Snow Storm Elsa Update
Highway Commissioner Ash reported this was the biggest storm he has ever seen in all the years he has been
with the County. The depth of the storm arrived between midnight Saturday and mid-morning on Monday.
Visibility was less than zero. Highway Workers were working the roads around the clock. All hands were on
deck. The department was running short-staffed with half of our highway workers never experiencing a storm of
this strength. Decisions were made to keep through roads open as best as crews could. Crews were called off
plowing to assist Public Safety. Ash thanked EMS, Dispatch, Fire Departments, and the Sheriff’s Department –
communication worked extremely well. The entire department did their very best and what was humanly
possible. Ash thanked the Schools for delaying their opening as plowing their parking lots was not a priority until
roads were opened. Ash reported there was not a lot of equipment damage or repairs. The Highway Crews
worked extremely well together and Ash thanked his staff for their amazing work.

Facilities
Washington Island Ferry Line, Inc. 2025 Annual Report
The 2025 Annual Report was included in the meeting packet and was reviewed.
Safety Team Findings
Based on the assessment and the internal team’s review, the following items are presented for consideration:
1. Building Security Upgrade — $10,500 - Upgrade to the door access control software. The current system does not
allow buildings to be managed independently. This upgrade will enable individual building control.
2. Emergency Services Building Mapping — $15,105 - Implementation of software to map three County facilities for
use by emergency responders. This tool enhances response effectiveness during emergencies or threats.
3. Justice Center – Additional Door Controls — $5,000 - Installation of additional door control systems at the Justice
Center to improve access management and overall security.
4. Government Center – Customer Access Improvements - $20,000 - The assessment identified that the
Government Center does not meet current best practices for secure public interaction. The building was originally
designed to allow customers direct access into office spaces, whereas modern standards prioritize separation
between public and staff areas. The Government Center houses 12 departments that could benefit from redesigned
customer service areas. Due to the complexity and potential cost variations, it is recommended that an architect be
engaged to develop design options. These options would be reviewed by the Committee and may be incorporated
into the Capital Improvement Plan (CIP) for 2027.
Recommendations:
The safety team recommends the following actions:
1. Approve proceeding with Items 1, 2, and 3
o Total cost not to exceed $32,000
o Funding source: Contingency Reserve
o Anticipated completion: 2026
2. Approve proceeding with Item 4 (Government Center improvements)
o Engage an architect to develop design options
o Total cost not to exceed $20,000
o Present recommendations to the Highway & Facilities Committee in 2026
o Utilize funding from the existing Government Center Remodeling CIP
County Board Chairman David Englebert noted there are options that may not be as costly or there may be other
options rather than engage an architect to develop designs. More discussions may be needed and narrowing of the
GC project may be needed before moving forward. Is this a CIP project versus a transfer of unassigned funds?
Decisions need to be made as to what level of security administration wants for operation.
Motion by Thayse, seconded by Enigl to approve proceeding with items 1, 2, and 3 of the findings and move on to
the Finance Committee for funding consideration. Motion carried by voice vote.
Museum Project
Administrator Pabich explained Immel is working through cost estimates. Options for the Museum’s front ramp
and bathroom remodel were presented. Working with the State to determine if one ADA bathroom meets code
which would allow the remodel of the existing bathrooms into two; one ADA compliant and one smaller
bathroom. This eliminates the need to expand the footprint of the building. Spritka will verify the swing direction
the front entry door.

Archives Digitization and Online Access
The Door County Museum and Archives has been placing extra attention on the conservation,
organization and digitization of the archives collection. Recent efforts include the addition of new
digitization equipment in late 2025 and the launch of a public online collections portal in March 2026.
Thanks to a grant received by the Friends of the Museum, a summer intern will also help scan
materials and add records to our collections management system, making more of Door County’s
history accessible to the public.

Highway & Facilities and Administrative committees,
In 2024 I asked to create another Mechanic position from one of our empty Highway worker
positions because of the notice from one of our long- time mechanics intentions of retiring.
In doing this we hoped to have a mechanic in place to learn from the outgoing mechanic.
This worked really well and the time spent with the outgoing mechanic has paid off.
The only need was for advertising and gaining the knowledge from past mechanic. We no
longer need the fourth mechanic position and would like to change it back to a Highway
Worker position. We are currently four people light and this is a fifth spot to fill. Although
being people light has, and will continue to hamper our efficiencies in spring and summer
operations, the biggest impact will be this fall and winter for snow and ice control
procedures.
I kindly ask for your consideration in this matter as we are seeing some applications and
hope to interview candidates soon.
Respectfully,
Thad J Ash
Highway Commissioner
