Discussion/Action Items 34 a. Marina Fest Event Review; September 5 & 6, 2026 35 The Committee reviewed outcomes from its booth at the Marina Fest event. Key findings were as 36 follows: 37 Bag Distribution: Of approximately 500 reusable bags ordered, roughly 375 were distributed, with 38 approximately 125 remaining in storage. Some bags had been distributed before the event. 39 Donations: A total of $231.00 in donations was collected and deposited, earmarked for Green Tier 40 initiatives. 41 General Reception: The bags were well received by attendees, who responded positively to both the 42 graphic design and bag quality. The booth location near the water refill station generated strong foot 43 traffic, aided by favorable weather conditions. Approximately 300–400 individuals visited or engaged 44 with the booth. Approximately 10 attendees expressed interest in invasive species materials provided 45 by Wiebe. 46 Recommendations for Future Events: The Committee identified the following improvements for 47 future event participation: 48 ● Three tables with fitted tablecloths should be secured for future booths. 49 ● A 10-foot horizontal banner and a portable vertical retractable banner bearing the Green Tier logo 50 should be procured to establish clear branding. 51 Minutes of the September 29, 2026 Meeting of the Green Tier Legacy Community Committee - Unapproved 2 ● Committee members staffing the booth should wear branded apparel (hats, shirts, or buttons); 1 Howson noted that embroidered items could be arranged through a local vendor. 2 ● A QR code linking to the village website or a donation platform should be incorporated, ideally on 3 a tag attached to each bag. 4 ● A clicker counter should be brought to future events to track attendance. 5 ● Fall Fest was identified as an unsuitable future venue due to its chaotic nature. The Festival of Fine 6 Arts was suggested as a preferable alternative. Distribution at election polling locations was also 7 discussed as a means of targeting Sister Bay residents specifically. 8 ● The question of whether to reorder bags was deferred pending further strategic planning 9 discussions. 10 Storage: Remaining bags and future booth materials will continue to be stored at Howson's residence. 11 A longer-term option of utilizing village facilities (e.g., the parks and maintenance building) was noted 12 as a possibility to explore with village staff. 13 14 b. Strategic Planning; Green Tier Legacy Committee 15 Staff presented the current status of the strategic planning document, noting that finalization of goals, 16 objectives, and assigned responsibilities across all four pillars is needed before year-end to inform the 17 2027 budget and any grant pursuits. 18 Budget: The Committee reviewed budget history. The 2025 budget was $5,000; the 2026 budget was 19 $2,500, later supplemented by an additional $2,500 approved by the Finance Committee, bringing the 20 2026 revised budget to $5,000. Known 2026 expenditures included $2,770 for reusable bags and 21 approximately $600 for the tree giveaway. To date, approximately $500 in donations had been 22 collected across Marina Fest and the tree event. 23 The Committee agreed that a 2027 budget request of $5,000 was warranted to support continued 24 outreach activities, marketing materials (banners, branded apparel), and potential composting 25 program expenses. 26 Motion to refer a recommendation to the Finance Committee for a 2027 Green Tier budget of $5,000 27 was made by Howson, second by Smythe. Motion carried — all ayes. 28 Action Item: Staff to communicate the Committee's $5,000 budget recommendation to the Finance 29 Committee in advance of the October 12, 2026 Finance Committee meeting. 30 Grant Opportunities: Staff noted that capital projects — such as a composting site, brush site, or 31 electric vehicle charging station — are more suitable for grant funding than ongoing programs. The 32 Committee was encouraged to define project scopes and cost estimates in order to identify applicable 33 funding sources. 34 Outreach and Website: The Committee discussed improving the village website's Green Tier content, 35 including adding information about invasive species resources, battery disposal guidance, and a 36 clearer description of what Green Tier Legacy Community status entails. Linking to relevant external 37 resources and incorporating QR codes was also discussed. 38 Action Item: O'Hearn to coordinate with staff on updating the Green Tier section of the village website, 39 including invasive species links and disposal information. 40 Staff noted that a Household Hazardous Waste Collection event is scheduled for November 6, 2026 at 41 the Sister Bay Fire Station, including non-automotive battery disposal. Staff will issue a news blast and 42 the Committee was invited to assist in promoting the event. 43 Quarterly Poster Initiative: The Committee discussed producing a quarterly environmental awareness 44 poster for the fourth quarter, focused on topics such as holiday light recycling and battery disposal, to 45 be timed for late October or November when community bulletin boards have lower competition. This 46 topic was tabled for further discussion at the October 13th meeting. 47 Engagement with Sister Bay Advancement Association (SBAA): Smythe raised the need for greater 48 coordination with SBAA for community outreach. The Committee discussed potential membership, 49 website listing, and social media promotion through SBAA channels. A meeting with SBAA was 50 identified as an early 2027 priority. 51 Minutes of the September 29, 2026 Meeting of the Green Tier Legacy Community Committee - Unapproved 3 Composting Program: Howson noted the composting initiative remains dependent on forthcoming 1 feedback from the climate coalition, expected in November 2026. 2 Committee Membership: Smythe raised the matter of recruiting new committee members, noting 3 that some existing members have recurring scheduling constraints. It was agreed that current 4 members should identify and refer interested community members. 5 6 6. Matters to be Placed on Future Agenda, Referred to a Committee, Official or Employee 7 a. Composting Program Update (November 2026) 8 The composting program update was confirmed for placement on the November 2026 agenda, 9 pending receipt of information from the Door County climate coalition. 10 11 7. Next Meeting 12 The next meeting was confirmed for Tuesday, October 13, 2026, at 8:30 AM, via Zoom. 13 Agenda items to include the quarterly poster initiative and continued strategic plan finalization. 14 15 8. Adjournment 16 A motion was made by O’Hearn, second by Smythe to adjourn the September 29, 2026 meeting of the 17 Green Tier Legacy Community Committee at 10:58 A.M.
