replacement to make sure our wireless services remain secure and meet today’s standards. 5. Project Title Door Control System (FOB) 3. Description/Location All County Buildings 4. Justification & Useful Life The door control (FOB) system is a centralized door access technology utilized throughout our County buildings. This system provides secure access to our facilities (both public and private areas), allows for schedules for opening/closing with business hours, and logs all access for auditing/investigative. The aged Linear eMerge system, was recently able to be migrated to the Sicunet platform, fixing some issues with Linear and improving reliability and support. The door control system is expected to last 10+ years with the last partial upgrade in 2019. Upgrades are dependent on hardware continuing to be obtained/remain in service. We hope the migration to the new Sicunet platform has extended the life of our controllers and have a sustainable path forward. This CIP item looks at replacing the system in its entirety and potentially integrating with the camera system for better manageability. 5. Recruitment Historical Trends Figure 1 illustrates a gradual decline in recruited vacancies from 138 positions in 2022 to 100 positions in 2025. Although a pplication levels remained relatively strong through 2024, the trend reflects an increasingly competitive labor marke t and changing workforce dynamics. By 2025, recruited vacancies reached their lowest level during the reporting period. However, additional workforce analysis is necessary before drawing conclusions regarding long-term staffing trends or organizational impacts. Figure 2: “Breakdown of regular employment and temporary positions.” Recruitment Projected Trends While historical recruitment trends show a decline in the number of vacancies, it is equally important to evaluate the compos ition of the County’s current workforce to better anticipate future staffing needs. By examining workforce demographics and projected retirements, Door County can proactively prepare for future operational demands while ensuring continuity of services throu gh strategic workforce planning, responsible hiring practices, employee retention efforts, and thoughtful service delivery strat egies. According to the Wisconsin Retirement System (WRS) Annual Actuarial Valuation of Retired Lives Reports (2021–2025), the average retirement age across the state is approximately 59.3 years. Figure 4:" Workforce age comparison and retirement population." If we use the WRS average age and combine that to the age profile of our workforce, we can see in Figure 5 the number of employees that hit that metric. Currently, 52 employees are age 59 or older, with additional employees reaching that age range over the coming years. It is important to emphasize that retirement is a personal decision, and age alone does not determine an employee’s plans, performance, or continued service. Figure 5:"Door County Workforce Aging Profile by Year." This information is being shared solely to support responsible workforce planning, succession preparation, knowledge transfer, and continuity of services for our community. Strategic planning today helps ensure we are prepared for potential future staffing transitions while continuing to value the experience and contributions of our employees.
